1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, September 2,
2 1993, in the Municipal Building in said City. Chairperson Janet Hibner presided with Earnest Jarvis and Dennis
3 Grimes in attendance. The following business was had to-wit:

7 The minutes of the August 26, 1993 meeting were approved on a motion by Jarvis, second by Grimes and
8 carried by a unanimous voice vote.

12 No claims were submitted by the City Controller's office due to the month-end closing.

16 Chairperson Hibner explained that the opening of bids for street paving at the Richmond parks was being moved
17 up on the agenda to make it possible for them to be reviewed and let before the close of the meeting. Those
18 reviewing the bids were Mark Gasche, Superintendent of Parks & Recreation Department, Bill Smith, Manager
19 of the Street Division,and Vickie Stevens,Purchasing Manager.

21 In opening the bids, Grimes stated that the two received were from Barrett Paving and Contractors United Inc.
22 After the checking of the bids by Chairperson Hibner and being assured by her,that they were in proper order,
23 Jarvis read the bids. Barrett Paving's bid was 70 cents per gallon for tack cote, $19.40 per ton for surface and
24 $18.60 per ton for binder.The bid by CUI was 70 cents per gallon for tack cote, $20.40 per ton for surface and
25 $19.94 per ton for binder.Both bids were given to Smith to review along with Gasche and Stevens.

29 A.Jarvis read a letter from Dorothy Combs which requested a traffic signal at the intersection of South
30 16th and E Streets. She stated that her request goes as far back as 1989. She said a petition bearing
31 32
200 names was submitted to Common Council in 1990 resulting in no action. She noted,that she wrote
a letter in 1992 but nothing was done. She did say that larger stationary stop signs had been placed at
33 the intersection but they didn't alleviate the problem. Captain Danny McClure of the Traffic Safety
34 Division, reported that traffic counters had been placed at the intersection of South 16th and South E
35 Streets for a 72-hour period and the figures show that a traffic signal is not warranted at that location.
36 He further stated there were no accidents reported at the intersection in 1992. He added that the traffic
37 counter did show there is a speed problem on South E Street in the area and that will be addressed by
38 selective enforcement. As a reminder, he said stop signs should not be used in an attempt to reduce
39 speed. Capt. McClure showed one of the newly purchased traffic counters, noting that the cost of each
40 is$875. He said one of the four used in the South E Street count is missing. Based upon the report of
41 the Traffic Safety Division, Jarvis moved to make no changes at the intersection of South 16th and E
42 Streets other than the suggested selective enforcement,second by Grimes and the motion was carried
43 by a unanimous voice vote.

45 B. A request by Mary E. Russell for a four-way stop at the intersection of South West G Street and
46 Abington Pike was read by Grimes. She noted that it is especially busy between 3 and 5 p.m. with
47 traffic from the high school.The Traffic Safety Division's report noted that there are not enough vehicles
48 to warrant a four-way stop and there had been no accidents in 1992. Captain McClure said there may
49 be a speed problem and that will be addressed through selective enforcement. Based upon the
50 recommendation of the Traffic Safety Division, Grimes moved to deny the request for the four-way stop
51 sign,second by Jarvis and the motion was carried by a unanimous voice vote.

53 C.Grimes also read a request from Kathryn Goebel, principal of Seton Catholic School, asking that the
54 area of North B Street be changed back to a school loading zone for the loading and un-loading of
55 children. He read the recommendation of the Traffic Safety Division which stated the request be denied
56 because granting it would again create parking problems for residents on North 7th Street and pointed
57 out that there are several areas around the school which prohibit parking, enabling vehicles to let the
58 children out. The report noted these areas are approximately 40 feet on North A Street east of North
59 7th Street,approximately 60 to 70 feet on North A Street west of North 8th Street and approximately 60

feet on North 7th Street north of North A Street. Grimes moved to accept the recommendation of the
Traffic Safety Division and deny the request, second by Jarvis and the motion was carried by a
62 unanimous voice vote.

64 D. In giving an update of Reid Hospital's request for the posting of hospital directional signs,
65 Chairperson Hibner said she talked with a Reid representative who said she would provide a list of

1 locations at which they wish the signs posted and that will be available next week.She said the request
2 would be held until further information was received, adding that the state had been contacted and
3 agreed to take care of posting the signs on its highways.

5 E.Jarvis reported that Primex Plastics is growing and needs additional places for employee parking on
6 South K Street. He referred to a letter from Bob Goodwin, Director of Planning, requesting 17 parking
7 spaces on South K Street. He added that Mr. Johnston, owner of the Dairy Queen, had also been
8 contacted. Jarvis said the City's engineering division has laid out the street and Bill Smith, Manager of
9 the street division, has been involved and understands the work needed to be done. Jarvis said he
10 could approve the request from the Planning Department with one exception. He said there is an alley
11 between South 8th and South 9th Streets, running north and south,that South K Street would dead end
12 into. The original request was for it to be changed to a one-way heading south but that is-being
13 re-studied by the Traffic Safety Division which is looking into making it a one-way going north which
14 would help some of the additional businesses in the area. Jarvis moved to approve the request to
15 authorize the layout by the engineering division and work by the street division to provide the parking
16 blocks and parking spaces but wait for further information on the alley, second by Grimes and the
17 motion was carried by a unanimous voice vote.

19 F.A request to install United Way promotional flags on street light poles in the area bounded by North A
20 Street from North 6th to North 10 and South A street from South 6th to 10th including the North/South
21 streets of 6th and 10th was approved through a motion made by Jarvis, second by Grimes and carried
22 by a unanimous voice vote. The request had received approval from Kerry Vincent, transmission and
23 distribution superintendent at Richmond Power& Light. Chairperson Hibner read from the ordinance by
24 which the Board of Works operates,pointing out the procedure. She noted that is the authority by which
25 the Board operates.

27 G. Grimes read a request made by Rich Thomas forthe closing of the sidewalk on North E Street and
28 North 8th Street around Richmond Hardware located at 421 North 8th Street for power washing on
29 September 7 and September 8, 1993. Grimes moved to grant the request and that Thomas provide his
30 own barriers,second by Jarvis and the motion was carried by a unanimous voice vote.

32 H. Chairperson Hibner read a request from the Wayne County Historical Museum asking that parking
33 be restricted on North A, North 11th and North 12 Streets from 11 a.m.to 5 p.m. Sunday, September
34 12, for horsedrawn vehicles to move safely around the block. The request was given to the Traffic
35 Safety Division for review.

39 A. Gasche reported to the Board that in reviewing the bids it,was found that both met all the
40 requirements and the total cost was under the not-to-exceed the amount of$75,000. He recommended
41 that the bid be awarded to.Barrett Paving for$69,225 as the lowest, responsive and responsible bidder.
42 He said the streets which have the highest priority are the east entrance of Glen Miller Park off Elks
43 Road, the main entrance at Middle Fork Reservoir and the main entrance at Springwood Park.:Jarvis
44 moved to approve the awarding of the contract for park street paving to Barrett Paving, second by
45 Grimes and the motion was carried by a unanimous voice vote.

47 OTHER MATTERS

49 A.Jarvis informed the Board that Richmond Power& Light wants to move two very large transformers.
50 The first will'be,moved from the RP & L site on Test Road to the tranformer site on the west side of the
51 City.The second transformer will be moved from the west side,traveling onto U.S. 40 going east and
52 on Hub Etchison Parkway then to Hodgin Road. He said the entire request package had been approved
53 by the,cable TV company, GTE, Wayne County Highway Department and the Indiana Department of
54 Transportation but it still had to be reviewed, by the Traffic Safety Division and the Street Division
55 Manager. Jarvis said he, wanted to make sure that the•moving. company, Underwood Machinery
56 Transporting Inc. of Indianapolis, has selected the most advantageous route not only for them but for
57 the City.The move is anticipated to take place September 14 and Jarvis recommended the request be
58 held for'further review and be brought back next week. ,

60 B. Chairperson Hibner read a letter received from Indiana Department of Transportation sent to the City
61 Clerk, regarding U.S. 40 and S.W. 5th Street. (Letter dated Aug. 24 in its entirety in the City Clerk's
62 office).The following traffic regulations were spelled out: The left lane of the east approach of U.S. 40
63 shall be a left turn only lane;the'center lane of the east approach of U.S.40 shall be a straight through
64 only;the left lane of the west approach of U.S. 40 shall be a left turn only;and the left lane of the north
65 approach of S.W.5th Street shall be a left turn only. .

1 Chairperson Hibner noted the letter had been approved by the district traffic engineer and signed by

Bradley Davis, Acting Greenfield District Director. Captain Danny McClure drew a diagram showing the
proposed changes. In providing background on the matter, Major John Farmer said the Richmond
4 Police Department has been trying to get something done at that intersection for the past 12 years,
5 sending annual letters to INDOT. He stated that the intersection has the highest accident rate in the
6 City and that this is the first move after many years of waiting,adding that it is still not what RPD wants
7 but it is an improvement and heading in the right direction.

9 C. Chairperson Hibner announced that in response to several calls about Trick or Treat Night in the
10 City, and after consulting with the Traffic Safety Division, the time and date has been set from 5 to 7
11 p.m.Sunday,October 31. She so moved,second by Jarvis and the motion was carried by a unanimous
12 voice vote.

16 Gertrude "Lucky"Ward questioned as to whether or not there was any time limit for those posting signs on the
17 street light poles. Chairperson Hibner responded that historically no specific time had been set,,adding that the
18 Board had relied upon those using the poles to take care of removing them. Ward then reminded Board
19 members that she had appeared before them on April 1 submitting a letter concerning the Fourth Street Fair
20 October 2- 3, at which time she had also requested approval of the route of the horsedrawn vehicles but had
21 had no response.Jarvis asked that another copy of the letter be made and the Board would make sure the route
22 is checked.

27 voice vote,the meeting was adjourned.
