CITY OF RICHMOND. INDIANA. AUGUST 19. 1993
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, August 19,
2 1993, in the Municipal Building in said City. Chairperson Janet Hibner presided with Dennis Grimes and Earnest
3 Jarvis in attendance.The following business was had to-wit:

8 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried on a
9 unanimous voice vote.

12 CLAIMS FOR PAYMENT

14 Claims were submitted by the City Controller's office for $447,351.94 which included $257,321.71 for health
15 insurance premiums. Grimes moved to approve the claims, second by Jarvis and the motion was carried by a
16 unanimous voice vote.

18 REQUESTS

20 A.Renewals for handicapped parking spaces were approved for Melissa Terrell at 1215 North D Street,
21 Beulah Smith at 114 North 22nd Street,John W. Brown of 2016 Grand Blvd., First Presbyterian Church
22 at 100 North 10th Street and the American Legion No.359 at 400 North 8th Street,through a motion by
23 Jarvis, second by Grimes and carried by a unanimous voice vote. A new request made by Cleo
24 McGunegill which was denied in 1992 based upon a report by the Richmond Police Department Traffic
25 Safety Division was brought before the Board. Sgt.Janice Passmore of the Traffic Safety Division said
26 the garage at the rear is used for storage and it is approximately one third the distance to the front curb
27 as it is to the garage in the back.

29 Martha Mitchell of 917 Winding Ridge commented that she is a former neighbor of the 95-year old Mrs.
30 McGunegill and transports her occasionally but is not the primary transporter. She said double parking
31 on Richmond Avenue, which is a busy street with a lot of trucks as well as cars, is dangerous. Sgt.
32 Passmore said residents on the busy street have several vehicles. Grimes said the reason for the
33 questions was that the ordinance states the person requesting must not residen with the handicapped
34 person but is primarily responsible for the transportation. He suggested that possibly a loading zone
35 usage might be designated rather than a handicapped parking space. Chairperson Hibner requested
36 that a list of those who transport McGunegill and the frequency with which it is done be furnished to the
37 Board. Jarvis moved to hold the request for another week, second by Grimes and the motion was
38 carried by a unanimous voice vote.

40 CONTRACTS

42 A. Grimes reported on the awarding of the contract for base widening and resurfacing,of North West
43 5th Street (Union Pike) noting that bids had been let through a letter of recommendation from City
44 Engineer Bob Wiwi. He said he and Purchasing Manager Vickie Stevens had reviewed the two bids
45 received from Barrett Paving for $35,258.55 and Contractors United Inc. for $37,947.80. He
46 recommended the bid be awarded to Barrett Paving as the lowest reponsive and responsible bidder. .
47 Grimes moved to accept Wiwi's recommendation and award the bid to Barrett Paving, second by Jarvis
48 and the motion was carried by a unanimous voice vote.

50 ALARM VIOLATION HEARING FOR TARGET

52 Chairperson Hibner commented that Target had seven alarm violations since June 15, 1993 and the proof of
53 notification was available. She also noted that Target has responded to all but the last violation but it was
54 possible that one was in the mail since it had been so recent. Chairperson Hibner noted that the ordinance
55 requires an alarm violation hearing after the fourth alarm in any six-month period. Dale Marvin, assistant store
56 team member, appearing before the Board furnished the response to the last violation and explained that the
57 problems stem from an overnight maintenance crew not familiar with the alarm zones. He produced a letter
58 stating that Alarmex, a new alarm company monitored by the Dayton Hudson Corp., a parent company of
59 Target, will be operating in the store next week. Chairperson Hibner said based on the presentation and
60 information supplied by Marvin she moved that the alarm permit not be revoked and the new six-month period
61 begin as of today,second by Grimes and carried by a 2 to 1 voice vote with Jarvis abstaining.

65 Jarvis moved that the Richmond Police Department report for July 1993 be accepted into the files, second by
Grimes and the motion was carried by a unanimous voice vote. j

1 Sgt.Janice Passmore reminded motorists that school will be in session next week and small pedestrians will be
2 on the streets. Motorists also need to observe the stopping arms on the buses, she said, adding that if the
3 highway has four lanes, all four lanes must stop unless there is a dividing strip in the middle.She also noted that
4 the Richmond Police Department has received grants making it possible to pay overtime for officers participating
5 in a stepped up program of writing citations for seat belt and child restraint violations. She said in a recent
6 12-hour period 21 out of 33 citations had been written for seat belt violations. After discussion by Board
7 members about the raised median on Chester Boulevard and whether all four lanes should stop, Sgt. Passmore
8 said she would check into the question. She added that she would be meeting with the new school bus drivers
9 next week.

13 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
14 voice vote,the meeting was adjourned.
