INDIANA.JULY 29,1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday,July 29, 1993, 2 in the Municipal Building in said City.Chairperson Janet Hibner presided with Dennis Grimes and Earnest Jarvis 3 in attendance.The following business was had to-wit: 4 5 6 APPROVAL OF MINUTES OF JULY 22.1993 7 8 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried on a 9 unanimous voice vote. 10 11 12 CLAIMS FOR PAYMENT 13 14 Claims were submitted by the City Controller's office for $758,931.40 with the major components consisting of 15 payroll and payroll taxes and $131,819.65 for supplies and contractual services. Another major portion was a 16 check for$28,311.29 payable to the City of Richmond Insurance Fund to pay for premiums. Grimes moved to 17 approve the claims,second by Jarvis and the motion was carried by.a unanimous voice vote. 18 19 CONTRACTS 20 21 A. Chairperson Hibner stated a copy of the Fire Fighters Collective Bargaining Agreement had been 22 presented to the Board and asked Otto Mouser, Department of Administration, to explain the 23 technicalities of the agreement. Meuser stated that he was pleased to bring to the Board's attention a 24 full approval of the bargaining agreement reached between the City and the Professional Fire Fighters• 25 Local 1408. He also stated that working with people who demonstrate intelligence and integrity makes 26 the job a little easier. He said this is what he found during negotiations, working with Jerry Purcell, 27 President of Local 1408, and his committee. Meuser added that Kent Haisley, head of the 28 Transportation Division, had also helped with the negotations for the City. Purcell was asked to briefly 29 summarize the agreement. He stated that the City of Richmond and Professional Fire Fighters Local 30 1408 had reached a three-year agreement with only wages to be negotiated over the the next three 31 years. There were only minor language changes verifying a few items in the contract. The only major 32 change, was in anticipation of the City going to Central Garage, the Fire Fighters have given up their 33 mechanic. A five percent across the board raise increase was agreed upon. Purcell stated that this 34 package and negotations this year proves that straightforward, candid negotations between the City 35 and the Fire Fighters have resulted in a win-win situation for everyone involved. Board members 36 commented on the smoothness of the negotiations and commended all involved. Chairperson Hibner 37 moved to sign the agreement,second by Jarvis,and the motion was carried on a unanimous vote. 38 39 REQUESTS 40 41 A. Jarvis read a letter from Barbara Maley requesting a block party in the 100 block of South 21st 42 Street. Valeta Ramsey was in the audience to speak for the residents. Jarvis said a letter from the 43 Traffic Safety Division noted concern about the busy thoroughfare and recommended that it not be 44 closed. Ramsey stated that the neighbors are also concerned about the heavy traffic. She said she 45 surveyed the neighborhood and residents were in unanimous agreement to hold a block party. She 46 also made a list of the residents who have children. She said several activities are planned in different 47 yards which would require the children to cross the streets many times during the afternoon. She said 48 there are 24 families represented and there are 30 children under the age of 15. Residents are asking 49 that the street be blocked from 3 to 7 p.m.Saturday,September 11.She said they have not had a block 50 party since the 1960s and the reason for their request is because the community has been trying to 51 encourage them. 52 53 Jarvis asked what materials would be needed to block off the street. Ramsey answered that sawhorses 54 from the Street Division have been used in the past and asked if that would be permissible this time. 55 She said South 22nd Street is much busier than South 21st, noting that she seldom sees emergency 56 vehicles on South 21st Street. Jarvis asked if perhaps a Sunday afternoon would be better than 57 Saturday, stating that perhaps traffic wouldn't be so heavy. However, Ramsey said Saturday was the 58 preferred choice, noting that there are a lot of Christian people in the block who attend church in both 59 the morning and evening on Sunday. Jarvis said the Board encouraged block parties but one of the 60 major concerns of the Police and Fire Departments is any type of permanent or semi-permanent barrier 61 that would not allow emergency vehicles to enter the area. He said they have recommended in the past 62 that Rosie Rollers be placed at the end of the streets and that is permissible. He said if the residents 63 wish to use the barricades from the Street Division they must arrange to pick them up, adding that if 64 that is the route they wish to go, someone in the neighborhood with a truck should be responsible for 65 picking up and returning the barricades. Board of Works Minutes Cont'd July 29 1993 Page 2 1 Captain Danny McClure of the Traffic Safety Division said he had no further comments on the subject, 2 adding that he would go along with anything the Board decided. Jarvis moved to approve the block 3 party using only a temporary barricade to allow emergency vehicles the right of way and added 4 arrangements for the use of the barricades could be made with the Street Division, second by Grimes 5 and the motion was carried on a unanimous voice vote. 6 7 B. Jarvis noted that a handicapped parking space request received from Loren Schube at 421 South 8 15th Street had been on hold from last week, because they were not able to contact Mr. Schube. That 9 contact has been made and based on the information from the Traffic.Safety Division last week,Jarvis 10 moved to renew the request,second by Grimes and the motion was carried on a unanimous voice voter 11 12 C. Jarvis read a change order for the renovation of the Street Division garage, noting that the office 13 portion is being redone rather than building a new building as planned. He noted that the order 14 contained six different iterms which included running conduit, welders, and roof repair,totaling $7,150. 15 Jarvis moved to approve the change order, second by Grimes and the motion was carried on a 16 unanimous voice vote.Jarvis also noted that the project was still within the money initially budgeted. 17 18 OTHER MATTERS 19 20 Chairperson Hibner read a letter from Fire Chief James Sticco, announcing the promotion of Mark Herold, a 21 seven-year member of the department,to fire department training officer. Chairperson Hibner moved to approve 22 the promotion,second by Jarvis and the motion was carried on a unanimous voice vote. 23 24 PUBLIC COMMENTS 25 26 As a matter of public information, Chairperson Hibner said the Board has become aware of several TCI power 27 outages a couple of weeks ago and has sent a letter to TCI asking for an explanation,as to why these occurred. 28 In addition, she said, the Board will be discussing other cable TV issues in a couple of weeks and these will 29 probably be on the agenda the first week in August. 30 31 32 ADJOURNMENT 33 34 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 35 voice vote,the meeting was adjourned. . • 36 37 38 39 40 41 42 43 Janet Hibner, Chairperson 44 45 46 47 48 49 50 ATTEST: 51 Norma Carnes, City Clerk 52 53 54 55 56 57 58 59 • 60 61 62 • 63 64 _ 65
