1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday,July 8, 1993,
2 in the Municipal Building in said City.Chairperson Janet Hibner presided with Earnest Jarvis and Dennis Grimes
3 in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF JULY 1.1993

7 The minutes of the the previous meeting were not completed in time to be approved and will be presented at the
8 July 15 meeting.

10 CLAIMS FOR PAYMENT

12 Claims were submitted by the City Controller's office for $100,633.42 which included$57,000 for group medical
13 insurance payments. Grimes moved to approve the claims, second by Jarvis and the motion was carried on a
14 unanimous voice vote.

16 INDRODUCTIONS

18 For the benefit of visitors in the audience, Chairperson Hibner asked Board members and City Clerk Norma
19 Carnes to describe their duties. Ed Corbin, coordinator of a local program based at Townsend Community
20 Center, connected with the Job Training Partnership Act was accompanied by nearly 30 students. Corbin
21 explained that the purpose of the program was to allow students to make money in a summer job and learn the
22 aspects of employment which included writing resumes,filling out applications and job shadowing. Three of the
23 students, Durand Edward Graves, Corey Beth Davidson and John Wright, talked about what they had learned
24 and commented that they were also having fun.Gene Spicer,director of Townsend Community Center,said this
25 is the seventh year that the Center has participated in the program.

29 A.Jarvis read a request by Ed Black for a four-way stop sign at the intersection of South West G Street
30 and College Avenue. He also read the recommendation made by the Traffic Safety Division after
111 31 reviewing the area, noting that Capt. Danny McClure said there was not a sufficient volume of traffic to
32 warrant a sign. Jarvis moved to deny the request, second by Grimes and the motion was carried by a
33 unanimous voice vote.

35 B. Major John Farmer appeared before the Board in his role as secretary of the Wayne County Fair
36 Board requesting approval of the parade route for antique tractors and vehicles at 6 p.m. Sunday,July
37 11, using Salisbury Road, Peacock Road, North West 18th Street and West Main Street. He said he
38 had received approval from the Wayne County Commissioners for the use of Salisbury Road.
39 Chairperson Hibner moved to approve, second by Jarvis and the motion was carried by a unanimous
40 voice vote.

42 C.Grimes read a request by Townsend Community Center for a walk-a-thon to be held from 5 to 7 p.m.
43 Saturday, August 21, 1993. He noted that the route would include North H and North J Streets and
44 North 10th and North 12th Streets. He said the event is being held as both a fundraiser and for the
45 purpose of getting neighbors and businesses together for fellowship. Spicer added his support of the
46 "Walk For Progress,"noting that Dawn Bevington is the chairman of the event.Grimes also stated that
47 the request had a second part which asked for closing of streets on that same date and that will be
48 passed on to the Traffic Safety Division which will return it to the Board after review. Grimes moved to
49 approve the first portion of the request for the route, second by Jarvis and the motion was carried on a
50 unanimous voice vote.

52 D. A request by Bernie Van Middlesworth at the Health Connection was read by Grimes. She asked
53 that"Caution Pedestrian"signs be placed near 50 Hayes Arboretum Road to ensure the safety of those
54 walking in that area. Noting that the Traffic Safety Division had no objections, Grimes moved to
55 approve the signage,second by Jarvis and the motion was carried by a unanimous voice vote.

57 E.A handicapped parking request read by Jarvis was made by Marilyn Helms at 217 North 20th Street.
58 He moved to approve the request,second by Grimes and the motion was carried by a unanimous voice
59 vote.

61 F.Chairperson Hibner reported that she had a petition for an additional street light to be placed on the
62 cul-de-sac on Park Terrace Drive. She noted that the petition had gone through the proper channels
63 and moved to approve,second by Grimes and the motion was carried by a unanimous voice vote.

7 A. Jarvis moved to accept a report for June 1993 submitted by the Richmond Police Department for
8 filing in the City Clerk's office, second by Grimes and the motion was carried by a unanimous voice
9 vote.

11 PUBLIC COMMENTS

13 In response to Chairperson Hibner's invitation for comments, Corbin asked for an explanation of how items are
14 placed on the agenda of the meetings of the Board of Works,which Chairperson Hibner explained.

18 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
19 voice vote,the meeting was adjourned.
