SUBJECT: DONATION TO THE TEMPLE CITY HIGH SCHOOL MARCHING
BAND AND PAGEANTRY CORPS FOR ITS PARTICIPATION IN THE
2015 TOURNAMENT OF ROSES PARADE
RECOMMENDATION:
The City Council is requested to adopt Resolution No. 14-4989 approving a $15,000
donation to the Temple City High School Marching Band and Pageantry Corps for its
participation in the 2015 Tournament of Roses Parade.
BACKGROUND:
1. On December 17, 2013, representatives of the Temple City High School Marching
Band and Pageantry Corps (Band) met with Administrative Services Director Hause
and Assistant to the City Manager/Economic Development Manager Haworth to
request funding for the Band's participation in the 2015 Tournament of Roses Parade
(2015 Parade). The meeting concluded a need for Band representatives to develop a
fund raising strategy and specific funding request for further City consideration.
2. On February 12, 2014, representatives of both parties convened to discuss the Band's
proposed fundraising strategy. The proposal presented a $125,000 fundraising goal to
send the Band to the 2015 Parade with new uniforms and instruments, as well as to
cover transportation and other logistical costs. Also identified was a list of planned
fundraising activities and potential donors, including a $15,000 donation request to the
City (Attachment "A").
3. On February 18, 2014, the City Council adopted mid-year adj ustments to the Fiscal
Year (FY) 2013-14 City Budget, which included a line item for the $15,000 donation.
Band representatives were subsequently informed of City staff's intent to take the

donation request for City Council action on April15, 2014; and were asked to prepare
an updated detail of fund raising efforts to date.
4. On March 7, 2014, Band representatives submitted the requested detail. Fundraising
efforts, as of that date, had yielded $75,000 in funding commitments or nearly 60% of
the fund raising goal (Attachment "B"). The balance of funds should be secured by the
end of this summer through two major fund raising events and sponsorships from the
local business community.
ANALYSIS:
The annual Tournament of Roses Parade in nearby Pasadena is known as America's
New Year celebration. It is one of the most notable and prominent parades in the world,
attracting more than one million spectators and seen internationally by tens of millions of
television viewers.
In addition to its signature flower-covered floats and equestrian displays, the 2015
Parade will feature 20 marching bands from across the United States as well as from
Denmark, Japan and Mexico. The Band was among 100 marching bands invited to apply
for the prestigious honor; and ultimately selected because of its musicianship, ability and
entertainment value.
The Band is required to fundraise for parade travel and accommodations, including
expenses to participate in a mandatory December performance. While a $25,000
fundraising goal could easily cover costs, the Band broadened its objective to $125,000
for the purchase of 265 new uniforms and the repair or replacement of numerous
instruments. The City's financial contribution would not only help the Band look and
sound its best at the 2015 Parade, but could assist with the replacement of 12 year old
uniforms and 30 year old instruments, all well past their normal life expectancy.
Of its $125,000 fundraising goal, the Band has already secured $75,000 in financial
commitments since January 2014. This amount is expected to exceed the fundraising
intent by the end of summer through the solicitation of business sponsorships and a
number of events, including an upcoming May 3 fundraising gala.
CONCLUSION:
City Council adoption of Resolution No. 14-4989 (Attachment "C") would assist the Band in
achieving its fundraising goals for participation in the 2015 Parade. The donation would
help provide an invaluable experience for Band members and their families who reside in
town; and provides a public purpose and positive notoriety of Temple City.

FISCAl IMPACT:
Approval of the recommended action will not have an impact on the FY 2013-14 City
Budget. Funds for this purpose were allocated as part of the mid-year budget
adjustments on February 18, 2014.

Dear Mr. Haworth:
Good day to you, Sir. I am writing you because I was copied in the
email that Mr. Peter Choi sent to you on November 1 91h. His e-mail was
informing you that Temple City High School Marching Band and
Pageantry Corp would be participating in the 2015 Tournament of Roses
Parade.
Our students and Band Boosters are working hard to raise $125,000 for
the 2015 parade. We will be marching about 265 Band and Pageantry
members and hope to have them outfitted in new uniforms. Additionally,
we will need to fix and/or replace some of our older instruments as well
as hire additional coaches to get us looking and sounding our best!
Our current band unifonns are 12 years old and a large percentage of
them are held together with safety pins. These uniforms are really at the
end of their life span. New uniforms are about $300 each, for a total cost
of$79,500. Crazy numbers, but the uniforms last about 10-12 years
which allows over 3000 students to benefit from the purchase. The
uniforms that we have selected are not extravagant. They are traditional,
conservative looking band uniforms.
The Band Department needs to purchase several instruments to repair
and/or replace some that are used by students who do not have their
own. The loaner instruments that are currently available are by no means
wmihy of a national or worldwide audience!
Our Band is in a great position to effectively market the city of Temple
City in the Rose Parade. Think of the number of viewers that watch the
Rose Parade locally, nationally, and worldwide. Paired with the latest
news that we are one of the safest cities in California (even safer than La
Canada and Arcadia), this is a great time to advertise our fine city.
On a regular basis, our Band and Drumline travel to many locations
throughout the San Gabriel Valley and Southern California. To each
destination we travel with our three equipment trailers. These trailers are
fairly good size and are seen by thousands of motorists as they are being
pulled down the highways. These trailers then sit in the parking lots at
the venues the band is participating in, and while in these parking lots,
thousands of people walk by them and check them out. We are willing to
put an ad or slogan to market Temple City on each of our trailers. These
ads will be seen by thousands of people each time the trailers are out and
about, and they are out and about a lot! Wouldn't our new "safest city"
statistic look good on them?
We are looking into Silk-screening our large back flags (that are carried
in the parades) with our City's flower~ the camellia. These flags would
be a great way to market Temple City. We also have a banner canied up
front of the band that says "Temple City" and we can possibly add a
Camellia on it.
We also can publically acknowledge the City and its support for its local
school at all the concerts, parades, field shows, drumline competitions
and each program booklet we advertise in.
These events literally equal hundreds ofthousands of people and would
occur in the local and regional markets. The national markets and
worldwide markets would just be the icing on the cake! According to
the information made available to me, the City donated $15,000 to the
Band for the 2004 Rose Parade. I do not think the City got as much
exposure then as what we are discussing now.
I understand all this needs to be negotiated and agreed upon. I am simply
writing to you now to break the ice, attempting to show you some ways
that the Band can be a very effective way for the City to promote itself
and hopefully start a dialog to move forward.
I have never approached the City for anything other than a few building
permits. And to be honest with you, I don't know how to conectly
contact the proper individuals to get this partnership going. So please
bear with me and my rookie approach!

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY, CALIFORNIA, DONATING $15,000 TO
THE TEMPLE CITY HIGH SCHOOL MARCHING BAND
AND PAGEANTRY CORP. FOR PARTICIPATION IN THE
2015 TOURNAMENT OF ROSES PARADE.
WHEREAS, the Tournament of Roses Parade in Pasadena, California is known
as America's New Year Celebration and is one of the most notable and prominent
parades in America, consistently having more than 1 million spectators line the parade
route, and is viewed by tens of millions of viewers on television internationally; and,
WHEREAS, selection for participation in the Parade is extremely competitive with
bands judged on musicianship, marching ability, uniqueness, entertainment value, and
ability to perform a field type show with marching; and,
WHEREAS, the Temple City High School Marching Band and Pageantry Corp.
has been selected to participate in the 2015 Tournament of Roses Parade, but must
raise its own funds to pay the costs associated with participation; and,
WHEREAS, the Temple City High School Marching Band and Pageantry Corp.
has requested that the City of Temple City support its effort to participate in the Parade
by donating $15,000 to be used toward covering the costs of uniforms, instruments,
transportation and logistics related to the Parade; and,
WHEREAS, participation of the Temple City High School Marching Band and
Pageantry Corp. in the Parade is a source of tremendous community pride, provides an
invaluable experience for band members and their families who reside in Temple City,
and generally contributes to the good welfare of the citizens of Temple City and positive
notoriety of the City ofTemple City.
NOW, THEREFORE, the City Council of the City of Temple City does hereby
resolve as follows:
SECTION 1. Finding. The City Council finds that a donation of $15,000 to the Temple
City High School Marching Band and Pageantry Corps. fulfills a public purpose and
provides the public benefits enumerated above.
SECTION 2. Donation. The City Council hereby approves and does donate the sum of
$15,000 to the Temple City High School Band Boosters, on behalf of the Temple City
High School Marching Band and Pageantry Corp. for the express purpose of paying its
costs of participating in the 2015 Tournament of Roses Parade in Pasadena, California,
including but not limited to, paying for the cost of uniforms, instruments, transportation,
and logistics support related to the Parade.
