INDIANA.JUNE 19, 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday,June 10, 1993, 2 in the Municipal Building in said City. In the absence of Chairperson Janet Hibner, Vice Chairperson Earnest 3 Jarvis presided with Dennis Grimes in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JUNE 3.1993 6 7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried by a 8 unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by City Controller Dennis Grimes totaled $225,522.10 and $95,730.60 most of which was for 13 supplies and contractual services. Also $107,140 which included $79,000 for group health insurance claims. 14 Grimes moved to approve,second by Jarvis and carried by a unanimous voice vote. 15 16 REQUESTS 17 18 A. Jarvis read a request by Richmond Building Trades to join in the 7th Annual Dollars Against 19 Diabetes campaign sponsored by the Building & Construction Trades Department of the National 20 AFL-CIO from 10 a.m.to 4 p.m. Saturday,June 19, at seven different locations. This is the fourth year 21 for the City to be involved, raising more than$4,000 last year.Jarvis also read a proclamation by Mayor 22 Roger Cornett declaring June 19 "Dollars Against Diabetes Day" in the City. After investigating the 23 request, the Traffic Safety Division recommended the group obtain permission from businesses near 24 the suggested areas and solicit from those private parking lots rather than interfering with vehicular 25 traffic. Jarvis moved to approve the request based upon the recommendations that the solicitations 26 take place on private property,second by Grimes and carried by a unanimous voice vote. 27 28 B. A request by Councilmember Sally Hutton to close the 300 block of South West 4th Street for a 29 block party Friday, June 24, 1993, was read by Grimes. The original request was for the hours of 6 to 30 10 p.m. However, the Traffic Safety Division recommended that the barricades be removed before 31 dusk. Grimes moved to approve the closing from 5 p.m. until dusk and that the barricades to be used 32 be picked up at the Street Division,second by Jarvis and carried by a unanimous voice vote. 33 34 CONTRACTS 35 36 A. Noting that the advertisement had appeared in the newspaper asking for bids on the installation of 37 exhaust systems in the fire houses of the Richmond Fire Department, Grimes said two bids had been 38 received. Exhaustomatic Inc. of Indianapolis placed a bid of $63,050 for Option I and $72,227 for 39 Option II.The bid placed by Russell &Geier Contracting Inc.was $51,369 for Option I and $58,272 for 40 Option II. Grimes moved the bids be taken under advisement to give Purchasing Manager Vickie 41 Stevens and Fire Chief Jim Sticco and Assistant Fire Chief Joe Pierce an opportunity to review the 42 bids,second by Jarvis and carried by a unanimous voice vote. 43 44 B.Jarvis read an agreement for funding of the Economic Development Corporation of Wayne County, 45 Indiana,to implement Ordinance No. 29 - 1993, which abolished the Department of Economic Growth 46 and Development and the Economic Growth and Development Board. Jarvis moved that the 47 agreement be approved,second by Grimes and carried by a unanimous voice vote. 48 49 OTHER MATTERS 50 51 A. Fire Chief Jim Sticco announced his recommendation for the promotion of Kevin Harrell to the rank 52 of Lieutenant. Harrell joined the department in 1980 and has worked his way up through the ranks, 53 completing all requirements. Sticco asked that he be approved and placed on a six-month probationary 54 period. 55 56 B.The regular June 17 Board of Works meeting has been rescheduled for Friday,June 18. 57 58 ADJOURNMENT 59 60 There being no further business, on a motion duly made by Jarvis, seconded by Grimes and carried by a 61 unanimous voice vote,the meeting was adjourned. 62 63 64 65 Janet Hibner,Chairperson ATTEST: Norma Carnes, Clerk
