JUNE 3. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, continued its meeting at 11:30 a.m. 2 Thursday,June 3,1993 in said City. The following business was continued: 3 4 CONTRACTS 5 6 Bids which were opened and read during the regular 9 a.m. meeting then turned over to the Street Division 7 Manager Bill Smith, City Engineer Bob Wiwi and Purchasing Manager Vickie Stevens,were brought back to the 8 Board. 9 10 Making the first recommendation for the bid award for street paving Phase I project after reviewing the bids with 11 Wiwi and Stevens was Bill Smith. He recommended that Contractors United Inc. be awarded the contract. 12 Smith said that although Barrett Paving was the low bidder on the tack coat they were the high bidder for the No. 13 12 surface and No. 11 binder. 14 15 Bid recommendation for the parking lot overlay at Color Box on South 6th Street was that the contract be 16 awarded to Contractors United Inc. for its bid of $25,263.05. Wiwi noted they were the lowest and most 17 responsive bidder and that work will begin June 16.Barrett Paving's bid was for$29,801. 18 19 Jarvis made the motion to approve,second by Grimes and carried by a unanimous voice vote. 20 21 EXECUTION OF THE LEASE 22 23 Mayor Roger Cornett made introductions of those from the City of Richmond attending the formal ceremony of 24 the signing of the lease with Carpenter Manufacturing Inc. They were Orville Allen, president of the former 25 Economic Growth and Develpment Board; Jim Kinnett, director of Economic Development; Mark Gasche, 26 superintendent of Parks and Recreation; Chief of Police Dennis Rice; Byron Klute, representing Congressman 27 Phil Sharp's office; Etta Lundy, president of Common Council; Gene Allen and Don McBride, Councilmembers; 28 Assistant Fire Chief Joe Pierce;and City Attorney Thomas Milligan. 29 30 He then introduced Dr. Buert SerVaas, president of SerVaas Inc., who expressed his appreciation to the 31 Councilmembers. He said having served on the Indianapolis Council for 30 years he had some idea of what their 32 service is like and he appreciated the cooperation between the Mayor and the Council in this effort. He also. 33 recognized the department heads and noted his longtime acquaintance with Milligan, saying he knew he had 34 one friend in Richmond and now he has many. 35 36 Dr. SerVaas said Carpenter Manufacturing Inc. wants to be a very good industrial citizen. He added that they 37 have tried to do that in all the areas where they have operations. He recalled an opening of a plant in a town in 38 southern Indiana which had 20,000 people and one doctor. He said he felt they needed a hospital there but 39 when he made a comment to that effect he was told there were no federal funds available to do that. Dr. 40 SerVaas said through the efforts of interested people in the community a 50-bed hospital with two operating 41 rooms was built and six doctors practice there. He said it shows that big projects as well as small ones can be 42 accomplished by the dedication of people. Although the federal government is important, he said, the local 43 government gets things done and that is what is happening here in Richmond. 44 45 Dr. SerVaas said he hasn't been in the bus manufacturing business long and that Carpenter Manufacturing Inc. 46 is a young company, noting that the new generation has taken over. He added that Richmond was once a 47 competitior when Wayne Corporation was up and running and now it will be the other arm of his company. He 48 said he looks forward to being a part of the mosaic of this community, noting that the former Wayne Corp. 49 building is a large one but it is his hope to fill it up. He said he was trained as a medical scientist but he likes 50 manufacturing, making things, creating something, no matter what, adding that it makes a person feel closer to 51 his creator. He introduced Clarence Ornsby, executive vice president of SerVaas Inc. 52 53 Upon introducing Tim Durham, Dr. SerVaas explained that Durham is an attorney, native of Seymour, his 54 son-in-law and C.E.O. of Carpenter Manufacturing Co. Durham introduced Mark Kennedy of Tulsa, Okla. where 55 he runs a chassis production for Carpenter. A native of Caruthersville, Ind., Kennedy has agreed to oversee 56 operations here in Richmond. Durham also introduced Terry Whitesell, a Richmondite who joined Carpenter a 57 year ago and a former Wayne Corp. executive. He said Whitesell has been a big advocate of the move to 58 Richmond,adding that the local plant fits well into the plans for Carpenter's future. 59 60 Mayor Cornett introduced the Board of Works members and the City Clerk. Durham, SerVaas and Cornett took 61 their places around the table and the signing took place. 62 63 ADJOURNMENT 64 65 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned.
