MAY 27. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, May 27, 1993, 2 in the Municipal Building in said City.Chairperson Janet Hibner presided with Earnest Jarvis and Dennis Grimes 3 in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MAY 20.1993 6 7 The minutes of the May 20, 1993, meeting were approved on a motion by Jarvis, second by Grimes and carried 8 by a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims were submitted by the City Controller's office for$213,969 which included $50,553 for state and county 13 income taxes.Grimes moved to approve,second by Jarvis and carried by a unanimous voice vote. 14 15 PROCLAMATION BY THE MAYOR 16 17 Mayor Roger Cornett read a proclamation noting that Richmond has been selected again as the regional site of 18 the White River Park State Games. He proclaimed the weekend of June 25-27 as regional weekend in the City. 19 Chairperson Hibner added her wish for success to those in charge of the event which focuses on the physical 20 fitness of all citizens. 21 22 REQUESTS 23 24 A. Grimes read a request from the Rose Festival Committee for the closure of 4th Street from Main 25 Street to South A street from 11 a.m. to 1 p.m. Saturday, June 19, for water ball. The chairmen are 26 Mike Parker and Tim Brown.Traffic Safety Division reviewed the request and had no objections. Parker 27 addressed the Board explaining the activity involved with water ball. He said plans are to bring the 28 request before the Wayne County Commissioners next week since the parking lot is needed. Grimes 29 moved to approve the request,second by Jarvis and carried by a unanimous voice vote. 30 31 32 B. A request by George Gehrig of 26 North West 18th Street for the installation of four-way stop signs in the alley behind his residence was read by Jarvis who said the Traffic Safety Division investigated 33 the area and found no problem there. The yield signs placed there last year seem to be sufficient 34 according to the review. Chairperson Hibner commented that the privacy fence at the rear of 1805 35 North West A Street which Gehrig said hinders visibility is in compliance with the City's building codes. 36 Jarvis moved to make no change in the markings in the alley, second by Grimes and carried by a 37 unanimous voice vote. 38 39 C. Chairperson Hibner noted the receipt of a recommendation from the Street Light Commission of the 40 Richmond Power & Light Board of Directors for the removal of two street lights on the north side of 41 Dana Parkway. Chairperson Hibner moved to approve the removal, second by Jarvis and carried by a 42 unanimous voice vote. 43 44 D. Grimes read a request by Keith Coyle at 320 South 7th Street for the installation of a stop sign at 45 South 7th and C Streets. After review of the area the Traffic Safety Division recommended that the 46 small amount of traffic does not warrant a stop sign on South 7th Street. Based upon the 47 recommendation of the Traffic Safety Division, Grimes moved to deny the request, second by Jarvis 48 and carried by a unanimous voice vote. 49 50 E. A request by Doris Franklin of 1437 Middleboro Pike for a third handicapped parking space at 9th 51 and Promenade was denied through a motion by Grimes,second by Jarvis and carried by a unanimous 52 voice vote.The Traffic Safety Division investigated the request and found that both of the handicapped 53 parking spaces are seldom filled at the same time. 54 55 F. Jarvis read a request for the renewal of a handicapped parking space for Carl Burkhardt at 402 56 South 7th Street and moved to approve,second by Grimes and carried by a unanimous voice vote. 57 58 NOISE PERMITS 59 60 A.Jarvis moved to approve a request for a noise permit for a show to be given at Earlham College by 61 Weeping Willows, a blues based band from Cincinnati,Ohio, from 7 to 10 p.m. Friday,July 2, second 62 by Grimes and carried by a unanimous voice vote. 63 64 B. A second request for the Lesbian, Bisexual, Gay People's Union at Earlham College was read by 65 Jarvis seeking the Board's approval of a noise permit for a DJ at a dance from 10 p.m. to midnight Monday, June 7. Jarvis said he would move to approve the request but for an earlier time such as 8 to 10 p.m. or 7 to 9 p.m. and allow the group to choose, second by Grimes and carried by a unanimous voice vote. Board of Works Minutes Cont'd May 27, 1993 Page 2 • 1 CONTRACTS 2 3 Chairperson Hibner reported that an appraisal made by Matt Nepote in the amount of $2.6 million for the old 4 Wayne Corporation property had been received along with his bill for $4,500. She said the other appraisal is 5 expected later in the day. She moved to accept the Nepote appraisal and approve thebill to be processed for 6 payment,second by Jarvis and carried by a unanimous voice vote. 7 8 OTHER MATTERS 9 10 Chairperson Hibner announced that at the June 3 meeting of the Board it is anticipated that an agreement for the 11 Wayne Corporation will come before the board at 9 a.m. She added that the usual business will be conducted at 12 that meeting but because some of the people who are involved in the purchase of the building cannot be here 13 until 11:30 a.m. the Board will recess and reconvene at that time for the formal signing of the agreement. She 14 added that the meeting scheduled for Thursday, June 17, had to be rescheduled for Friday, June 18. She 15 directed the City Clerk to post a notice announcing those changes. 16 17 Sgt.Janice Passmore of the Traffic Safety Division told Board members that sobriety checkpoints will be set up 18 this Memorial weekend. She said specific locations and times will not be announced and added that she hoped 19 these things would be a deterrent to those who would be tempted to drink and drive. 20 21 Chairperson Hibner announced that the flags at the Municipal Building and the Wayne County buildings will be 22 flown at half mast for Ken Mills,former Common Council member and current County Council member,who died 23 Wednesday, May 26. 24 25 Jarvis announced that sometime during the night Wednesday vandals had destroyed the centerpiece in the 26 Freedom Fountain on the lawn of the Municipal Building. He added that a great deal of time and effort had been 27 spent last year to bring the fountain to the state it was in yesterday with the one large centerpiece and the two 28 side pieces. He requested that anyone who might have any knowledge of those responsible for the damage 29 report it to the Richmond Police Department. He said $500 had been set aside in the 1993 budget for 30 maintenance of the fountain but this type of thing certainly was not anticipated.
