CITY OF RICHMOND. INDIANA. MAY 13. 1993
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, May 13, 1993,
2 in the Municipal Building in said City. Chairperson Janet Hibner presided with Earnest Jarvis in attendance.
3 Absent was Dennis Grimes. The following business was had to-wit:

5 APPROVAL OF MINUTES OFAPRIL 29 AND MAY 6.1993

7 The minutes of the April 29, 1993 and May 6, 1993 meetings were approved on a motion by Jarvis, the Chair
8 recognizing its own second and the motion was carried by a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office were for $146,847.32, plus $3,604.87 which was a transfer of
13 money from Star Bank to Peoples. Chairperson Hibner moved to approve the claims, second by Jarvis and
14 carried by a unanimous voice vote.

16 REQUESTS

18 A. Chairperson Hibner read a request by Robert Werner for a No Parking sign to be placed on the
19 south side of the overhead railroad underpass near Commons Lumber Co. The Traffic Safety Division,
20 after investigating the area, made the recommendation to repaint the curb and install the requested
21 sign.Chairperson Hibner so moved,second by Jarvis and carried by a unanimous voice vote.

23 B. Seven handicapped parking renewal requests were read by Jarvis. These were made by Thomas
24 Johnson at 407 South 6th Street, Gilbert Woolworth at 425 South 7th Street, Myrtle Sparks Burton at
25 2309 Glen Court, Georgia Peacock at 1339 Harris Street, Martha L. Smith at 512 South 8th Street,
26 Jerry T. Spalding Sr. at 426 Lincoln Street and Bernice J. Spicer at 409 North 18th Street. All were
27 approved on a motion by Jarvis,second by Chairperson Hibner and carried by a unanimous voice vote.

29 C. Jarvis read a letter from the Reverend Jim Miller at First Christian Church, 100 South 10th Street,
30 asking that a traffic study be done at South 10th Street and Park Place. Captain Danny McClure of the
31 Traffic Safety Division, as a result of the study done by his department, recommended that Park Place
32 which is only one-half a block long be made a one way only street. Chairperson Hibner noted her
33 concern as to whether or not the Board had the authority to take such action, adding that she wasn't
34 sure it could be changed without an ordinance.Jarvis made a motion to approve making the 900 block
35 of Park Place one way or get an ordinance if required,second by Chairperson Hibner, and carried by a
36 unanimous voice vote.

38 D.A request for a noise permit made by Earlham College for a Memorial Day Concert from 6 to 10 p.m.
39 was read by Chairperson Hibner. Jarvis moved to approve,second by Chairperson Hibner and carried
40 by a unanimous voice vote.

42 E.A second request for a noise permit made by Ruth Corradi at 330 College Avenue from 6 to 10 p.m.
43 Friday, May 14, 1993, was read by Chairperson Hibner who explained that a concert would be held in
44 the back yard of the home and neighbors in the area were to be contacted. Chairperson Hibner moved
45 to approve the request based on the fact the neighbors were notified,second by Jarvis and carried by a
46 unanimous voice vote.

48 OTHER MATTERS

50 A. Christopher Sticco was presented to the Board by Assistant Fire Chief Joe Pierce who
51 recommended him for approval as a probationary firefighter with the Richmond Fire Department.Jarvis
52 moved to approve,second by Chairperson Hibner and carried by a unanimous voice vote.Chairperson
53 Hibner officiated at the swearing in ceremony.

55 B. Chairperson Hibner presented the April report of the Fire Prevention Activities into the files as a
56 matter of record,second by Jarvis and carried by a unanimous voice vote.

60 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
61 voice vote,the meeting was adjourned.
