MAY 6. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, May 6, 1993, 2 in the Municipal Building in said City.Chairperson Janet Hibner presided with Earnest Jarvis and Dennis Grimes 3 in attendance.The,following business was had to-wit: 4 5 APPROVAL OF MINUTES OF APRIL 29.1993 6 7 The minutes of the April 29, 1993 meeting were not available for approval. 8 9 CLAIMS FOR PAYMENT 10 11 Claims submitted by the City Controller's office were for $137,850.81 which included $35,444.40 payable to 12 Bloomington Ford for three of the 11 new police cruisers ordered and $55,531.17 for the insurance fund as well 13 as $14,000 for payment of health insurance claims; also $690,824.31 mainly for payroll, payroll taxes, 14 contractual services and supplies. Grimes moved to approve the claims, second by Jarvis and the motion was 15 carried by a unanimous voice vote. 16 17 REQUESTS 18 19 A.The handicapped parking requests by Virgil O'Donnell at 414 South 11th Street and Tami L.Williams 20 at 430 Pearl Street were approved through a motion by Jarvis, second by Grimes and carried by a _ 21 unanimous voice vote. 22 23 B. Grimes read a request by Richard Swartwood, recreation coordinator for the Richmond Parks 24 Department, for street closings around 10th Street Park for "Pig Out 1993" from 11 a.m. to 8 p.m. • 25 Friday, May 28, and Saturday, May 29. The Traffic Safety Division had no objections to the request. 26 Swartwood said resident passes will be issued to those living between South A and C Streets. He 27 added that this request is the same as it has been for the past two years. He said barricades will be 28 placed to allow access to emergency vehicles.Grimes said the request included approval for hanging a 29 banner on the east side of the railroad bridge by Swayne-Robinson Co., adding that the Board had no 30 authority over that area. Swartwood said he had contacted the State Transportation Office for its 31 approval. Grimes moved to approve the request for street closings, second by Jarvis and carried by a 32 unanimous voice vote. 33 34 C. Several requests for street closings and special use of areas were made by the Richmond Area 35 Rose Festival for the Richmond Celebration '93 scheduled to begin June 12 and run through June 20. 36 The first item was for the route outlined for the Moonlight Parade which will be on East Main Street from 37 22nd Street to South 10th Street.A letter from the Traffic Safety Division indicated no objections, noting 38 that 23 officers will be needed to control the traffic and barricades will be needed in several areas. 39 40 Appearing on behalf of the Richmond Area Rose Festival were Dan Cappa, president of the Rose 41 Festival Board, and Jo Makela, director. Cappa said the Moonlight Parade will include the Masonic 42 float, a very large one that is usually in the 500 Mile Parade in Indianapolis. Jarvis moved to approve 43 the route for the parade,second by Grimes and the motion was carried by a unanimous voice vote. 44 45 A request was made for the closing of specific streets and service alleys to make space for amusement 46 rides in the area of North and South 10th Streets.After Cappa assured the Board that a$150 damage 47 deposit was required from each unit using the Promenade and the City parking lots, the restrictions 48 made by the Traffic Safety Division would be adhered to and approval would be needed by the City 49 Clerk's office since it has to obtain other areas for its monthly parking pass customers,Jarvis moved to 50 approve the request, second by Grimes and carried by a unanimous voice vote. A certificate of 51 insurance was requested from Poor Jack's Amusements to cover any damage caused at the North 10th 52 Street parking lot. 53 54 The closing of streets, service alleys and the use of cut-ins on the Promenade from noon to 8 p.m. 55 June 16-20,for vendors,was covered in the request read by Jarvis.The Traffic Safety Division had no 56 objections other than using the cut-ins on the Promenade. Jarvis moved to approve the request with 57 the exception of the cut-ins,second by Grimes and carried by a unanimous voice vote. 58 59 60 Another request on the list was for the closure June 18-20 of the service drive between South 5th and South 6th Streets for the Sand Volleyball Tournament. Cappa said arrangements had been made with 61 Sonehenge Concrete and Gravel Co. to donate the sand, Potter Excavating to deliver it and the 62 Indiana-American Water Co.to pick it up. However, he added,that the Richmond Park Department had 63 indicated it could use the sand. Jarvis, director of Public Works, said he would talk with Mark Gasche 64 about that.Jarvis moved to approve,second by Grimes and carried by a unanimous voice vote. 65 Board of Works Minutes Cont'd May 6, 1993 Page 2 • 1 Jarvis moved to approve sound ordinances for the concerts in the park June 17-20, second by Grimes 2 and carried by a unanimous voice vote. 3 4 Approval of the route requested for the 5 Mile Run scheduled to start at 8 a.m.June 19 from the Cordell 5 Pool parking lot was given through a motion by Jarvis, second by Grimes and carried by a unanimous 6 voice vote. 7 8 Proof of insurance was requested from the Rose Festival Committee. 9 10 NOISE PERMITS 11 12 A. Chairperson Hibner read the request by Earlham College for its annual event called Sunsplash from 13 1 to 6 p.m. May 15, 1993. She moved for approval,second by Jarvis and carried by a unanimous voice 14 vote. 15 16 B. The request for a Memorial Day concert to be held from 6 to 11 p.m. May 31 was taken under 17 advisement upon the recommendation of Police Chief Dennis Rice who said further information was 18 needed. 19 20 CONTRACTS 21 22 Prior to the presentation of bids for the rehabilitation of sidewalks and curbs on South 6th Street from South E to 23 South G Streets, Jarvis reminded his fellow Board members and the audience that the work in that area was a 24 result of complaints received last year by residents. He noted that the trees had been removed last fall making 25 way for the replacement of the sidewalks and curbs. Bids received by Oberle_&Associates and Skyline Homes 26 were opened by-Grimes,checked by Chairperson Hibner and read by Jarvis. 27 28 The bid by Skyline Homes was$34,875.for sidewalk construction, $400 for the transporting of bricks, $2,025 for 29 alternate projects new sidewalk, $5,850 for new integral, $6,032 curb replacement and $600 for the Star brick 30 details on the corners. The bid by Oberle & Associates was $36,425 for sidewalk reconstruction, $1,000 for 31 transportation of bricks, $2,880 for new sidewalk, $2,905 for new curbing and $1,140-for the Star brick details. 32 Jarvis moved to take the bids under advisement,second by Grimes and carried by a unanimous voice vote. 33 34 OTHER MATTERS 35 36 Chief Rice presented a detailed report on offenses during April, drawing attention to the breakdown on the 37 number of adults and juveile arrests. In answer to a question by Jarvis, Chief Rice said the figures are about the 38 same as they were for April 1992 and close to what his department expects this time of year. 39 40 A leaflet with the dates and times of the D.A.R.E. (Drug Abuse Resistance Education) day camp at Dennis 41 Middle School was distributed to the Board by Chief Rice who gave some details about the camp and the 42 program in general. He said the program is self sufficient and is funded by profits from programs such as the 43 recent Sertoma Club-sponsored COPRZ as well as individual donations. 44 45 Councilmember Gene Allen asked if any decisions had been made on the issues brought before the Board by 46 the Telecommunications Council concerning TCI.
