INDIANA, APRIL 8. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 April 8, 1993 in said City. Chairperson Janet Hibner presided with Earnest Jarvis and Dennis Grimes in 3 attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF APRIL 1.1993 6 7 The minutes of the previous meeting were approved on a motion by Jarvis,second by Grimes and carried by a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office were in the amount of $1,018,587.42 which included 13 $175,412.66 for the Indiana Police and fire pension in the P.E.R.F. pension plan plus claims for payroll, payroll 14 taxes,supplies and contractual services.Grimes moved to approve the claims,second by Jarvis and the motion 15 was carried by a unanimous voice vote. 16 17 REQUESTS 18 19 A. Handicapped parking requests made by Robert Allen at 413 North 18th Street, Kenneth Cuneo at 20 309 North 18th Street and Joyce Acton at 121 South 4th Street were approved on a motion by Jarvis, 21 second by Grimes and carried by a unanimous voice vote. A request for an additional handicapped 22 employee space on the west side of the Wayne County Courthouse for Carol Sharp, bringing the total 23 of those parking spaces to five,was approved on a motion by Jarvis, second by Grimes and carried by 24 a unanimous voice vote. 25 26 B.Grimes read a request by the Norwood Townsend Neighborhood Council to close North 12th Street 27 between North H and North I Streets for a Block Party Saturday,April 17, 1993, for the kick-off for the 28 opening of the neighborhood center. The Traffic Safety Division recommended using the Townsend 29 Center parking lot or block off North 13th Street between North H and North I Streets. Captain Danny 30 McClure said he did not recommend closing North 12th Street because it is so heavily traveled.111 31 32 Dan Dooley of the Urban Enterprise Association said the 30-member Council, formed through a grant 33 from a Lilly Endowment, is also planning a neighborhood clean up day May 1. He said the group is 34 trying to establish an identity separate fromTownsend Center and holding the party on North 12th 35 Street was aimed at making people more aware of the Council.A Council member, Mary Farris, spoke 36 in favor of the location. Gene Spicer, director of Townsend Center, spoke against using North 13th 37 Street saying hanging out at that location was being discouraged. Another location suggested was the 38 block between North 11th and North 12th on I Street. Farris and Dooley agreed to take the 39 recommendation back to the Council. Chairperson Hibner said the Board would defer its decision. 40 41 C.Jarvis read a letter from Spicer asking for approval of a Teddy Bear Parade to celebrate the Month 42 of the Child, starting at noon Saturday, April 24, 1993, at 16th and Main Streets and proceeding down 43 through the Promenade to 6th Street. However, after a report from the Traffic Safety Division revealing 44 the need for overtime hours, Spicer changed the route. It will begin at the City Building and end in the 45 amphitheater on the Promenade followed by a Teddy Bear picnic sponsored by the Downtown 46 Merchants. After Captain McClure said the altered route was acceptable,Jarvis moved to approve the 47 route to make it possible for an estimated 500-plus preschool and day care children ages 2 through 6 48 to participate,second by Grimes and carried by a unanimous voice vote. 49 50 D. A request made by the Black Scholarship and Honors Committee for permission to hold a 51 Walk-a-thon April 17, 1993, to raise funds for continuing education scholarships for high school 52 graduates was approved by the Board through a motion by Jarvis, second by Grimes and carried by a 53 unanimous voice vote. 54 55 E. A request by the Neighborhood Preservation Services to close South 4th Street from South a to 56 South E Street on October 2 and October 3, 1993, for the annual Arts and Crafts Fair was approved 57 through a motion by Jarvis,second by Grimes and carried by a unanimous voice vote. 58 59 ADJOURNMENT 60 61 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 62 63 64 65 Janet Hibner,Chairperson ATTEST: Norma Carnes, City Clerk
