APRIL 1. 1993
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday,
2 April 1, 1993, in said City. Janet Hibner presided with Earnest Jarvis and Dennis Grimes in attendance. The
3 following business was had to-wit:

5 APPROVAL OF MINUTES OF MARCH 25.1993

7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried on a
8 unanimous voice vote.

10 APPROVAL OF CLAIMS FOR PAYMENT

12 A claim was submitted by the City Controller Dennis Grimes for payment of$57,615 which included $33,000 for
13 health insurance claims.Grimes moved to approve,second by Jarvis and carried by a unanimous voice vote.

17 A. A request for a handicapped parking space for Joan Barth at 229 South 7th Street was read by
18 Jarvis who also read a recommendation by the Traffic Safety Division which stated that the residence
19 does not meet the ordinance guidelines because it has a three-car garage at the rear, the entrance is
20 clear and the alley is well maintained. Barth appeared before the Board saying she does not always
21 drive and would like the space so it can be used by people when they pick her and her
22 wheelchair-bound niece up in front of her residence. Since 7th Street is a one-way street, double
23 parking for that short period of time of loading and unloading would not pose a problem according to
24 Captain Danny McClure of the Traffic Safety Division. Jarvis moved to deny the request, second by
25 Grimes and the motion was carried by a unanimous voice vote.

27 B. Grimes read a request made by Jackie Armstead for the black scholarship and honors committee
28 who will be sponsoring a walk-a-thon starting at noon on April 17 to raise funds for continuing education
29 scholarships for high school students. The walk will begin at South 10th Street Park,to South 7th and
30 South A, to South 18th to North E to North 20th to Main to Glen Miller Park, to North 34th Street, to
31 South 23rd to Reeveston,to South B and back to South 10th Street Park. Grimes referred the request

33 to the Traffic Safety Division for review,second by Jarvis and carried by a unanimous voice vote.
34 C. A request from Gertrude Ward, of the Neighborhood Preservation Services, was read by Grimes.
35 Ward, who is chairman of the Fourth Street Fair Committee, asked for the closing of 4th Street from
36 South A to South E Streets during the 13th Fourth Street Fair scheduled to be held Oct. 2 and Oct. 3,
37 with rain dates of Oct. 9 and Oct. 10. Ward appeared before the Board asking for barricades to be
38 provided by the Street Division and explaining how the event will be handled.The request was referred
39 to the Traffic Safety Division for review through a motion by Grimes,second by Jarvis and carried by a
40 unanimous voice vote.The Board will act upon the request at its next meeting.

42 D.A letter written by Georgiana B. Carter was read by Jarvis. She requested"Children At Play"signs
43 be posted at Dorothy Lane, South 32nd Street, Audree Lane, Alice Lane, Geraldine Lane and South
44 33rd Street. He also read a letter from Captain Danny McClure of the Traffic Safety Division who had
45 checked out the area but found no vehicles going at excess speed, noting that he felt signs would be
46 unnecessary. He suggested that perhaps it might help if the news media would run some spots to
47 remind motorists to watch out for the children in all the neighborhoods because of the warmer weather.
48 Jarvis moved to approve the installation of Children At Play signs at the two entrances off Henley and
49 Backmeyer Roads,second by Grimes and carried by a unanimous voice vote.

53 Chairperson Hibner read a letter from City Engineer Robert Wiwi concerning the bids for the renovation of the
54 office area in the street division building at 700 Richmond Avenue which were received at the March 25 meeting
55 of the Board. Wiwi recommended acceptance of the bid from Russell & Geier Inc. for $90,385 which was the
56 lowest responsive bid. The other bid received was for $98,000 from Oberle & Associates. Grimes said
57 conditional approval could be given with the stipulation that the money would be approved by the State Tax
58 Board because the City has to request an additional appropriation to use the Cumulative.Capital Development
59 Fund. He added that April 30 would be when that would be given. Chairperson Hibner moved approval, second
60 by Jarvis and carried by a unanimous voice vote.

62 OTHER MATTERS

64 A. A letter from Chief James Sticco was read by Chairperson Hibner recommending the promotion of
65 Larry Rantanen, effective March 24, to the rank of lieutenant in the Richmond Fire Department.
Chairperson Hibner moved to approve, second by Grimes and the motion was carried by a unanimous
voice vote.

1 B. Chairperson Hibner explained that the Board had been asked to act again on the Southeast Area
2 Annexation Fiscal Plan because of additional amendments.. She noted the-major changes involved
3 various utilities and how those services will be provided to the proposed annexation area.She moved to
4 approve the revised plan,second by Grimes and the motion was carried by a unanimous voice vote.

6 PUBLIC COMMENTS

8 Captain Danny McClure informed the Board that the traffic signal at Toschlog Road and National Road West had
9 been put in place and should be in operation at the end of the week or first of next week. He also said that a sign
10 will be placed at the entrance to County Market and Pizza Hut directing No Left Turn from 3 to 6 p.m.which will
11 encourage drivers to use the traffic signal.
