MARCH 25. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, March 25, 2 1993, in the Municipal Building in said City.Chairperson Janet Hibner presided with Dennis Grimes and Earnest 3 Jarvis in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MARCH 18,1993 6 7 Jarvis moved to approve the minutes as submitted,second by Grimes and carried by a unanimous voice vote. 8 - 9 CLAIMS FOR PAYMENT 10 11 Claims were submitted by the City Controller's office for $157,468.38 which included $155,000 for health 12 insurance claims; also, $29,493.10 for supplies and contractual services; and $873,490.95, most of which was 13 for payroll and payroll taxes, which also included $77,426.45 paid to Richmond Power & Light for the City 14 electric service. Grimes moved to approve the claims, second by Jarvis and the motion was carried by a 15 unanimous voice vote. 16 17 REQUESTS 18 19 A. Grimes read a request made by Richmond Power& Light for the closing of seven parallel parking 20 spaces on the east side of the northbound lane of Hub Etchison Parkway for a period of two weeks, 21 from March 29 through April 12, 1993, to install new RP & L equipment. Noting that the Traffic Safety 22 Division had no objection to the request, Grimes moved to approve, second by Jarvis and the motion 23 carried by a unanimous voice vote. 24 25 B.A request by Richard Swartwood, recreation coordinator for the Department of Parks& Recreation, 26 was read by Jarvis asking for the temporary closing of the 1500 Block of North D Street from 1 to 3 27 p.m. April 4, 1993, to conduct an Easter egg hunt. Swartwood explained that the one big hunt which 28 has taken place every year in past years will be replaced with three separate ones at different sites. 29 This particular site will be for three year olds,with the remaining two for children ages five and six, and 30 six and seven year olds.Jarvis moved to approve the request, second by Grimes and the motion was 31 carried by a unanimous voice vote. 32 33 C. Grimes read a request made by Sandeep Bhangoo asking for the closure of the section of South A 34 street between South 22nd and South 23rd streets from 7 to 11 p.m. Saturday,April 24, 1993,which is 35 the night of the Richmond High School Junior/Senior Prom at Test Middle School. A letter from the 36 Traffic Safety Division voiced no objections. However, a recommendation was made that the Prom 37 committee should be responsible for the setting up and removal of barricades. Making that stipulation, 38 Grimes moved to approve the request, second by Jarvis and the motion carried by a unanimous voice 39 vote. 40 41 D. New handicapped parking requests made by Lillian Benham at 1328 South 8th Street and Alice 42 Armstead at 504 South 13th Street, and a renewal by Earl Miller at 216 North West Third Street,were 43 approved through a motion by Jarvis,second by Grimes and carried by a unanimous voice vote. 44 45 E. Chairperson Hibner read a request made by Darrell Rawlings at 714 South H Street asking for the 46 closure of the alley at the rear of his residence, in between South 7th and South 8th Street and South 47 G and South H Street,to allow him to make repairs on a retaining wall. Captain Danny McClure had no 48 • objections but since the alley is accessible to the Sanitary District for trash pickup, Jarvis suggested 49 that Rawlings call Mark McCowan there and make arrangements to have the alley open on that day. 50 Chairperson Hibner moved to approve the request, adding that condition, second by Grimes and the 51 motion was carried by a unanimous voice vote. 52 53 CONTRACTS 54 55 A. Two bids were received for the renovation of the Street Division office area and were opened by 56 Grimes, checked by Chairperson Hibner to see that the proper papers accompanied the bids and were 57 announced by Jarvis.The bid received from Russell&Geier Contracting was for$90,385 and Oberle& 58 Associates presented a bid of$98,000. Jarvis moved to take the bids under advisement and award the 59 contract at a later date,second by Grimes and the motion was carried by a unanimous voice vote. 60 61 B. Letters received from the City's Engineering Division and John Dorrer of Industrial Roofing Serices 62 serving as consultant for the City were read by Chairperson Hibner concerning the awarding of bids for 63 the Fire Station No. 5 roofing project. The three bids, read at the March 18 meeting, were by Ralph R. 64 Reeder & Sons of Indianapolis for $106,378, Enterprise Roofing of Dayton, Ohio, for $63,838 and 65 Adam's Roofing of Muncie for$47,385. Both letters carried a recommendation for the awarding of the contract to the low bidder,Adam's Roofing. Chairperson Hibner moved to accept the recommendations and award the bid to Adam's Roofing, second by Jarvis and the motion was carried by a unanimous voice vote. • Board of Works Minutes Cont'd March 25, 1993 Page 2 • • 2 C. Chairperson Hibner read a letter from City Engineer Robert Wiwi recommending that the Board. 3 reject the bids it had for the underground storage tank removal. In the letter, Wiwi noted that formal 4 bids for the.removal and installation of underground storage tanks at various sites around the city were 5 taken under advisement September 1992 and no action had been taken, pending the awarding of the 6 contract to remove and replace the fuel farm at the Richmond Municipal Airport. Since that time, it was 7 noted, the scope of the project has changed significantly, creating a situation where Wiwi 8 recommended that all bids be rejected and the bid bonds returned to the appropriate contractors. He 9 added that the scope of the project will be revised and can be advertised for formal bids at a later date. 10 Based upon that information, Chairperson Hibner moved that the Board reject all of the bids and return 11 the bid bonds,second by Jarvis and the motion was carried by a unanimous voice vote. 12 13 OTHER MATTERS 14 15 A.Jim Kinnett, Director of Economic Development,appeared before the Board asking for its assistance 16 in allowing traffic control at the grand opening of Amcast, from 10:30 a.m. to 1:30 p.m. Friday, March 17 26, 1993. He said he had spoken with Captain Danny McClure who had no objections to providing that 18 help. Chairperson Hibner moved to approve the traffic control request,second by Jarvis and the motion 19 was carried by a unanimous voice vote. 20 ' 21 B. Major John Farmer introduced three representatives of the Eagles Lodge, Janet Beckman, Myron 22 Higgins and John Cooper, who presented a$7,000 check to be used for the purchase of another dog 23 for the canine patrol to replace Guido who was retired recently. Major Farmer expressed his 24 appreciation for the group's past and present participation in the Richmond Police Department canine 25 program, adding that the donation would also pay for further training of the dog and the handler which 26 will be Officer Paul Phillips,the same officer who worked with Guido. Major Farmer said the dog is still 27 in Germany but is expected to arrive in Richmond soon.
