MARCH 11. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 March, 11, 1993 in said City. Janet Hibner presided with Earnest Jarvis and Dennis Grimes in attendance. The 3 following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MARCH 4.1993 6 7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried on a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims were submitted by City Controller Dennis Grimes totaling $123,461.65 most of which were for supplies 13 and contractual services with $39,819.70 of the amount paid to Indiana American Water Co. for the monthly 14 charge for the fire hydrants; also $681,166.36 most of which was for payroll and payroll taxes; also a claim for 15 $12,000.83 which included$10,190 payable to Star Bank for bond coupons payable 1974, 1980 and 1981 issue. 16 Grimes moved for approval, second by Jarvis and the motion was carried by a unanimous voice vote. 17 18 REQUESTS 19 20 A. Prior to submitting requests for handicapped parking spaces, Jarvis read the guidelines which the 21 Board is required to go by when ruling on those requests. These included the following: The person 22 asking for the request must own a vehicle which has been issued a handicapped license plate or a 23 placard from the State Bureau of Motor Vehicles; must not have off-street parking available at the site 24 of the proposed handicapped parking space; must either (a) be handicapped himself or herself (b) 25 reside with a handicapped person and be responsible for his or her transportation (c) not reside with 26 the handcapped person but be primarily responsible for his or her transportation. 27 28 Six of the eight requests were granted through a motion by Jarvis, second by Grimes and carried by a 29 unanimous voice vote.These were made by Betty Hole at 443 South 7th Street; Keith Jack at 22 North 30 21 st Street;Zelma Jarvis at 919 South 7th Street; Buster Poindexter at 521 South 11th Street; Deward 31 DeFevers at 120 South 13th Stret and Kathleen Asfalg at 432 South 5th Street. 32 33 The request for a renewal of a handicapped parking space made by Palmer Walter was accompanied 34 by a report by the Traffic Safety Division that the residence has a garage which is of sufficient size for 35 two vehicles. The report carried a recommendation for denial since the residence did not meet the 36 ordinance guidelines. Walter appeared before the Board saying he had been in contact with John 37 Stinehart, a state social worker trained in the administration of the American Disabilities Act in the 38 Department of Justice. He said Stinehart told him he had a valid claim because, regardless of off-street 39 parking, it boils down to whether he can reasonably utilize that property. Walter said he is waiting on 40 additional information from A.D.A. because he wishes to appeal. Jarvis suggested the Board hold the 41 request until that information is received. 42 43 An additional request made by Frank Walker was read by Jarvis along with the recommendation of the 44 Traffic Safety Division stating that the residence has a garage at the rear large enough to house a car, 45 however it is in disrepair. Les Godsey,son-in-law of Walker, told the Board that Walker will soon be 84 46 years old, is hard of hearing, has one eye and one arm, and is unable to walk any distance because 47 he has emphysema. Sgt. Janice Passmore told the Board that the garage doors are chained and the 48 garage is full of articles and the property has an extremely long yard in the back with slick bricks 49 making it difficult to walk.This request was also held until the receipt of the A.D.A. information. 50 51 B. Jarvis read a letter from Mel Bruns, director of operations at Richmond Community School, 52 requesting the posting of No Parking signs March 17 and March 19 on the east side of North and South 53 10th Streets enabling the loading and unloading of six to 10 buses carrying students attending special 54 productions of Junior Players. A letter from Sgt. Passmore accompanied the request noting that this 55 had been done in the past with no problems, adding that the signs would allow for a safer and more 56 convenient loading and unloading of the students. Jarvis moved to approve the request, second by 57 Grimes and the motion was carried by a unanimous voice vote. 58 59 CONTRACTS 60 61 A. Chairperson Hibner recommended approval of a three-year contract for Jerry Geier, a part-time 62 insurance consultant for the City. She noted that he is a retired insurance agent and had been 63 contracted through March 1 of this year at a salary of $500 per month. She said he has provided a 64 valuable service and she personally feels he has improved communications not only with the insurance 65 adjusters but with carriers and the public. She moved to approve the contract through December 31, 1995,second by Jarvis and the motion was carried by a unanimous voice vote. Board of Works Minutes Cont'd March 11, 1993 Page 2 1 B. Chairperson Hibner presented the fiscal plan for the southeast area annexation, noting that it was 2 the same as presented at the last meeting but with a slight modification. She moved to accept the 3 modified verson,second by Grimes and the motion was carried by a unanimous voice vote. 4 5 OTHER MATTERS 6 7 A. Grimes read the February 1993 Fire Prevention Report submitted by Wayne Jackson, Fire 8 Prevention Chief. Information included a total of 232 inspections had been made resulting in 165 9 violations. The number of violations corrected totaled 118. Activities throughout the month included-a 10 fire safety class given to a youth group at St. Paul's Church ofthe Nazarene,fire extinguisher classes 11 given to employees at Richmond State Hospital and Amcast;a general fire safety class to Jenkins Hall 12 employees;and a fire safety class for baby sitters to students at Dennis Middle School. 13 14 B. Chief Dennis Rice submitted the February Crime Report for the Richmond Police Department, 15 explaining it is the same report given to the FBI each month. He pointed out that this is a new method 16 of reporting, noting that it is a more comprehensive one that has been issued in the past, bringing 17 attention to the seven-category break down. Information included the number of assaults, value of 18 property stolen, and number of people arrested according to ace and race. He also invited questions 19 about the annual report submitted to the Board last week, noting a mistake on Page 100 in the number 20 of E 9-1-1 calls. He corrected the figure to read 29,508, adding that his department had handled about 21 79 percent of those calls. 22 23 - Chief Rice also reported that he had been in touch with the Indiana Department of Transportation in 24 Greefield about the problem with traffic signals on South A Street and was advised that Richmond was 25 No. 1 on the priority list to take care of the problem.
