Mayor Blum called the City Council Special Meeting to order at 7:00p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember -Sternquist, Vizcarra, Yu, Chavez and
Blum
ABSENT: Councilmember -None
ALSO PRESENT: Interim City Manager Penman, Deputy City Clerk Bonus,
Parks and Recreation Director Burroughs, and Assistant
to the City Manager I Economic Development Manager

3. PUBLIC COMMENTS
None
4. NEW BUSINESS
A. Approval of the Parks and Open Space Master Plan
Parks and Recreation Director Cathy Burroughs, introduced Neelay Bhatt,
Principal Consultant, from PROS Consulting and Doug Grove, Principal, from
RHA Landscape Architects-Planners, Inc. consultants who prepared the Parks
and Open Space Master Plan.
Neelay Bhatt and Doug Grove, provided an overview of the Parks and Open
Space Master Plan based upon the following themes:

Kathy Perini, Interim Superintendent commented on the potential development
at their school facilities.
Neelay Bhatt, consultant, provided information regarding possible funding
and/or sponsorship sources utilizing businesses located within the City by the
use of a Community Driven Plan.
Mayor Blum opened public comments.
Nan Fish, Parks and Recreation Commissioner spoke in favor of the Parks and
Open Space Master Plan and the potential use of public Wi-Fi at the park. She
also mentioned that the Parks & Recreation Commission is in support of the
proposed Master Plan.
Parks and Recreation Director Cathy Burroughs, stated that there had been
previous discussions and meetings with other city commissions and discussed
how the Parks and Open Space Master Plan will be incorporated into the
General Plan. Furthermore, she provided comments on the survey and the
feed-back received and the possibility of aligning the City with the potential
funding sources that will be made available shortly.
Mayor Blum closed public comments.
Council discussed contacting the water agencies and finding potential
opportunities for the use of their sites along with other potential funding.
Councilmember Vizcarra left the meeting at 8:34 p.m. and returned at 8:39
p.m.
Councilmember Chavez made a motion to receive the report from RHA
Landscape Architects Planners, Inc. on the Parks and Open Space Master
Plan; and adopt the Parks and Open Space Master Plan as presented.
Seconded by Councilmember Sternquist and unanimously approved.
The Special City Council meeting recessed at 8:40 p.m. and reconvened with
all Councilmembers present at 8:45 pm.
Mayor Blum opened public comments
Jerry Jambazian, is not in support of back-in parking however he is pleased
with the idea of parklets and would like to see it incorporated into Las Tunas.

Assistant to the City Manager/Economic Development Manager Haworth
provided a brief summary on Parks and Recreation Facilities Fee Study and
City Council Minutes
April 1, 2014

provided information regarding the impact fees or quimby fees and the
potential impacts of those fees.
Councilmember Yu suggested the use of staff for the development of the fee
study.
Interim City Manager Penman stated that there was a Jack of staffing and
expertise to develop the fee study.
Councilmember Chavez made a motion to proceed with the Parks and
Recreation Facilities Fee Study. Seconded by Councilmember Vizcarra and
unanimously approved.
5. ADJOURNMENT
The City Council Special Meeting was adjourned at 9:08p.m.
