Penman, Interim City Manager<&' Via: Geoffrey Starns, AICP, Planning Manager By: Jennifer Venters, Planning Secretary SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF MARCH 25, 2014 RECOMMENDATION: The City Council is requested to receive and file actions of the Planning Commission from their meeting of March 25, 2014. BACKGROUND: On March 25, 2014, the Planning Commission held their regular meeting. ANALYSIS: The following is a summary of actions taken at the March 25, 2014, Planning Commission meeting: 1 . ROLL CALL: Present: Commissioner-Horton, O'Leary, Vice-Chairman Leung , Chairman Cordes Absent: Commissioner -None Excused: Commissioner -Curran 2. CONSENT CALENDAR The Planning Commission approved the minutes from their Regular Meeting of February 25, 2014. City Council April15, 2014 Page 2 of 3 3. UNFINISHED BUSINESS-None 4. NEW BUSINESS A. The Planning Commission approved a request to allow a Tentative Tract Map for a six-unit subdivision with a private street. The total land area is 57,240 square feet and the average size of each lot is approximately 8,000 square feet. The private street is designed as a cul-de-sac. This project is in conformance with the City's Low Impact Development (LID) requirement and meets all R-1 Zoned standards. The site is designated for low density by the City's General Plan. B. The Planning Commission recommended that the City Council approve an amendment to the Temple City Municipal Code and Downtown Specific Plan to require a Conditional Use Permit for medical offices and related uses as recommended by the City Council Code Review Committee. In 2009 Governor Schwarzenegger signed Senate Bill 731 (SB 731) which requires massage establishments to be treated as a regular business. Massage has since been determined to be categorized as a medical use. SB 731 has not affected Temple City until surrounding cities placed moratoriums on massage establishments due to oversaturation. The purpose of the above request is to deter additional stand alone massage establishments. Staffs intent is to use the abovementioned proposed code amendment as a temporary tool until a permanent ordinance regarding massage and related uses is in place. C. COMMUNICATIONS-None D. MATTERS FROM CITY OFFICIALS-None E. UPDATE FROM THE PLANNING MANAGER Planning Manager Starns updated the Planning Cornrnission regarding the Sign Code Update, The Gateway Project, The Olson Project, employment opportunity for a new Cornrnunity Development Director, and recent employment of Interim City Manager Penman. F. ADJOURNMENT The Planning Commission meeting was adjourned at 8:28 p.m. CONCLUSION: The City Council is requested to receive and file this report.
