Ahmad Solomon , Southern California Ediso n Region Manager, gave a
presentation regarding the reliability h istory of ci rc uits serving City of Temp le
City. He rep orted that City of T emple City is performing better than system
wide average .

Jing Li , T emp le City Library Manager and Munir Bhatti , Temple C ity Friends of the
Library Pres ident, announced up coming library programs for the month of May.
Kyle Sickles , Miss T emple City Program , requested the Ci ty to sponso r the Miss

Linda Payne , Te mpl e City Schools Founda tion , announced that they have begun
th eir fundraiser event "Invest in Our Success". She asked for the support of the

G . APPROVAL OF CONS ULTANT SERVICES AGREEMENT WITH
SOUTHLAND TRANSIT
As part of broad e r contin uing efforts to enhance community services , the City
rece ntl y con du cted a Fixed-Route Transit Stud y and regularly conducted
feedback sessions with Dial-A-Ride users to eva luate existing pub li c
tran spo rtation offerings.
With the City's current Dial-A-Ride contract expiri ng on June 2014 , the City
Co un ci l direct ed staff to utili ze the procurement process to so licit bids for the
contin uation of the Dia l-A-Ride program .
Parks and Recreation Director Burroughs gave a brief background regarding
the City's dial-a-rid e services .

Mayor Blum opened public comment.
Eric Estell , First Transit, spoke in opposition of awarding a Dial-A-Ride
contract to Southland Transit. He stated that First Transit can offer the same
service for less .

Mayor Pro Tern Chavez made a motion to table this item to the May 6 City
Council meeting and directed staff to bring back additional information (i.e.,
comparison chart of services and equipment) for Council consideration .

H. DONATION TO THE TEMPLE CITY HIGH SCHOOL MARCHING BAND AND
PAGEANTRY CORPS FOR ITS PAR TICIPATION IN THE 2015
TOURNAMENT OF ROSES PARADE
The annual Tournament of Roses Parade in nearb y Pasadena is known as
America's New Year celebration . It is one of the most notable and prominent
parades in the world , attracting more than 1 mill ion spectators along its 5.5-
mile parade route and viewed internationally by tens of millions of television
viewers .
The Temple City High School Marching Band and its Pageantry Corps was
among 100 bands invited to apply for the prestig ious honor; and ultimately
named to the parade line-up because of its musiciansh ip , marching abil ity and
entertainment value .
The Band is required to raise funds for travel and accommodations , including
costs to perform in one of three Band fest events scheduled for December 29-
30 , 2014 at Pasadena City Col le ge. The City's contribution will not only help
the Band accomplish a goal to look and sound its best at the Parad e, but also
assists in replacing 12 year old uniforms and 30 year old instruments , well
beyond their useful life .

gave a brief summary of the staff report.

Helen Marston , Temple City High School Band Boosters , spoke in favor of the
City's donation to the marching band .
Larry Marston , Temple City High School Band Boosters , requ ested the use of
City's new logo on the band 's equipment and vehicles .

City Attorney Vail commented that the City 's new logo is protected by trade
law and common right. City Council would have to grant approval to t he
Temple City High School Marching Band to use it.
Councilmember Sternquist made a motion to adopt Resolution No . 14-4989
approving a $15 ,000 donation to the Temp le City High School Marching Band
and Pageantry Corps for its participation in the 2015 Tournament of Roses
Parade ; and approve the Temple City High School Marching Band the usage of
the City's new logo on their equipment and vehicles. Seconded by
Councilmember Vizcarra and approved by the following roll call votes :

D. APPROVAL OF PERMITS TO SELL FIREWORKS FOR THE 2014 SEASON

The 2014 firework season impelled 11 non-p rofit organizations to apply for the
permit to sell fireworks. Staff received ten permit applications from
organizations that were approved during the 2013 season and one during the
2003 season. As set forth in Municipal Code Sections 3100-3118, no more
than 12 fireworks stand permits are issue d per season to non-profit
associations or corporations organized primarily for veteran, patriotic , welfare ,
civic betterment or charitable purpose . The code als o regulates permit
application procedures , qualifications of applicants , and operation of stands .
The City Council is requested to consider approval of the recommended 11
non -p rofit organizations request ing permits . City Council 's approval will allo w
the non-profit organizations/ groups to raise funds to support their respective
activities .
Action : Approved 11 non-profit organizations/ groups
for fireworks permits for the 2014 season .
E. ADOPTION OF RESOLUTION NO . 14-4987 APPROVING PARTICIPATION
IN THE LOS ANGELES URBAN COUNTY COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) PROGRAM BY AUTHORIZING THE MA YOR , OR
HIS DESIGNEE TO SIGN A COOPERATION AGREEMENT WITH THE
COUNTY OF LOS ANGELES
The CDBG program was enacted through the Housing and Community
Deve lopme nt Act of 197 4 . The CDBG is a federally funded program
component of the U.S. Department of Housing and Urban Development. The
program was established to provide communi ties with resources to address a
wide range of unique commu nity development needs (e .g ., addressing slum ,
blighted, and low to moderate income famil ies , etc.).
Th e City recently received a bulletin form the Los Ange les County Community
Development Commission requ iring the City to update their agreement with
the County of Los Angeles .
Action : Adopted Resolution No . 14-4987 approving
participation in th e CDBG program and
authorized the Mayor, or his designee to sign a
cooperation agreement with the County of Los
Angeles .

With the recent in cre ase of o rdinan ce adoptions , it has become evident that
th e curre nt method of o rgan iz ing the Municipal Code is ant iquated , difficult and
cumbersome for staff to add new sections to related subjects with in a
Chapter's Article(s). Staff has a lready presented ord inances to City Council
this past year to amend duplicate Section numbering .
The new proposal would allow for an expandable numbering system (e.g.,
Sterling 's standard x-y-z numberi ng system) which better accommodates
future expansion of the municipal code.
Action : Waived further reading and adopted Ordinance
No . 14-99 1, adopting th e reorgan ized City of
Temp le City Municipal Code and enacted the
new numbering system f o r th e Municipal Code.

This code amendment is inte nd ed to be an interim option that will regu late
massage businesses in accordance with SB 731 unti l a comprehensive

sho uld also have li ttle impact t o the medical community . Since the beginn ing
of the year we ha ve had only o ne business li ce ns e application for a medical
office.

A. CONSIDERATION OF AME NDIN G THE AMERICAN WI TH DISABILITIES
ACT (ADA) BARRIER REMOVA L PROGRAM 'S ACTIVITIE S AND ADD
$30 ,000 OF UNALLOCATED COMMUNITY DEVELOPMENT BLOCK
GRANT (C DBG) FUNDS TO THE ORIGINAL PROGRAM ALLOCATION
($75 ,000) BRINGING THE TOTA L PROJECT COST TO $105 ,000
Since 1974 , th e City has received CDBG fun ds from the LACDC as a sub -
re c ipi ent. For the past 20 years the City has primarily used CDBG funds on
the housing rehabilitation loans , asbestos and lead -based paint testing and
abatement grants , youth scholarships grants and various ADA improvements
to public faci lities .
As discussed at the April 1 , 2014 City Council Meeting , the C it y has e x cess
CDBG funds that need to be spent by June 30 , 20 14 or the City risks losing
the funds . City staff was advised to add una llo cated CDBG finds to ex isting
projects or create ne w projects tha t could be easily be implemented . LACDC
staff suggested seeking ADA imp rovements that could be easi ly implemented
within the approved program/project budget. Rather than the City trying to
id e ntify a nd justify each ADA curb ramp improvement, City staff identified
ADA deficien cies at City Hal l and L.A . Co unty Library parking lots , L.A .
County Library entrance , and Live Oak Park tenn is courts .

curb cuts to ADA Improvements to City and L.A. County public facilities and

B. APPROVAL OF ROSEMEAD BOULEVARD TEXT ART
Entitled "Temple City Routes," Rosem ead Boulevard 's 24 mosaic pavers and
text art features will exhibit nearly 300 years of local history, from the Temple
family's migration to America to the founding of Temple Town . Inspired by
sta ined glass , tile and woodwork of La Casa Nueva-Walter P . Temple's
family home-mosaic pavers and text art features are intended to show how
the founding of Temple City was not mere ly a monument to the Temple
family ; but a representation of how the Temple 's identified themselves
ethnically, entrepreneurially , and as pioneering settlers of the San Gabriel
Valley .
From this project also stems an unprecedented partnership between the City
and the Homestead Museum to cross-promote the art walk and potentially
expand its audience . Recognizing this as an alternative and interactive
opportunity to display local history , Mr. Spitzzeri developed preliminary
context for each paver to further elaborate the local and national historic
events as portrayed in the artwork . Using the Temple family as a case study ,
Mr . Spitzzeri identified a broader artwork theme that transcends the Temple 's
saga , and looks to the future by looking at the past. Mr. Spitzzeri pronounces
"Temple City Routes " as "roots " to indicate a double meaning in terms of how
immigrants get places historically and currently, but also how they pull up their
own roots from one place and plant them in anothe r.
To achieve these efforts , the Commission recommended by majority vote to
grant a $5,000 honorarium to the Homestead Museum allowing Mr. Spitzzeri
to further refine supporting context and provide historian consul t ing services
for "Temple City Routes ."

text arts and context of selected pavers .
