How many of the 14 are plans examiners/field inspectors and how many are office staff that don't do plan reviews or field inspections? Are the 5 field inspectors part of the 14 concurrent users? Answer. 3 Permit Clerks 1 Chief Permit Clerk 2 Building Inspectors 1 Chief Building Official 1 Chief Electrical inspector 1 Chief Plumbing Inspector 1 Chief Mechanical Inspector 1 Planning and Zoning Plans Reviewer 1 Senior Code Enforcement Officer 1 Permit Clerk/Code Enforcement 1 Public works 1 Building, Zoning, and Planning Director 1 Deputy Fire Chief 9 in -field. This determination will be made by the BZP Director; however, we want to have ability to enter inspections and complaints in the field. 2. Planning and Zoning application reviews and workflow management: Can we get a copy of the workflow Planning and Zoning follows? For example, who accepts permit applications, checks in plans, and schedules plan reviews? What are the standards for turnaround time on reviews? Do you charge for plan reviews separately, or is that fee incorporated into the permit fee? How does the contractor pay and who accepts the payment? Etc. Answer: All plans are accepted and logged into the system at the front counter, meaning they are assigned a process/permit number. Subsequent steps vary depending on scope of work, but in general, they are forwarded to the Zoning Plans Reviewer first. For small permits, the Zoning reviewer logs a small permit review fee in the Permits Plus screen and reviews said plans. The turnaround timepn $mall, permIts is generally immediate as a walk-through. If approved by Zoning, the approval is entered °in the Permits Plus system and the plarta° :are manually forwarded to another trade (no specific order but whoever seems to have the lightest Workload); the process continues in this manner until all trades have completed their reviews, terminating at the enerGov s©IUti©ns Energizing Government Operations ft 4.1 Sliueri ght Firm Profile, Qualifications & Experience RFP #VKB8111 The Village of Key Biscayne, FL August 25, 2011 CERTIFIED Partner hmnbMVne 2011 EnerGov Solutions. KANSAS CITY MISSOURI REP#VKB8111 The Village of Key Biscayne, FL August 25, 2011 2011 EnerGov Solutions All Rights Reserved Confidential Information Charleston County Government Success Story County Realizes Substantial ROI by Implementing GIS-Based Regulatory Business Management Software Solution Project Goal Charleston County, South Carolina, managing processes for a regional population of over 645,000 residents, recognized the value in implementing a technology that enabled the integration of land and asset, permits and business licenses throughout multiple county departments, and several municipalities and satellite offices, to provide a new level of automation and provide staff with the most accurate information while ultimately providing citizens with better service. In April 2008, Charleston County partnered with EnerGov Solutions and began a ten month long implementation of an advanced GIS-based, enterprise permitting, planning, compliance, inspections and licensing solution. Utilizing the latest in GIS technology powered by Esri, this enterprise solution would eventually manage the processing of over 60,000 permits and over 13 billion dollars in gross revenue license receipting per year. Business Problem Solved - Centrally Manage Permits and Licenses Over the course of the implementation, the county and EnerGov Solutions streamlined existing business processes by eliminating multiple outdated legacy systems, integrating a state-of-the-art Citizen Access Portal for use by the public, and tapped into the county's GIS infrastructure to drive fee assessments based on property location and other many other spatial factors. This eliminated manual data entry through the automation of data mapping between SDE and EnerGov and the incorporation of location - based inspection assignment and routing, which resulted in significant improvements in the identification, accuracy, reporting, and timely assessment of departmental reporting both internally and extemally to county operations. Based on the time savings, improved and qualified data collection and streamlined GIS-driven decision making (utilizing EnerGov's geoprocessing capabilities), the returns on investment are immeasurable and indispensable to Charleston County's line of business. Technology Implemented EnerGov .NET (Land & Permit Management and Licensing & Regulatory Suites) - Windows, SQL Server 2005 database integrating with ArcGIS Desktop (Arclnfo), ArcSDE with Oracle database, ArcGIS Server and Esri's Silverlight API for a smooth and user friendly map experience and the realization of GIS-based decision making capabilities. Agency -Side Biography Brenda Wheatley, Charleston County GIS coordinator, served as the county's GIS lead on this project from the onset. Her commitment to the success of this implementation, and her willingness to keep the county's GIS infrastructure on the cutting edge with regards to Esri and other GIS-enabled products was critical to the project's success. Since going live in early 2009, Brenda has continued to push the bound- aries of GIS in Charleston County by maintaining the most current and updated features from Esri and EnerGov Solutions including the utilization of Esri's Silverlight API and EnerGov's Silverlight GIS Viewer. Through performance monitoring and optimization and participation in regular county -hosted user group meetings, Brenda continues to evolve Charleston County's GIS environment while maintaining her commitment to exceed the expectations of the end users. The Regulated Services Department consists of nearly 100 various users of different roles and responsibility actively utilizing the EnerGov License and Regulatory system to manage and regulate one of the largest cities and regions within the US. Business Process Background Liquor Industry: Kansas City takes advantage of a Missouri statute that allows cities and counties the right to issue liquor licenses separate from the state issued licenses. Kansas City has over 900 outlets that serve alcohol, induding restaurants, bars and package liquor stores, plus several distributors and local brewery operations. The City's licensing of liquor establishments allows the City to control the number and density of outlets and prevent liquor from being sold near schools and churches. However, with regulation comes enforcement responsibility so Regulated Industries staff includes investigators who sometimes work under- cover, visiting liquor outlets and insuring compliance with ordinance. Under Missouri law no one with a felony conviction may work in the liquor industry. In order to enforce this requirement of state law, Kansas City requires each individual who works in the industry, to file an application with the city and submit to a felony background check. Once cleared by the City, applicants are given a small wallet -sized plastic card with their photo and signature, which authorizes them to work around alcohol. This card must be presented whenever requested by law enforcement officials or by City investigators who work for the Regulated Industries division. At any given time, Kansas City is managing and regulating about 9,000 active liquor license holders. Adult Entertainment: Adult Entertainment stirs public interest from time to time, especially after some event has caused the industry to be "front page" in the local paper. It's no different in Kansas City. While the Supreme Court provides protection to the industry under the First Amendment it does not prohibit regulation of the industry by state and local governments. In Kansas City, the dozen or so adult entertainment establish- ments are regulated to specially zoned areas. Further, all employees within the industry are required to submit to a criminal background check. Individuals with certain past convictions (e.g. sexual predators) are prohibited from working in the industry. The city regulates thousands of persons per year within the Adult Entertainment Industry. Vehicles -for -Hire: By ordinance, Kansas City limits to 605 units, the number of taxi cabs that can pick up riders from within the city. While no similar limit exists for limousines, all drivers of taxi's or limo's are required to submit their vehicles to the City for safety inspection and all drivers are required to be certified by the City, meeting certain requirements, including a sufficient command of the English language, knowledge of the City and knowledge of and respect for the laws of Missouri and the United States. The Challenge and Prior IT Background The City faces three major challenges in each of these primary regulated industries: • Effective and efficient processing of applications for licenses to do business in the City • Effective and efficient processing of applications by individuals who wish to work in one of the regulated industries • Enforcement of City Ordinances regulating the liquor, adult entertainment and vehicle -for -hire industries and their employees Prior to the installation of EnerGov License and Regulatory software, the City used a rigid windows -based software (named KIVA) application to track liquor and adult -entertainment licensees. While the software provided sufficient ability to create records of licenses, it provided no ability to track the various steps required obtain a license or the ability to track violations of City ordinance. Further, changes in the software application were difficult to complete and expensive to accomplish and usually required a change in the source code in order to collect new or different data. Industry employees, who are required to make application and meet certain legal requirements to work in any of the regulated industries, were tracked through three separate software applications, which had been KANSAS CITY MISSOURI Solutions ©2010 EnerGov Solutions, LLC All rights reserved "EnerGov", logos and the EnerGov product and service names mentioned herein are registered trademarks or trademarks of EnerGov Solutions. LLC, or its affiliated entities EnerGov Success Story THE INNOVATIVE LEADER IN GOVERNMENT TECHNOLOGY interconnected to allow for the tracking of basic identity information, acquire photo and signature data and the merging of photos and signatures onto an unique plastic wallet -size cards. The system was created by combining the applications of three different vendors. Frequent failure of the system led to arguments about the cause and who was responsible for repair. In total, Regulated Industries was required by ordinance to regulate and enforce thousands of entities per year, most of which also required renewal on a yearly or tri-yearly basis, pushing the workload of the staff to maximum capacity. The Solution In the summer of 2005, the City made a decision that in an effort to streamline and run more efficiently, the 5 separate and existing databases desperately needed to be consolidated into an Enterprise Licensing and Regulatory system. They considered the development of an internal software solution, but prior to committing the internal resource to development of a new system, the City decided to explore options to investigate commercially available solutions. Several software vendors were evaluated, including EnerGov Solutions. The City defined certain require- ments of the software, including: • Proven client -centric services with substantial prior experience of importing existing legacy data • Efficient management workflows • Fast and accurate tracking of existing records of license information • Scalability and Flexibility in being able to configure the system to input unlimited business data and workflow that the City wished to gather and track without modification to the source code • The ability to change configuration and workflows quickly and accurately (on -demand) • Easy report generation and the ability to create customized, ad hoc reports • Role -based profile security and the ability to grant access to data and business logic based on individual requirements • The ability to obtain support services that receive glowing reviews from existing clients • The ability to align with a leading solution provider that will continually invest substantial resources into the product (long-term investment) After discussing options, features and capability with four separate vendors, the City voted to engage EnerGov Solutions, headquartered in Atlanta, Georgia (and with offices in Kansas City, MO, Seattle, WA and Redlands, CA), as the technology provider of choice. EnerGov offered the City it's Licensing and Regulatory Software Suite, built on the latest technology from Microsoft (.NET) and able to be seamlessly integrated with ESRI's latest ArcGIS platform. Kansas City's segmented renewals had previously posed a challenge within the previous legacy systems to be able to identify those businesses that required a renewal on a certain date. EnerGov's versatility and configurability allowed the City to meet the ordinance requirements within the broad configurability of EnerGov. The efficiently attained in EnerGov accurately managing these renewals has been reported to increase the departmental efficiency in the managing of renewals by nearly 30%. Regulated Industries also has the responsibility, along with the Police Department, of enforcing municipal ordinances as they apply to the various industries within the region. The division includes investigators who visit licensed establishment and inspect for compliance with ordinances. Kansas City utilizes the Inspection and violation case tracking functions within the EnerGov License and Regulatory Suite to assign and track investigator's activities and track the results of the regulatory events. Additionally, the EnerGov system allows for a management repository of the applicable ordinances along with the "language" to be used in the event that a "General Ordinance Summons" (GOS) that must be issued to a licensee during the regulatory process. By managing the GOS language in the EnerGov system, the City ensures conformity to the requirements of the Municipal Court when they hear code violation cases. In conclusion, the overall system results have been substantial and the increase of accuracy in managing the overall regulatory process within one centralized system has proven to be invaluable for the City of Kansas City. That decision came two years ago after the vendor (Accela, Inc) chose to eliminate future support of the product the county used. Without the necessary software updates beyond Windows XP, officials knew it wouldn't be long before the entire system fell far behind. "The system was not performing the way we wanted it to because it was old software," said Terry Bledsoe, Catawba County's CIO. "There was no upgrade path to get the new features we wanted, so we had to replace it." In October 2009, Catawba County went live with a revamped system using EnerGov.NET, an enterprise land management solution by EnerGov Solutions. The system overhaul in many ways was overdue. Previously, while county officials did have the ability to dispatch inspectors and handle field work, the aging system had limited mapping/GIS integration, process workflow and no digital storage capabilities. Building plans had to be transported in paper form, which took time and slowed productivity. Even the smallest building requests required a lot of extra legwork to push the process along. "It really amazed me how many steps there are in even the simplest permit," Bledsoe said. "You want to build a small house out here — nothing special, just a house -- but there are all kinds of steps. You can't just walk in, get a permit and walk out." The county's new system streamlines the permitting process by connecting all land management departments (of nearly 200 internal users) to a centralized network. Supported by local project funds, the system integrates electronic plans review and geographic information system (GIS) platforms. The previous system had GIS maps, but they were static, limited and new information had to be put in manually. This new GIS system is live. Anything that's entered into the GIS is automatically available within permitting services, and vice versa. Users can access live maps and see the placement of any other buildings on the targeted lot, and data can move electronically from city to city. "GIS forms the foundation of our system," said Garth Magness, regional business development manager for EnerGov. "It allows us to connect a number of processes as well as store, catalog and retrieve information geographically. It also enhances agency services and transparency for citizens, contractors and businesses alike." A Paperless Trail In the past, building plans would be delivered to Catawba County's Permit Center in Newton, N.C., and then hauled 11 miles northwest in a pick-up truck to the Plan Review Office in Hickory, N.C. These plans -- copies of civil, plumbing and electrical drawings in 36 -inch -long rolls -- ranged from a few sheets to upward of 80 sheets for the big projects. For instance, two and a half years ago, the permit center received a massive delivery from retail mega -chain Target of plans for a 1.6 million -square -foot distribution center. "They actually rolled the plans in on carts," Bledsoe said. "Any time you have a huge plant go in, you have thousands and thousands of documents that go with it. We had to store those things too. All of that is just a big, huge cost and burden." The new distribution center officially opened in Newton last fall around the same time that the new permitting system went live. In 2007, before the system conversion began, county officials spent six months writing Requests for Proposals and reviewing vendors. Overall, Bledsoe said, it was a "smooth process. (converting from the Accela, Inc system to EnerGov .NET)" Catawba County has long been recognized as a frontrunner in the region in the provision of e -government services, Magness said, so the project was a logical step on the public side. For developers, the Web -based system simplifies the process of tracking a permit request and allows them to make online requests for inspec- tions instead of calling to ask for one. Also, applicants can go online and see whether their specific projects have been given the green light or read the reasons why they haven't been approved — another step that saves time and excess paper. "Instead of having all this paper flying here to there to over there and back," Bledsoe said, "now it's electronic and that cuts down on a lot of errors." E51t1 WMAnlalo liM.e.. EnerGov Success Story THE INNOVATIVE LEADER IN GOVERNMENT TECHNOLOGY A BEST MANAGEMENT APPROACH TO LEVERAGING GIS ACROSS THE ENTERPRISE GIS data that was previously only available to a select few within the Unified Government of Athens -Clarke County - the state of Georgia's sixth most populous MSA has now been elevated to a government -wide asset. A newly implemented browser -based enterprise permitting and land management software system developed by EnerGov Solutions allows departments agency -wide to directly interface with the most accurate and live location -based data as well as enrich and streamline the regulatory business process of reviewing applications for everything from buildings, driveways and sign permits to re -zonings, environmen- tal, development review and variance requests. "These improvements save time and money," said Bruce Lonnee, Senior Planner and Plans Review Coordi- nator for the agency. "With the implementation of the new GIS-based technology from EnerGov, we have realized considerable efficiencies within our regulatory review & approval process. The software manages the workflow, enriches the process and integrates the review details for as many as fourteen reviewing agencies and departments at a time. The overall process and the amount of cross -departmental communi- cation during the review of each project can be quite lengthy, complex and detailed. Since the introduction of the EnerGov software, it is estimated that the need for lengthy phone calls, emails and other communica- tion between agency officials has decreased by one-third. Furthermore, the consolidation of the information into one centralized database (EnerGov) has reduced the amount of time required during each of those calls or e -mails by as much as 50%. All in all, a pretty remarkable ROI by the way of realized efficiencies". Establishing a Foundation for Success For years the Athens -Clarke County's GIS division worked to create a detailed and accurate address point GIS layer. The impetus for creating the layer came from Emergency E911 and the need to improve the accuracy for dispatch. The previous system, which utilized the road centerlines, had given results with only around 80% accuracy due to the number of address anomalies in the county: odd or even addresses on the wrong side of the street, out -of -range addresses, duplication of addresses and street names, to name a few. In addition, there was a need to have a single repository for all known addresses in the county to serve as the master address database for all Athens -Clarke County departments. Following the Esri simple address data model, the agency's GIS division built a geo-database with the recommended best practice fields. As such, points were created based on the parcel polygon centroids thus enabling the GIS division to link these points to the address data from a now legacy master address database to find discrepancies which were field checked and corrected. This process included gathering points for apartments, duplexes, condos, mobile homes, public housing, and commercial units via field checks involving Planning Department staff, interns, and Police officers. Establishing this data model, Athens -Clarke County is now afforded the ability to establish addressing for subdivisions during the prelimi- nary plat process and update the GIS after the subdivision plat is approved and recorded. Moreover, addressing for parcel splits and combinations are assigned and added to GIS after they have been recorded with the Clerk of Courts. Corrections to the address point layer within GIS are on -going. The GIS division is tied closely into the Plans Review workflow and process for new developments within the agency. This practice allows the division to look at addresses and make corrections, if necessary, before a project is approved. Other departments, such as Public Works Stormwater Division, E911, and Board of Elections are involved in the process and also work with the GIS division to correct discrepancies they find between the address point layer and their databases. esn Partner Network ES* Muktorir VbMifRf or HIP Vrar solutions 02011 EnerGov Solutions, LLC All rights reserved "EnerGov", logos and the EnerGov product and service names mentioned herein are registered trademarks or trademarks of EnerGov Solutions, LLC, or as affiliated entities Realizing the Benefits THE INNOVATIVE LEADER IN GOVERNMENT TECHNOLO With the implementation of EnerGov's GIS based project management technology, the development departments directly benefit from the Address Point project. Using the GIS-based EnerGov software, departments across the government including the Planning Department, the Building Inspection Department, Code Enforcement Division and the Public Works Department all attach permits and plan applications to the specific address points as well as the associated parcel information in one action. "The value of this level of detail becomes evident when you consider the clarity our new software provides to those projects that occur in large developments with multiple addresses. Take, for example, a typical strip commercial development with multiple tenant spaces. You can attach a Plans Review application to the specific suite, and retrieve the data either by that address or, if needed, pull all the applications associated with the tax parcel and get a picture of the entire development" states Julie Morgan who works in the Development Services Division of the Planning Department and is the Project Manager for Athens -Clarke County's implementation of the EnerGov software. "For example, Athens -Clarke County encourages mixed use developments which by their nature can be mercurial when it comes to tenant space configurations. Using the combination of Esri GIS and the EnerGov software, we can maintain a clear picture — literally a map - of the combinations and splits of tenant spaces within those developments." It is the nature of geospatial data to be constantly renewed, enhanced and changed. The new EnerGov system, unlike previous legacy systems that have since been converted, is designed to move with these improvements —directly consuming and incorporating the new innovations while maintaining the historical data. The benefits of tightly integrating GIS into the permitting and regulatory land use process are multifaceted. The import of the past 20 years of Building Permits, Inspections and Code Enforcement data, coupled with the Planning Department's Zoning, Plans Review and Home Occupation current applications, provides every end user with a complete account of the development, regulatory and compliance history of a parcel or address - all within a map view. In the past, this data lived in multiple databases housed in various departments or data "silos". With the consolidation of these repositories pooled into one collection, the related data is now being centrally maintained and cultivated in a multifaceted environment thus eliminating the need to physically visit or manage multiple departments or databases. The increases in efficiencies are certainly being realized as one search now enables transparency and access to the entire enterprise -wide portfolio. The cross -departmental sharing of a centralized data platform, and the savings in both time and money associated with this coordination are instrumental in leveraging the maximum enterprise ROI. Brad Griffin, Director of the Athens -Clarke County Planning Department emphasized the importance of amassing these records in one location. "The implementation of the EnerGov Software program allows the Unified Government to build and maintain a comprehensive history of location -based activity that can be made available not only to staff but citizens in an extremely efficient manner. The ability to quickly retrieve not only historic permitting information, but all other forms of written documentation and intra-departmental correspondence pertain- ing to a specific property from past years provides an invaluable tool for the Planning Department as we move into the future." Platform for the Future The next immediate phase is integrating the agency's entire historical paper -based collection of architectural drawings, building permits and site plans that the agency has been scanning and indexing within their new Laserfiche document management software. Julie Morgan contin- ues, "We are very excited about the next step which will integrate our Laserfiche scanned electronic historical records within the GIS-based EnerGov "end -user" environment. Ready access to those scanned historical plans and files will allow us to achieve a noticeable ROI associ- ated with our overall digitizing and scanning effort." Athens -Clarke County views the EnerGov-Esri environment as the nexus or "plafform" for managing ongoing and future business process, connecting citizenry and civic engagement as well as other existing and planned integrations for improved interoperability. Community Development Software Firm Assists Local Government Operations with Innovative Technology Have you ever applied for a building permit or a business license? Many citizens and contractors are aware of the often difficult process that can be involved with obtaining a building permit, or even worse, getting the Certificate of Occupancy. It's a refreshing thought to know there is a technology firm actively assisting government agencies to provide better customer service, ultimately improving the quality of life for those that live and work within the community. During an in-depth, nation-wide application process hosted by Dell and NFlB, Atlanta based EnerGov Solutions, LLC has been selected as a top -10 finalist for the 2007 National Excellence in Customer Experience Award, that recognizes innovative use of technology in business across the nation. "This year's finalists have taken first-rate technology solutions and enabled their businesses to offer a new level of service to their clients," says Todd Stottlemyer, President and CEO of NF1B. EnerGov Solutions has developed technologies that enable local government departments to run more efficiently and provide better service to the community. Not only do their solutions provide city/county operations with the ability to efficiently manage community development and regulatory services, they provide agencies with advanced automation tools to expand their services to 24 hours around the clock. Cities and Counties implementing the EnerGov technology are seeing the results immediately. One example can be found within EnerGov's Citizen Access web solutions. EnerGov's Citizen Access web portals are specifically designed to allow the community to go on-line 24 hours a day and apply for a permit, view their plan review, make an inspection request, renew a business license, or even submit a complaint about a potential code violation. The system also completely automates the inspection process and even provides real-time automated telephone (IVR) call backs to citizens and contractors, informing them of whether or not they passed their inspection. EnerGov's Geographical Information System (GIS) provides inspectors and field agents with routing directions so they don't spend countless hours driving from one end of the county to the other. By incorporating these technologies into their daily routine, inspectors are, on average, able to complete two additional inspections per day and increase the turn around time of the inspections within the community. Maybe that additional inspection will be yours? Maybe you or your business will be the one who benefits from this innovative technology. About EnerGov Solutions: Headquartered in the Atlanta area and with offices in Kansas City, EnerGov Solutions, LLC is a leading provider of cutting -edge and adaptive land management automation systems focusing on solutions that streamline and better manage Government operations. DOLL Sandie Terry 40 E Court Street Rocky Mount, VA 24151 Ben Matthews EnerGov Solutions Atlanta, GA Franklin County 1 A I'<<:trr•ni5'?rt,F,;lar Opp t)7'PIL1lFYf! Dear Ben: I am happy to recommend EnerGov Solutions as our implementation has been one of the best I have been a part of in my 28 year career in technology. All of the EnerGov staff — from the initial analysts through the implementation team and the ongoing support team — have been very knowledgeable and professional throughout the project. Every member of the EnerGov team follows a methodology that appears to be very well-defined and proven to ensure a successful implementation. Our County had relied upon a custom, small application to support our building inspections and planning processes. As you know, Franklin County is the fastest growing locality in this part of our state and that presents several challenges in our land management functions. Many of our internal staff members have worked for the County for many years and we anticipated this implementation would be somewhat difficult due to the change in culture that would result in the Building and Planning departments. Fortunately, the EnerGov implementation process was well structured to handle these changes and made the implementation much easier. The system is well accepted and it is very good to note that the Building department is no longer working any overtime! We are looking forward to implementing the Citizen's Web Access portal and the IVR in the next few months. Thanks so much for also working with us as we built our remote application access architecture — your continued support is greatly appreciated! S ly, ouz61_, Sandie Terry Director of Information Technology 22 For Immediate Release Jackson County, MS County selects EnerGov Solutions after an extensive RFP process to replace existing software and provide GIS-Centric, enterprise land management solutions Alanta,GA (August 10, 2008) Jackson County, Mississippi, home of Pascagoula and the fourth largest county in the state, has selected EnerGov Solutions, the leading technology provider of government enterprise land management software solutions, to empower the county and its citizens with real-time, GIS-centric management of permit, review, inspec- tion and land -use activities. Since its inception in 1812, two common threads have permeated the history of this beautiful Coastal county — progressive leadership and the ability to change with the times. In fact, the county has consistently maintained a steady pace of growth and is described as the "most industrialized county in the state." The county maintains a state- of-the-art hospital system, an excellent school system, a top -rated community college and a university branch within its borders. The citizens of Jackson County are making the future happen every day. Nowhere is this fundamental commitment to innovation and progress more evident than in the administration of county planning, building & inspection services. After 2 years of struggling with an existing software system that was recently implemented, Jackson County issued an RFP for a GIS-centric, enterprise land management system - able to manage and streamline the many unique workflows and processes the county and its constituency were in need of. The County's plan to adopt an aggressive e -government technology approach, focused on enhancing and maximizing interdepartmental communication and constituency collabo- ration, was formulated and put into action. After a nation-wide vendor review process, Jackson County overwhelmingly selected EnerGov Solutions to provide its flagship EnerGov .NET land management software to serve as the technology backbone needed to move forward with this initiative. "I'm very excited," says Ben Taylor, Jackson County's floodplain administrator. "Finally we will have a system that will not only allow us to collaborate with constituency in a professional manner, but will allow our workflow to be managed much easier; allowing us to focus on the more important details of our job".
