The Regulated Services Department consists of nearly 100 various users of different roles and responsibility actively utilizing the EnerGov License and Regulatory system to manage and regulate one of the largest cities and regions within the US. Business Process Background Liquor Industry: Kansas City takes advantage of a Missouri statute that allows cities and counties the right to issue liquor licenses separate from the state issued licenses. Kansas City has over 900 outlets that serve alcohol, induding restaurants, bars and package liquor stores, plus several distributors and local brewery operations. The City's licensing of liquor establishments allows the City to control the number and density of outlets and prevent liquor from being sold near schools and churches. However, with regulation comes enforcement responsibility so Regulated Industries staff includes investigators who sometimes work under- cover, visiting liquor outlets and insuring compliance with ordinance. Under Missouri law no one with a felony conviction may work in the liquor industry. In order to enforce this requirement of state law, Kansas City requires each individual who works in the industry, to file an application with the city and submit to a felony background check. Once cleared by the City, applicants are given a small wallet -sized plastic card with their photo and signature, which authorizes them to work around alcohol. This card must be presented whenever requested by law enforcement officials or by City investigators who work for the Regulated Industries division. At any given time, Kansas City is managing and regulating about 9,000 active liquor license holders. Adult Entertainment: Adult Entertainment stirs public interest from time to time, especially after some event has caused the industry to be "front page" in the local paper. It's no different in Kansas City. While the Supreme Court provides protection to the industry under the First Amendment it does not prohibit regulation of the industry by state and local governments. In Kansas City, the dozen or so adult entertainment establish- ments are regulated to specially zoned areas. Further, all employees within the industry are required to submit to a criminal background check. Individuals with certain past convictions (e.g. sexual predators) are prohibited from working in the industry. The city regulates thousands of persons per year within the Adult Entertainment Industry. Vehicles -for -Hire: By ordinance, Kansas City limits to 605 units, the number of taxi cabs that can pick up riders from within the city. While no similar limit exists for limousines, all drivers of taxi's or limo's are required to submit their vehicles to the City for safety inspection and all drivers are required to be certified by the City, meeting certain requirements, including a sufficient command of the English language, knowledge of the City and knowledge of and respect for the laws of Missouri and the United States. The Challenge and Prior IT Background The City faces three major challenges in each of these primary regulated industries: • Effective and efficient processing of applications for licenses to do business in the City • Effective and efficient processing of applications by individuals who wish to work in one of the regulated industries • Enforcement of City Ordinances regulating the liquor, adult entertainment and vehicle -for -hire industries and their employees Prior to the installation of EnerGov License and Regulatory software, the City used a rigid windows -based software (named KIVA) application to track liquor and adult -entertainment licensees. While the software provided sufficient ability to create records of licenses, it provided no ability to track the various steps required obtain a license or the ability to track violations of City ordinance. Further, changes in the software application were difficult to complete and expensive to accomplish and usually required a change in the source code in order to collect new or different data. The system was created by combining the applications of three different vendors. Frequent failure of the system led to arguments about the cause and who was responsible for repair. In total, Regulated Industries was required by ordinance to regulate and enforce thousands of entities per year, most of which also required renewal on a yearly or tri-yearly basis, pushing the workload of the staff to maximum capacity. The Solution In the summer of 2005, the City made a decision that in an effort to streamline and run more efficiently, the 5 separate and existing databases desperately needed to be consolidated into an Enterprise Licensing and Regulatory system. They considered the development of an internal software solution, but prior to committing the internal resource to development of a new system, the City decided to explore options to investigate commercially available solutions. That decision came two years ago after the vendor (Accela, Inc) chose to eliminate future support of the product the county used. Without the necessary software updates beyond Windows XP, officials knew it wouldn't be long before the entire system fell far behind. "The system was not performing the way we wanted it to because it was old software," said Terry Bledsoe, Catawba County's CIO. "There was no upgrade path to get the new features we wanted, so we had to replace it." In October 2009, Catawba County went live with a revamped system using EnerGov.NET, an enterprise land management solution by EnerGov Solutions. The system overhaul in many ways was overdue. Previously, while county officials did have the ability to dispatch inspectors and handle field work, the aging system had limited mapping/GIS integration, process workflow and no digital storage capabilities. Building plans had to be transported in paper form, which took time and slowed productivity. Even the smallest building requests required a lot of extra legwork to push the process along. "It really amazed me how many steps there are in even the simplest permit," Bledsoe said. "You want to build a small house out here — nothing special, just a house -- but there are all kinds of steps. You can't just walk in, get a permit and walk out." The county's new system streamlines the permitting process by connecting all land management departments (of nearly 200 internal users) to a centralized network. Supported by local project funds, the system integrates electronic plans review and geographic information system (GIS) platforms. The previous system had GIS maps, but they were static, limited and new information had to be put in manually. This new GIS system is live. Anything that's entered into the GIS is automatically available within permitting services, and vice versa. Users can access live maps and see the placement of any other buildings on the targeted lot, and data can move electronically from city to city. "GIS forms the foundation of our system," said Garth Magness, regional business development manager for EnerGov. "It allows us to connect a number of processes as well as store, catalog and retrieve information geographically. It also enhances agency services and transparency for citizens, contractors and businesses alike." A Paperless Trail In the past, building plans would be delivered to Catawba County's Permit Center in Newton, N.C., and then hauled 11 miles northwest in a pick-up truck to the Plan Review Office in Hickory, N.C. These plans -- copies of civil, plumbing and electrical drawings in 36 -inch -long rolls -- ranged from a few sheets to upward of 80 sheets for the big projects. For instance, two and a half years ago, the permit center received a massive delivery from retail mega -chain Target of plans for a 1.6 million -square -foot distribution center. "They actually rolled the plans in on carts," Bledsoe said. "Any time you have a huge plant go in, you have thousands and thousands of documents that go with it. We had to store those things too. All of that is just a big, huge cost and burden." The new distribution center officially opened in Newton last fall around the same time that the new permitting system went live. In 2007, before the system conversion began, county officials spent six months writing Requests for Proposals and reviewing vendors. Overall, Bledsoe said, it was a "smooth process. (converting from the Accela, Inc system to EnerGov .NET)" Catawba County has long been recognized as a frontrunner in the region in the provision of e -government services, Magness said, so the project was a logical step on the public side. For developers, the Web -based system simplifies the process of tracking a permit request and allows them to make online requests for inspec- tions instead of calling to ask for one. Also, applicants can go online and see whether their specific projects have been given the green light or read the reasons why they haven't been approved — another step that saves time and excess paper. A newly implemented browser -based enterprise permitting and land management software system developed by EnerGov Solutions allows departments agency -wide to directly interface with the most accurate and live location -based data as well as enrich and streamline the regulatory business process of reviewing applications for everything from buildings, driveways and sign permits to re -zonings, environmen- tal, development review and variance requests. "With the implementation of the new GIS-based technology from EnerGov, we have realized considerable efficiencies within our regulatory review & approval process. Establishing a Foundation for Success For years the Athens -Clarke County's GIS division worked to create a detailed and accurate address point GIS layer. The impetus for creating the layer came from Emergency E911 and the need to improve the accuracy for dispatch. The previous system, which utilized the road centerlines, had given results with only around 80% accuracy due to the number of address anomalies in the county: odd or even addresses on the wrong side of the street, out -of -range addresses, duplication of addresses and street names, to name a few. In addition, there was a need to have a single repository for all known addresses in the county to serve as the master address database for all Athens -Clarke County departments. Following the Esri simple address data model, the agency's GIS division built a geo-database with the recommended best practice fields. As such, points were created based on the parcel polygon centroids thus enabling the GIS division to link these points to the address data from a now legacy master address database to find discrepancies which were field checked and corrected. This process included gathering points for apartments, duplexes, condos, mobile homes, public housing, and commercial units via field checks involving Planning Department staff, interns, and Police officers. Establishing this data model, Athens -Clarke County is now afforded the ability to establish addressing for subdivisions during the prelimi- nary plat process and update the GIS after the subdivision plat is approved and recorded. Moreover, addressing for parcel splits and combinations are assigned and added to GIS after they have been recorded with the Clerk of Courts. Corrections to the address point layer within GIS are on -going. The GIS division is tied closely into the Plans Review workflow and process for new developments within the agency. This practice allows the division to look at addresses and make corrections, if necessary, before a project is approved. Establishing a Foundation for Success For years the Athens -Clarke County's GIS division worked to create a detailed and accurate address point GIS layer. The impetus for creating the layer came from Emergency E911 and the need to improve the accuracy for dispatch. The previous system, which utilized the road centerlines, had given results with only around 80% accuracy due to the number of address anomalies in the county: odd or even addresses on the wrong side of the street, out -of -range addresses, duplication of addresses and street names, to name a few. In addition, there was a need to have a single repository for all known addresses in the county to serve as the master address database for all Athens -Clarke County departments. Following the Esri simple address data model, the agency's GIS division built a geo-database with the recommended best practice fields. Establishing this data model, Athens -Clarke County is now afforded the ability to establish addressing for subdivisions during the prelimi- nary plat process and update the GIS after the subdivision plat is approved and recorded. Moreover, addressing for parcel splits and combinations are assigned and added to GIS after they have been recorded with the Clerk of Courts. Corrections to the address point layer within GIS are on -going. The GIS division is tied closely into the Plans Review workflow and process for new developments within the agency. This practice allows the division to look at addresses and make corrections, if necessary, before a project is approved.
