SUBJECT: PUBLIC ARTS COMMISSION ACTIONS -MEETING OF MARCH 31 , 2014 RECOMMENDATION: The City Council is requested to receive and file actions of th e March 31 , 2014 Pub lic Arts Commission (Comm ission ) meeting . BACKGROUND: On Marc h 31 , 2014, artist Robin Bra il sford a nd the Homestead Museum 's Assistant Director Pau l Spitzzeri presented th e Commission with text art phrases for the Rosemead Project public art installation entitled , "Temple City Routes ." The Commission re comme nded for City Counci l approval 24 text art phrases , as well as a $5,0 00 honorarium to th e Homestead Museum to f inalize historic context for the 24 mosaic pavers . ANALYSIS : Th e following is a summary of actions taken at the March 3 1, 2014 Commission meeting : 1. CONSENT CALENDAR The Commission approved the minutes from their regular meeting of March 19, 2014 . 3. NEW BUSINESS A . APPROVAL OF ROSEMEAD BOULEVARD TEXT ART The Commission was requested to approve text art phrases associated with "Temple City Routes " for immediate fabrication and installation by the Rosemead Boulevard Grand Opening event on May 10, 2014 . The Commission was also requested to recommend for City Council approval a $5 ,000 honorarium to the Homestead Museum to finalize narrative and web components for "Temple City Routes " that further historic and local context for each mosaic paver and related text art phrase . The Commission approved text art phrases and the Homestead Museum honorarium for City Council approval 3-2 . 4 . REPORTS FROM CITY STAFF None. 5 . COMMUNICATIONS 6. Assistant to the City Manager Haworth said the Commission still needed to consider a private and public component of a percent for art fee before it cou ld be recommended to the City Council for approval. He also reminded the Comm is sion that the Annual Plan would need to be considered by the City Council before the percent for art fee co uld move forward . Commissioner Keelin requested to discuss the percent for art fee at the next Public Arts Commission meeting. City Council May 6 , 2014 Page 3 of 3 Vice-Chair Ho asked Assistant to the City Manager Haworth how far the percent for art fee was developed before it was stalled . Assistant to the City Manager Haworth said he would discuss w ith the Interim City Manager how the Commission could strategize moving forward with the percent for art fee. Commissioner Keelin requested the Commission set dates for when the percent for art fee would move forward . Assistant to the City Manager Haworth said the Public Arts Annual Plan would include dates for percent for art fee implementation . Chair Larsen asked if the percent for art fee thresholds for public and private developments were defined . Assistant to the City Manager Haworth explained the research for the percent for art fee ordinance was completed , but the public and private components still need to be determined . E. COMMISSIONER KIM -Asked if the Rosemead Project artists would be at the Rosemead Boulevard Grand Opening . Secretary Pitcher confirmed artists Robin Brailsford and Carole Choucair Oueijan would attend the Rosemead Grand Opening on May 10, 2014 . F. COMMISSIONER RACHFORD -None G. COMMISSIONER ZHAO-None 7 .
