Minutes of Public Hearing
Monday, June 14, 2021
The Brewster Old King' s Highway Regional Historic District Committee , acting under the
Massachusetts General Laws , Chapter 470, Acts of 1973 as amended , came to order at 7 : 00 pm
virtually being recorded at the Brewster Town Hall . Committee members present were Carol
Appleton , Steven Bergquist, Patricia Busch , George Carey ( Alternate ) , Jim Trabulsie ( Chairman ) ,
and Sara Provos ( Senior Department Assistant ) , Tom Turcketta was not present .

Robert and Patricia Fitzpatrick, 220 Crosby Lane, Map 115 Lot 14
Modify Existing Garage
■ Anthony Sparandara, AIA, LEED AP as well as the homeowner were present at the meeting .
Site visit of the property was done by the committee members .
■ . Accessory . Dwelling Unit being proposed to be built on existing footprint .
■ All material will match the existing house ( i . e . , siding, roof material ) .
■ Stairs will have risers .
■ Steven Bergquist moved to approve as presented . Carol Appleton seconded .

■ Daniel Howard of Pioneer Builders represented the homeowners .
■ Site review of the property was done and addressed questions the Committee had from the
previous meeting .
■ Updated plans were provided per discussion at site visit .
■ Abutter, Len Egert asked for clarification on setbacks and clearing of the property, which were
addressed by Mr . Howard .
■ Carol Appleton moved to accept as presented . Steven Bergquist seconded .
■ All voted in favor .

■ David Cash , homeowner represented himself at the meeting .
• Kavin Shah of Ace Solar was also present at the meeting .
■ No changes to the plans from the May 24, 2021 meeting was provided to the Committee for
consideration .

■ Chairman Trabulsie stated that per Chapter 470 MGL ( page 31 of the Bulletin ) , one of the criteria
of roof mounted solar panels is minimal visual impact on the neighborhood , which the
Committee does not feel that this application meets .
■ Carol Appleton moved to deny this application as it does not meet minimal visual impact on the
surrounding neighborhood as per the Bulletin . Patricia Busch seconded .
■ All voted in favor .

■ Diane Addison with My Generation Energy represented the homeowners .
■ 34 black roof mounted solar panels on various roof lines .
■ Chairman Trabulsie stated that this meets the minimal visual impact criteria and has heavy
vegetation in the front of the home .
■ Steve Bergquist moved to accept as presented . Carol Appleton seconded .
■ All voted in favor.

Roof Mounted Solar Panels
■ Desiree Revoir from E2 Solar represented the homeowners .
■ Part of the panels being proposed would be the use of white diamond panels .
■ Carol Appleton was concerned with what was presented to the Committee for review as it did not
clearly depict where the panels would be located on the dwelling .
■ Site visit is requested by the committee .
■ Steve Bergquist moved to continue to the July 12 , 2021 meeting pending a site review . Carol
Appleton seconded .
■ All voted in favor.

Fence
■ Julie and Gregory Wallace attended the meeting on their own behalf.
■ Mr. and Mrs . Wallace would like to install a vinyl fence on the property .
■ Chairman Tra bu Isiew stated that the guidelines note that the use of natural material whenever
possible is recommended .
■ Homeowner proposed using red cedar ( left natural ) instead of vinyl .
■ Carol Appleton accepted to approve as amended . Steven Bergquist seconded .
■ All voted in favor.

■ Jason Devine of Baystate Solar represented the homeowners .
■ Thirty-seven ( 37 ) black mounted solar panels to be installed on the existing rear roof.
■ Patricia Busch moved to accept as presented . Carol Appleton seconded .
■ All voted in favor.

■ The committee felt that the panels will have minimal impact on the surrounding area .
■ Steve Bergquist moved to accept as presented . George Carey seconded .

■ Homeowners were present and reviewed the application with the committee .
■ Porch roof will be asphalt and will match existing roof.

■ Gutters will be Copper .
■ Any changes as agreed upon at this meeting will require an amendment .
■ Carol Appleton moved to accept as amended . Steve Bergquist seconded .
