PRESENTATION-PET OF THE MONTH Cindy Rigney , the new president of the Board of Directors , introduced the featured pet for the month, Queen Latifah . Queen Latifah is approximately 8 years old Chihuahua and weighs just under 12 pounds . Those interested in adopting her can call the San Gabriel Valley Humane Society at (626) 286-1159. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Mary Kokayko, Temple City resident, commented that th e City's current Dial -A - Ride service provider is not responsive and is not providing good service . CONSENT CALENDAR Mayor Blum pulled item 7 .G . and TH . for staff presentation Councilmember Vizcarra moved to approve the remaining items on the Consent Calendar, seconded by Mayor ProTem Chavez and unanimously carried . F. ACCEPTANCE OF PLANS , SPECIFICATIONS , AND ESTIMATES (PS&E ) FOR STATE-FUNDED CAPITAL IMPROVEMENT PROGRAM PROJECT FOR IMPLEMENTATION OF BICYCLE MASTER PLAN-IN STALLATION OF 12 .6 MILES OF CLASS II AND CLASS Ill BICYCLE LANES Over the past several years , the City has been working to become more bike- friendly . The adoption of the Bicycle Master Plan in 2011 established a long term blueprint for the creation of an integrated system of bike lanes . The award of the BTA grant by Caltrans in 2012 and the hiring of a design consultant in 2013 to prepare the PS&E package have allowed the City to make progress in fulfilling its vision . The City Council is requested to accept the PS&E package so that staff can proceed with advertisement for construction bids . Public Safety and Services Manager Sahagun gave a brief summary of the staff report. Mayor ProTem Chavez made a motion to accepted Plans , Specifica tions , and Estimates for State-funded Capital Improvement Program Project (P13-12 ) implementa tion of Bicycle Master Plan ; and authorized the Interim City Manager to release plans and specifications for bid advertisement. Seconded by Councilmember Yu and unan imously carried . G. ACCEPTANCE OF PLANS , SPECIFICATIONS , AND ESTIMATES (PS&E ) FOR STATE-FUNDED CAPITAL IMPROVEMENT PROGRAM PROJECT FOR CONSTRUCTION OF 45 SEPARATE IMPROVEMENTS AROUND NINE SCHOOL SITES Since 2010 , City staff has worked with Temple Ci ty Unified School District (TC USD) staff to identify needed pedestrian safety improvements around school sites within Temple City. Improvements have also been identi fied in the City's Traffic Calming Master Plan . In 2012 , th e City took an important step towards implementing these necessary imp rovements by app lying for, and receiving an award from Ca ltrans to fund the City 's Safe Routes to School (SR2S) project. The City's design consultant for the proje ct , Elie Farah , Inc ., has prepared the PS&E package for the project. City Council is requested to accept t he PS&E City Council Minutes May 6 , 2014 Page 3 of 15 package so that it can subsequently be advertised for construction bids . Public Safety and Services Manager Sahagun gave a brief summary of the staff report . Mayor ProTem Chavez made a motion to accepted Plans, Specifications . and Estimates for Capital Improvement Program Project (P13-13) for co nstru ct io n of 45 separate improvements around nine school sites ; and authorized the Interim City Manager to release plans and specifications for bid advertisement. Seconded by Councilmember Yu and unanimously carried. A. ADOPTION OF RESOLUTION NO . 14-4988 DECLARING THE CITY 'S INTENTION TO LEVY AND COLLECT LIGHTING AND MAINTENANCE DISTRICT ASSESSMENTS FOR FISCAL YEAR (FY) 2014-15 AND City Council Minutes May 6 , 2014 Page 4 of 15 ESTABLISHING THE TIME AND PLACE FOR HEARING PUBLIC OBJECTIONS The City Council is requested to accept the Engineer's Report for the Temple City Citywide Lighting and Maintenance District for Fiscal Year (FY) 2014-15 and adopt Resolution No . 14-4988. ADOPTION OF RESOLUTION NO . 14-4991 APPROVAL OF PAYMENT OF BILLS REVISED 5-1-2014 The City Council is requeste!d to adopt Resolution No . 14-4991 authorizing the payment of bills . Action : Adopted Resolution No . 14-4991 . 8. PUBLIC HEARING A. CONSIDERATION TO INCREASE THE ALLOCATION FOR THE FEDERALLY FUNDED COMMUNITY DEVELOPMENT BLOCK GRANT (C DBG) PROJECT FOR DOVVNTOWN PARKING LOTS AND TEMPLE CITY BOULEVARD ACCESSIBILITY IMPROVEMENTS PER THE AMERICAN WITH DISABILITY ACT (ADA) (PROJECT NO . 601595 -13 NO . 60 1596-13 ) The CDBG Program was established with the primary objective of developing viable communities by creating suitable living environments, maintaining and creating decent housing , and creating and maintaining job opportunities for low-and moderate-income pE~rsons . In the past, the City has been limited to its housing rehabilitation loan program and the City 's youth scholarship program . Due to the City's need to reduce its CDBG funds balance, two out of cycle ADA improvement projects (Project) were created. City issued an RFP for the Project with a bid deadline of March 4 , 2014 . The lowest bid received for the Project was f rom FS Construction . However, the lowest bid was higher than the engineer's estimate . The City Council is requested to increase the allocations for the Project utilizing the City's unallocated CDBG Funds . City Council Minutes May 6, 2014 Page 5 of 15 Associate Planner Gulick gave a brief summary of th e staff report . Mayor Blum opened public hearing . Mayor Blum closed public hearing . Councilmember Sternquist made a motion to appropriate $20 ,800 of unallocated CDBG funds for the Downtown Parking Lot ADA Imp rovemen t Project (Project No . 601595-13), bringing the total of the project to $135,800 , and appropriate $19 ,200 of unallocated CDBG funds fo r the Temp le City Boulevard Accessibility ADA Improvement Project (Project No . 601596-13), bringing the total of the project to $124 ,200. Seconded by Councilmember Yu and unanimously carried. 9. UNFINISHED BUSINESS A. APPROVAL OF AGREEMENT FOR SERVICES WITH SOUTHLAND TRANSIT, INC . FOR DIAL-A-RIDE (DAR) TRANSPORTATION SERVICES FOR FISCAL YEARS (FY) 2014-17 REVISED 5-1-2014 The City is in the third year of a three-year agreement wit h First Transit to provide DAR transportation services . Although the agreement allows for two one-year extensions , with the ongoing concerns expressed from DAR members the past two and a half years and the consultant's inabi lity to effectively address dispatch and customer service concerns , staff felt it was in the best interest of the City to solicit proposals for DAR services this year . Parks and Recreation Director Burroughs gave a summary of the staff report . Councilmember Sternquist commented that she was concerned that the City did not discontinue the contract with c urrent Dial-A-Ride provider even with all the issues and complaints from the riders . She asked if safeguards were put in place so that the City does not repeat this experience again. Parks and Recreation Director Burroughs responded that the City went through an adjustment period with the new Dia l-A-R ide pro vide r and allowed t he contractor opportunities to make corrections to address issues and concerns . However, because the contractor was not able to resolve the differen t issues , staff decided to issue a Request for Proposal instead of renewing the co ntract. Councilmember Yu asked how rider complaints were tracked . Parks and Recreation Director Burroughs responded that staff keeps track of phone calls by the riders and we get a copy of the phone logs from the Dial-A-Ride service provider. Jessie Roach , First Transit , expressed his regret that Fi rst T ra nsit was not able to resolve issues brought up by the rid ers and City staff. He thanked t he City City Council Minutes May 6, 2014 Page 6 of 15 Council for the opportunity to work with the City. Scott Transue, Southland Transit, gave a brief introduction and background of the company . Mayor Blum opened public comment. Jerry Jambazian, Temple City business owner, asked how many vehicles are dedicated to the City. Parks and Recreation Director Burroughs responded that the contractor is to provide three vehicles during peak times and backup vehicles during busy times. Mary Kokayko, Temple City residents , commented about the statements made by the speaker from First Transit and expressed extreme dissatisfaction about the service provided by the City's current Dial-A-Ride provider. Mayor Blum closed public comment. Councilmember Yu asked Mr. Transue how their company handles situations when driver is not able to locate a rider . Mr. Transue responded that the driver does not leave the location without making an attempt to find the rider. Councilmember Sternquist asked Mr. Transue if there would be a cost savings for contracting for an 8 passenger versus a 16 passenger van . Mr. Transue responded that there may not necessarily be savings. Mayor ProTem Chavez commented that when one services the public , it is not possible to prevent complaints . He thanked First Transit for their effort to provide good service . City Attorney suggested that City Council add additional language to the agreement to include a monthly report from the contractor regarding rider complaints and for contractor to meet with staff annually to review the services provided. City Manager Penman stated that performance measures are already in place in the agreement but staff will add the additional proposed language as exhibit to the agreement. Mayor Pro Tem Chavez made a motion to award a three-year Agreement for Services to Southland Transit, Inc . for management and operation of the City 's Dial-A-Ride program ; and authorized the Interim City Manager to finalize and execute the agreement in an amount not to exceed $1 ,290 ,705 over the three- year term with the condition to add additional proposed language as City Council Minutes May 6, 2014 Page 7 of 15 suggested by the City Attorney to address Dial-A-Ride riders' complaints. Seconded by Councilmember Vizcarra and unanimously carried. B. ADOPTION OF RESOLUTION NO . 14-4983 ESTABLISHING THE TEMPLE CITY GENERAL PLAN ADVISORY COMMITTEE (GPAC); ADOPTION OF GPAC BYLAWS ; AND APPOINTMENT OF MEMBERS TO THE GPAC The Temple City General Plan Update known as the "Temple City 2050 Mid - Century Plan" is an opportunity to plan the future of Temple City and will set the direction of the City for the next generation . As part of the update process , staff is proposing to establish a GPAC consisting of up to 13 residents to advise staff and our consultants on issues raised during the process , to facilitate public participation , and to make a recommendation to the Planning Commission and City Council on an updated General Plan, a Specific Plan for the intersection of Las Tunas Drive and Rosemead Boulevard , and an updated Zoning Code . Planning Manager Starns gave a brief summary of the staff report and added that Mr. Ken Knollenberg expressed interest in serving as a committee member. Mayor Blum opened public comment. Councilmember Yu stated that he would like to add Ms . Betty Kwon to the committee . Mayor Pro Tern Chavez asked Planning Manager Starns about the selection process of the recommended committee members. Interim City Manager Penman added that previous Community Development Director had selected individuals who have participated in City programs and is familiar with basi c operation of the City. City Attorney Vail stated that City Council adopting of the bylaw will not proh ibit them from continuing to discuss the appointment of comm ittee members . Mayor Blum closed public comment. Mayor Pro Tern Chavez made a motion to adopt Resolution No . 14-4983 establishing the Temple City General Plan Advisory Committee and adopt by- laws for the GPAC. Seconded by Councilm ember Vizcarra and unani m ously carried . City Council continued the appointment of committee members and directe d staff to establish a simple form for interested individuals to fill out. City Council Minutes May 6, 2014 Page 8 of 15 Councilmember Sternquist sUiggested a statement of interest instead of a long application. Interim City Manager Penman suggested that City Council provide names of potential committee members to staff and for those i nterested to contact staff in lieu of staff conducting active recruitment. City Council directed staff to bring back appointment of GPAC members at the City Council meeting in June. 10. NEW BUSINESS A. APPROVAL OF FIRST AMENDMENT TO AGREEMENT WITH CLS LANDSCAPE MANAGEMENT, INC. FOR LANDSCAPE MAINTENANCE SERVICES ON ROSEMEAD BOULEVARD With completion of the Rosemead Boulevard Project expected this month , the City will need to take over maintenance of Rosemead Boulevard within the City limits. Staff requested a quote from CLS to add weekly maintenance of the medians, planters and parkways along Rosemead Bouleva rd to the existing agreement. Weekly maintenance would include weeding , trimming , mulching , trash pick-up , and irrigation checks. CLS provided a bid with two options to the City . The City Council is requested to approve the First Amendment to the agreement with CLS Landscape Management, Inc. for landscape maintenance on the medians and planters on Rosemead Boulevard . Parks and Recreation Director Burroughs gave a brief summary of the staff report. Mayor Blum opened public comment. Jerry Jambazian , Temple City business owner, asked questions regarding the maintenance of street medians and gutters. Public Safety and Services Manager Sahagun responded that Athens Services will clean the streets . Mayor Blum closed public comment. ACCEPTANCE OF BID 1!\ND AWARD OF CONTRACT FOR THE FEDERALLY FUNDED COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECT FOR DO,NNTOWN PARKING LOTS AND TEMPLE CITY BOULEVARD ACCESSIBILITY IMPROVEMENTS PER THE AMERICAN WITH DISABILITY ACT (PROJECT NO . 601596-13 , HOUSING AND URBAN DEVELOPMENT (HUD) CODE : 03G AND PROJECT NO. 601595-13 , HUD CODE: 03L; BID NO . P14 -14 AND P14-15 , CIP NO . P14-14 AND P14 -15 ) At the June 27 , 2012 mee·ting with the CDC , staff confirmed the City 's commitment to meeting an aggressive schedule for the construction of ADA accessibility ramps in City-owned parking lots as well as street corners and sidewalks . The City Council is requested to accept the bid for the federally funded CDBG Project for Downtown Parking Lots and Temple City Boulevard Access Improvement submittt:ld by FS Construction . Mayor Pro Tern Chavez made a motion to accept the bid submitted by FS Construction for the federally funded CDBG Project for Downtown Parking Lots and Temple City Boulevard Accessibility Improvements Project per the American with Disability Act (ADA) (Project No . 601596-13, HUD Code : 03G and Project No . 601595-13 , HUD Code : 03L; Bid No . P14-14 and P14 -15 ; CIP No. P14-14 and P14-1!5); and authorized the Interim City Manager to execute the Public Works Contract with FS Construction . Seconded by Councilmember Vizcarra and unanimously carried . C . AWARD OF CONSULTANT SERVICES AGREEMENT TO KIM LE Y -HORN AND ASSOCIATES , INC . FOR PREPARATION OF A TRAFFIC IMPACT ANALYSIS FOR LAS TUNAS DRIVE SAFETY ENHANCEMENT AND BEAUTIFICATION PROJECT, CIP NO . P13 -04 Over the past two years , thte City of Temple City has been making steady progress at the planning and design stage to transform Las Tunas Drive from an auto-oriented thoroughfare into a vibrant and attractive community and regional destination . To this end, th e City solicited the services of a design consultant to prepare schelmatics and a finalized design plan for the thoroughfare . Following the preparations of those plans , it was re commended that the City conduct a TIA to evaluate the environmental impact of each of the proposed changes to Las Tunas Drive . T his analysis is part of th e CEQA process that is required by California state law. Public Safety and Services Manage r Sahagun gave a brief summary of the staff report . City Council Minutes May 6 , 2014 Page 10 of 15 Councilmember Yu commen1ted regarding the traffic im pact th1s project will have on the eastward/westward streets off of Las Tunas Drive . Ali Cayir, City's contract en~Jineer , responded that the TIA will identify the impacts . City Council asked why TIA was not done previously . Mr. Cayir answered that TIA is what is needed now to move the project forward . Councilmember Yu summarized that City Council previously selected a design option and the TIA is Ito address the traffi c impact the selected design option will have on the City . Mayor Blum opened public comment. Jerry Jambazian, Temple City business owner , asked if there will be additional community meeting1s to share the results of the TIA. Mary Kokayko , Temple City resid ent, spoke in opposition of reducing the traveling lanes on Las Tunas Drive . Mayor Blum closed public comment. Councilmember Vizcarra macte a motion to review and approve the attached Consultant Services Agreement with Kimley-Horn and Associates , Inc. for the preparation of a Traffic Impact Analysis Report based on their Proposal submitted in response to City's Request for Proposals for Las Tunas Drive improvement design alternatives for the Las Tunas Drive Safety Enhancement and Beautification Project (C IP No . P13 -04); and authorize the Interim City Manager to execute the Consultant Services Agreement with Kimley-Horn and Associates, Inc. in an amount not to exceed $42 ,551 . Seconded by Councilmember Yu and unanimously carried . City Council meeting recessed at 9 :24 p .m . and re co nve ned at 9:28 p.m . with Councilmember Yu , Mayor Pro Tern Chavez and Mayor Blum . UPDATE FROM CITY MANAGER Interim City Manager Penman reported on upcoming City events : Saturday , May 10 , Rosemead Blvd. Grand Opening Festival. A formal dedication begins at 9 a .m., City Council Minutes May 6, 2014 Page 11 of 15 followed by family activities from 10 a .m . to 1 p .m .; Monday , May 13 , Jazz bands from Oak Ave. Intermediate and Temple City High School wil l perfo rm a f ree concert at Temple City Park . Performance begin at 6 p .m .; Wednesday , May 21 , City Council will meet to discuss the City's preliminary budget for the upcoming 2014-15 fiscal year. The study session begins at 7 p.m . in the Community Room adjacent to City Hall . Meeting materials w ill be available for downloading next week from the City's website , www.temple city.us.; remediation services to remove asbestos, mastic and lead -based paint from the former mortuary building are out to bid . The remediation work is required before the building is demolished . Demolition of the building is scheduled for this fall ; the Longden Sewer Project, which replaced nearly 1/3 mile of old sewer line between Rosemead Blvd . and Encinita Ave ., is nearing completion . The contractor is working on a "punchlist" of remaining items , which should be finished within the next 30 days . 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. SCHOOL DISTRICT/CITY STANDING COMMITTEE (Mayor Pro Tern Chavez and Mayor Blum)-Formed 1/3/2 012 Mayor Pro Tern Chavez reported on the standing committee meeting of April 29 regarding a joint meeting of the City Council and School Boardmembers , establishing a joint committee of School Boardmembers and City Council to follow up on the recommendations in the City's Parks and Open Spa ce Master Plan and update on the crossing guards for the schools . COUNCILMEMBER STERNQUIST Mayor Blum reported on behalf of Councilmember Sternquist that the Los Angeles County Library Commission will be holding a meeting at the Temple City Library on May 21 , 10:30 a.m . She invited the public to attend the meeting and express concerns regarding our library . B . COUNCILMEMBER VIZCARRA Councilmember Vizcarra reported on two items (i .e., CaiTrans ' Connector Corridor Pilot Program and PACE/HERO 's Program) that were discussed during a recent San Gabriel Valley Council of Government meeting he attended . C . COUNCILMEMBER YU-None D. MAYOR PROTEM CHAVEZ Mayor Pro Tem Chavez reported on a joint meeting of the Upper San Gabriel Valley Municipal Water District and the San Gabriel Valley Counci l of Government regarding water issues in the San Gabriel Valley . He announced that the Upper San Gabriel Valley Municipal Water District is offering a tour of their facility and service area on May 22 & June 26 . Those interested can sign up at City Hall. Mayor ProTem Chavez complimented staff on the successful Neighborhood Clean Up event this past Saturday, May 3. E.
