MINUTES - SPECIAL MEETING
Board of Commissioners
Thursday, March 31, 2005 - 7:00 p.m.
Town Barn
The Hillsborough Town Board held a Special Meeting on March 31, 2005 at 7:00 PM in the
Hillsborough Town Barn. Present for the Meeting were Mayor Joe Phelps, and Commissioners
Eric Hallman, Frances Dancy, Michael Gering, Brian Lowen, and Evelyn Lloyd. Staff present
were Town Manager Eric Peterson, Assistant Town Manager/Public Works Director Demetric
Potts, and Planning Director Margaret Hauth
1. Open the Meeting
Mayor Joe Phelps called the meeting to order at 7:04 PM.
. . 2. Agenda Changes & Agenda Approval
By consensus, the Agenda was approved as presented.
3. Welcome State Representative Bill Faison to the Meeting
Representative Faison discussed his legislative priorities as well as his committee assignments in
the State House of Representatives.
4. Discuss Legislative Priorities and Areas of Interest
. Learn About Rep. Faison's Legislative Priorities and Committee Assignments
· Possible Opportunities for the State Assistance with Sidewalks, Economic
Development, and Parks & Recreation Projects
. Support for Issues that are Supported by the TJCOG and North Carolina League of
Municipalities: 1) Provide Revenue Options for Local Governments, 2) Medicaid
Relief, and 3) Water Resources Management Funding for Regional Councils of
Government - Please see Attachments for further information.
· The Importance of Municipalities not Having Their Annexation Authority
Unreasonably Restrained

The Board discussed some of their legislative priorities: Seeking assistance with funding for the
side walks, parks and recreation, and economic development opportunities.

The Board also discussed legislative issues such as providing a variety of revenue options for
local government since they are so dependent on the property tax, Medicaid Relief, the matter of
25-year retirement for law enforcement officers and all other emergency response personnel, and
annexation authority.
Representative Faison encouraged the Board to call him if they needed assistance on any issues.
5. Thanks to Rep. Faison for Offering to Meet with the Board and Learn About Hillsborough's
Priorities and Concerns
Mayor Phelps thanked Representative Faison for meeting with the Board.
6. Other
Town Manager Eric Peterson updated the Board stating that he had received an e-mail from
Action Audits Consultant Bob Sepe declaring that the Town needed to follow up with Time
Warner Cable and request the financial information denied to us by the FCC. He stated that the
Town has the authority under our franchise agreement to request this information and provided a
draft letter to use to make the request.
By consensus, the Board directed the Town Manager to proceed with the request.
7. Adjourn
By consensus, the Board agreed to adjourn at approximately 8:45 PM.
