The Common Council of the City of Richmond,Indiana met in a Regular Meeting February
22,2022 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR
President Turner called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker.
Also in attendance were Kim Vessels,Assistant Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Traci McGinnis, Deputy Controller; Fire Chief Jerry
Purcell; Ian Vanness, Infrastructure and Development; Tracy Bosell, Street Department
Superintendent and,Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held February 22,
2022, supported by Councilor Goss. Upon a vote viva voce,the motion carried.

Minutes of the January 20&27, 2022 meetings were accepted as presented.

REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES,
SPECIAL COMMITTEES and/or ORGANIZATIONS
• STREET DEPARTMENT—Mr. Bosell reviewed the activities of the Street
Department during the past year. He noted that utilities are now installing under
sidewalks which reduces the amount of street repair necessary.
ORDINANCES ON FIRST READING
Councilor Oler moved to suspend the rules and read Ordinance Nos. 9 & 11-2022 on first
reading by title only, supported by Councilor Goss. Upon a vote viva voce, the motion
carried.
ORDINANCE NO.9-2022—A SPECIAL ORDINANCE VACATING A PUBLIC WAY
—ALLEY(801 National Road West)
The Clerk read Ordinance No. 9-2022 on first reading by title only.
Ordinance No.9-2022 was referred to the Richmond Advisory Plan Commission for public
hearing on February 24,2022.
ORDINANCE NO. 11-2022 — AN APPROPRIATION ORDINANCE AMENDING
ORDINANCE NO. 42-2021 KNOWN AS THE SANITARY DISTRICT 2022 SALARY
ORDINANCE
The Clerk read Ordinance No. 11-2022 on first reading by title only.
Councilor Goss moved to advance Ordinance No. 11-2022 to second reading and Public
Hearing, supported by Councilor Cappa. Upon a vote viva voce,the motion carried.
The clerk read Ordinance No. 11-2022 on second reading by title only.
There being no comments for or against,Councilor Oler moved for engrossment,supported
by Councilor Cappa. Upon a vote voce,the motion carried.
Councilor Goss called for the question. Ordinance No. 11-2022 was adopted with a 9-0
roll call vote.
