HomeMy Public PortalAbout03-03-2022 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, MARCH 3,2022 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., March 3, 2022, in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk; Police Chief Mike Britt; Kelley Maze, Chief of EMS; Fire Chief Jerry Purcell; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of February 24, 2022, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for March 4, 2022 in the amount of Seven Hundred Thirty Five Thousand One Hundred Seven Dollars and fifty six cents ($735,107.56), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT -None PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS • NEW HANDICAP SIGN 525 Pearl Street Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • STREET CLOSURE Richmond Evening Optimist 5K On March 19, 2022 at 9:00 a.m. they are requesting a rolling road block. There will be an officer with them as they are on the route. It will start at the Richmond Evening Optimist field and go through the Park Terrace neighborhood back to NW 13th Street to West Main Street down NW 7th Street around Dennis Middle School back to West Main Street and end back at the field on NW 13th Street. They aren't expecting any more than 25 runners/walkers. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. BID OPENINGS -None BID AWARDS • AMBULANCE Penn Care, Inc. for a 2023 Braun Chief XL Type III Ambulance for the Fire Department in the amount of$217,555.00. This was tabled. CONTRACTS • CONTRACT NO. 20-2022—AMERICAN TEST CENTER The City retains Contractor to provide on-site testing and inspection services for Aerial and Fire Ground Ladders and other related equipment, for the Fire Department, for the 2022 Board of Works Minutes March 3,2022 calendar year. All testing and inspections of all equipment shall be completed in accordance with the National Fire Protection Association (NFPA) standards. Not to exceed $2,820.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 32-2022—SPEEDY PETE'S The City retains Contractor to provide general on-call maintenance and repair of the Fire Department EMS apparatus (ambulances) during the 2022 calendar year in the amount not to exceed $80.00 per hour. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. 33-2022—CJM COMMERCIAL PROPERTIES,LLC This is a lease agreement with the Fire Department for a 1000 square foot storage space located at 1204 %2 South 9th Street for a monthly amount of$175.00 from June 2022 to June 2023 then increasing to $200.00 a month from June 2023 to June 2024. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 35-2022—PRO AIR MIDWEST LLC The City retains Contractor to provide services in connection with the air compressor maintenance and air quality samples on Mako, Bauer, and Eagle Equipment for the Fire Department. Said compressors are located at Fire Department Station No. 1,No. 3, and at the Izzy Edelman Police and Fire Training Facility. Not to exceed the projected amount of$4,240.00 Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. 36-2022—COMMUNITY FORD OF BLOOMINGTON The City retains Contractor to furnish four 2022 Ford Police Interceptor Utility All-Wheel Drive Base SUV units with options for the Police Department. Each unit cost $33,200.25 for a total of$ 132,801.00. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. Board of Works Minutes March 3,2022 • CONTRACT NO. 37-2022 - PEDRO FELICIANO, D/B/A PREVENTIVE MAINTENANCE SERVICES The City retains Contractor to provide on-call and on-site general maintenance and repair of all Fire Department apparatus and administrative staff vehicles not to exceed$60.00 per hour. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 39-2022—ROONEY & CO. LLC The City hereby Contractor to provide professional cost report preparation services in connection with the prior year (2021) Indiana Medicaid Freestanding Governmental Ambulance Provider Cost Report. Contractor shall also provide answers to the Fire Department administration in the event technical issues and/or other questions arise prior to and/or during the filing of the Cost Report. Not to exceed$4,000.00 Ms. Palmer moved approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried.
