BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA. FEBRUARY 18. 1993
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, February 18,
-' 2 1993, in the Municipal Building in said City. Chairman Janet Hibner presided with Earnest Jarvis and Dennis
3 Grimes in attendance.The following business was had to-wit:

7 The minutes of the February 11, 1993, meeting were approved on a motion by Jarvis, second by Grimes and
8 carried by a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims were submitted by the City Controller's office for $197,498.90 which included $15,000 to Whitewater
13 Community Television public access channel in support of its operations and payments of $14,700, $18,311,
14 $27,355 and $50,623 to Wayne County Insurance for property liability insurance premiums. Also, claims for
15 $274,962.57 which included $11,044 and $98,024 for payment of health insurance claims. Grimes moved that
16 the claims be approved,second by Jarvis and the motion was carried by a unanimous voice vote.

20 A. The handicapped parking space request for Ron Davidson at 1225 South 8th Street was discussed
21 and photos accompanying the recommendation of the Traffic Safety Division were studied.Jarvis noted
22 that the Traffic Safety Division had contacted the Davidsons and suggested that they should be present
23 at this meeting, however the family was not represented. Jarvis suggested that the City Clerk contact
24 the Davidsons and request their appearance at the Board's February 25 meeting. No action was taken
25 but Board members agreed to place the request on next week's agenda.

27 B. Appearing before the board was James Downing, son of Everett Downing, appealing the Board's
28 denial of the renewal of his father's handicapped parking space request at his home at 311 South 7th
29 Street. The Board acted upon the Traffic Safety Division's recommendation that the request be denied
30 because the residence did not meet the ordinance guidelines. Downing said the three dumpsters in the
31 rear of the property sometimes get in the way when parking vehicles there. He added that he will soon
32 be putting an off-road trailer in that parking area and said his 73-year-old mother had only been driving
33 10 years and it is difficult for her to maneuver an auto in the alley. He said it is not a suitable situation
34 for her to be running in and out of the alley. He said distance is a big factor since his father is in failing
35 health. _

37 Chairman Hibner reminded Downing of the wording in the ordinance, saying that, in denying the
38 request,the Board was simply abiding by the guidelines. Downing suggested changes be made in the
39 ordinance and Hibner advised him to go through a Councilmember and request that he or she sponsor
40 the proposed changes. Jarvis moved to deny Downing's appeal but noted that the relocation of the
41 dumpsters would be pursued,second by Grimes and carried by a unanimous voice vote.

47 OTHER MATTERS

49 A. Chairman Hibner read a letter from Fire Chief James Sticco advising the Board of the retirement of
50 Lt. Gene Murray after 30 years of service with the Richmond Fire Department. Board members voiced
51 their appreciation of Murray's length of service to the City. Sticco appeared before the Board and
52 commented on Murray's value to the department, noting he had served in several different capacities.

54 B. Grimes read a letter from the Richmond Police Department noting the promotion of Officer John
55 Retherford to Patrolman First Class after completing his first year with the department. Major John
56 Farmer presented Officer Retherford to the Board.

58 C. Board members found themselves in an unusual situation with the notification of the retirement of
59 Guido, a K-9 dog who has been with the Richmond Police Department for six years. Officer Paul
60 Phillips, who has been the dog's handler for the past three years, appeared with Guido before the
61. Board. Major Farmer said Guido has done a fine job but due: to health problems which includes some
62 arthritis,probably caused from jumping in and out of too many windows, is unable to perform his duites.
63 He will, however, remain in the care of Officer Phillips and his family.

1 D. Major Farmer reminded the Board of the anti-drug message performance scheduled to take place at
2 7 p.m. Saturday, February 27, in the Tiernan Centerat Richmond High School. Performing, for the
3 second consecutive year,will be Dayton,Ohio police a: ct s known as COPRZ.

8 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
9 voice vote,the meeting was adjourned.
