FEBRUARY 11. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 February 11, 1993 in.said City.Janet Hibner presided with Earnest Jarvis and Dennis Grimes in attendance.The 3 following business was had to-wit: 4 5 APPROVAL OF MINUTES OF FEBRUARY 4.1993 6 7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried by a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office were in the amount of $184,695.67 which included payment of 13 $16,650 for the F.O.P. health insurance fund for retirees, $45,543.14 for DeLucio & Sons for resurfacing the 14 South Sixth Street parking lot and $13,416.64 to Divers Supply Muncie Inc. for scuba diving equipment. Also 15 $79,549.09 which included $4,208.35, $40,816.08 and $6,353.67 for the City's share of health insurance 16 premiums for February; also $614,954.05, most of which was for payroll and payroll taxes for the pay period of 17 February 5, 1993. Grimes moved to approve the claims, second by Jarvis and carried by a unanimous voice 18 vote. 19 20 REQUESTS 21 22 A. Handicapped parking requests made by Barbara Ponder,314 South 11th Street, Clarence Myers at 23 307 North 17th Street, Clarence Taylor at 238 South 4th Street, Alonzo Eubanks at 521 South 10th 24 ' Street, Phyllis M. Smith at 511 South 8th Street and Mary Jeffers at 736 South 6th Street, all were 25 approved for renewal through a motion by Jarvis,second by Grimes and carried by a unanimous voice 26 vote. The following two were denied through a motion by Jarvis, second by Grimes and carried by a 27 unanimous voice vote. The request made by Everett M. Downing at 311 South 7th Street was 28 discussed, with Jarvis reading the report submitted by the Traffic Safety Division noting that the 29 residence had ample off-street parking..Jarvis recalled that the request was approved by the Board one 30 year ago when Downing's son appeared before the Board and indicated that the lock on the back door 31 needed replaced. He said he was under the impression at that time that the situation would be 32 corrected. However,the Traffic Safety Division reported that the conditions were the same as last year 33 and the residence does not meet the guidelines as stated by the ordinance. The request by Francis P. 34 Boughner at 442 South West 2nd Street was also reviewed by the Traffic Safety Division which found 35 the residence has sufficient off-street parking in the rear where tire marks appear to show vehicles 36 have been parking there. Both reports were accompanied by a photograph. Chairman Hibner noted 37 that the Board had authorized the purchase of a camera to be used by the Traffic Safety Division when 38 reviewing such requests. 39 40 B. Another request read by Jarvis was made by People's Loan & Trust Bank at 7th and Promenade 41 asking for the placement of a new automobile either on the Promenade or beside their building for the 42 purpose of an "interest" promotional to begin Feburary 16, 1993. Jarvis noted that the police have 43 discontinued driving their cars on the Promenade because of the damage to the bricks and Captain 44 Danny McClure commented on the bank's use of the 15-minute parking spaces. Jarvis said he would 45 "reluctantly" recommend approval if the bank wanted to use one of the 15-minute spaces, but for no 46 more than one week starting Tuesday, February 16, second by Grimes and carried by a unanimous 47 voice vote. Chairman Hibner directed the City Clerk to notify the bank of the Board's action. 48 49 CONTRACTS 50 51 None 52 53 CURB CUT/DRIVE-WAY PETITION 54 55 Jarvis read a request for a curb cut/drive-way petition made by Paul Jensen, contractor, for owner Bill May at 56 115 Lin-Kay Place. Jarvis, noting that the request had been through all the proper channels and received 57 approval, recommended Board approval,second by Grimes and carried by a unanimous voice vote. 58 59 ADJOURNMENT 60 61 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 62 63 64 65 Janet Hibner,Chairman ATTEST: Norma Carnes, City Clerk
