BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA.JANUARY 28. 1993
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, January 28,
2 1993, in the Municipal Building in said City. Chairman Janet Hibner presided with Dennis Grimes and Earnest
3 Jarvis in attendance.The following business was had to-wit:

7 Jarvis moved to approve the minutes as submitted,second by Grimes and carried by a unanimous voice vote.

9 CLAIMS FOR PAYMENT

11 Claims were submitted by the City Controller's office for $98,220.15, which included $63,944.70 for RP & L for
12 electric service for the City including street lights; $885,125.56 which included $195,400.95 for health insurance
13 and the remainder for payroll and payroll taxes for January 8; 671,881.99 which included claims for payroll and
14 payroll taxes for January 22; and $1,034,725.18 which includes $954,993.75 paid to Star Bank for Sanitary
15 District Coupon Bonds payments, 1974, 1980 and 1981 issue. Grimes moved to approve-the claims,second by
16 Jarvis and carried by a unanimous voice vote.

18 REQUESTS

20 A. Jarvis read a letter from the Traffic Safety Division, noting that Officer Dale Sharits was requesting a
21 curve sign at Old National Road East and Ahaus Tool Co. It stated that there is a sharp left curve prior
22 to intersecting with Industrial Parkway and vehicles driving through the green area are making ruts in
23 the grass. After looking at a photo showing the damage being done, discussion centered around a
24 curve sign and guard rail with Captain Danny McClure who recommended trying the curve sign first.
25 Jarvis moved to approve signage for Old National Road East by the Ahaus Tool Co.to try to keep the
26 traffic off the green area and continue to monitor the area and if that doesn't work, put up a guard rail,
27 second by Grimes and carried by a unanimous voice vote.

29 B. Another letter from Captain McClure concerning the request by Jim Morrow of 520 South H Street
30 for No Trucks sign to be placed at South 6th and G Streets was read by Jarvis. He noted that the
31 Traffic Safety Division and engineering division of Public Works had checked the area resulting in the
32 conclusion that the street is not wide enough or the surface strong enough to accommodate the big
33 trucks. Captain McClure recommended a No Trucks sign be placed at South 6th and G Streets for
34 southbound traffic onto South 6th Street. Morrow appeared before the Board and elaborated on the
35 problem, producing a drawing of the area. Jarvis moved to approve a No Trucks sign be installed at
36 South 6th and G Streets to keep the trucks from going south on South 6th which is a one-way street.

38 C. Handicapped parking reqauests read by Jarvis included those made by Velma Brown at 210
39 Richmond Avenue which was denied on a motion by Jarvis, second by Grimes and carried by a
40 unanimous voice vote. The remaining requests made by Second Presbyterian Church at 310 North
41 19th Street, Desi Wafter at 602 South 6th Street, Laura Center at 600 South 6th Street and Joyce A.
42 McKinley at 213 South 3rd Street were approved on a motion by Jarvis, second by Grimes and carried
43 by a unanimous voice vote.

45 D. Before asking Councilmember Don McBride to appear before the Board, Chairman Hibner explained
46 the procedure of street light requests, noting the different steps the request must be taken through
47 before it gets to the Board. McBride, chairman of the street light committee of the RP & L Board,
48 explained that the street lights are needed in the area in question on Woodside Drive because it is a
49 heavily traveled area due to the shopping centers. Chairman Hibner said the request is for the
50 installation of eight 250 sodium street lights and the removal of one 250 Mercury light, explaining that
51 the increased cost for electricity after installing those eight lights is $59.92 which is the increase over
52 the cost that already exists for the month. Chairman Hibner moved to approve the request, second by
53 Jarvis and carried by a unanimous voice vote.

59 OTHER MATTERS

61 A. Grimes read a letter from Fire Chief James Sticco attesting to the fact, that Rock Fisher has
62 successfully completed all the departmental testing and requirements and asking that he be hired as a
63 probationary firefighter effective January 28, 1993. Grimes moved to approve the recommendation,
64 second by Jarvis and carried by a unanimous voice vote. Mayor Roger Cornett administered the oath to
65 Fisher.

1 B. Grimes read the report of Fire Prevention activities for the month of December submitted by Wayne
2 Jackson, Chief of Fire Prevention. Included in the report were inspections, fire drills supervised,
3 educational programs and investigations. Other activities included Fire In The Kitchen program given to
4 Northeastern High School students, five fires investigated with three of them being determined
5 accidental and two because of some type of electrical failure, and a press release issued regarding the
6 safe use of Christmas trees. Grimes moved to accept the report into the record, second by Jarvis and
7 carried by a unanimous voice vote.

9 C. Grimes read a report submitted by the Division of Traffic Safety to City Engineer Robert Wiwi
10 addressing the dangerous intersection at Southwest 5th and National Road West, referred to as the
11 most dangerous interesection in the City in 1992 with 23 reportable accidents. It was suggested that the
12 signal there be re-evaluated and that a separate cycle for each direction of traffic be considered, similar
13 to the signal at Southwest 18th and National Road West. Since this is an Indiana Department of
14 Transportation control signal, McClure noted that the City has little or no control over it. McClure
15 appeared before the Board and offered additional information and asked for their assistance. Jarvis
16 suggested that the Board petition the state to run a new traffic study. McClure said Wiwi was going to
17 send a letter, and suggested the more letters the better. Grimes moved to direct the City Clerk to draft
18 a letter to the Indiana Department of Transportation on behalf of the Board of Works expressing
19 concern about the intersection and asking that the traffic signal be re-evaluated, second by Jarvis and
20 carried by a unanimous voice vote.
