HomeMy Public PortalAbout01-21-1993 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND.INDIANA.JANUARY 21, 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, January 21, 2 1993, in the Municipal Building in said City. Chairman Janet Hibner presided with Dennis Grimes and Earnest 3 Jarvis in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JANUARY 14.1993 6 7 The minutes of the previous meeting were approved on a motion by Jarvis,second by Grimes and carried by a 8 unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 No claims were submitted. 13 14 REQUESTS 15 16 A. Jarvis brought back before the Board the request of the VFW for the handicap access ramp in the. 17 front of the buidling at 213 South 8th Street. However, he noted that there is still a problem in that the 18 plans for the entryway do not meet the ADA standards for wheelchairs. In talking with Joe Coblentz, 19 VFW Commander, Jarvis learned that the VFW does not want to make the side entrance wheelchair 20 accessible as recommended earlier by the Traffic Safety Division. Jarvis moved that the request be 21 stricken and not be reconsidered until the VFW provides a new set of drawings and description letting 22 the Board know that they are willing to meet the guidelines and standards set forth by the City's 23 inspection laws.Chairman Hibner added that the VFW will have to submit a completely new application 24 to the Board. 25 26 B. A request for a handicapped parking space submitted by George D. Allen at 207 North 7th Street 27 was renewed through a motion by Jarvis,second by Grimes and carried by unanimous voice vote. 28 29 CONTRACTS 30 31 None submitted. 32 33 OTHER MATTERS 34 35 A. Grimes read the report submitted by the Richmond Police Department Division of Traffic Safety 36 detailing the 24-hour traffic counts in the first block of Henley Road, between East Main and Southeast 37 Parkway, and the 300 block of Garwood Road. The count on Henley Road taken between 1:45 p.m. 38 January 14 through 1:45 p.m. January 15, 1993, revealed 991 southbound vehicles and 2,570 39 northbound. On Garwood Road the count was taken from 9:30 a.m. January 19, through 9:30 a.m. 40 January 20, 1993, revealing 2,014 southbound vehicles and 1,110 northbound. Grimes said that he 41 felt these figures should be in the hands of the Planning Commission and Councilmembers since an 42 ordinance proposing the closing of Hayes Arboretum Road is pending.Jarvis made the motion that the 43 results of all the traffic counts taken recently by the Traffic Safety Division,which include those on Elks 44 Road and Gravel Pit Road, be sent to the Planning Commission and Councilmembers by the City 45 Clerk. 46 47 B. A request for No Trucks signs to be posted on South 6th Street was brought before the Board by 48 Jarvis who noted that neither the division of engineering nor the Traffic Safety Division had seen it. He 49 moved that the Board take no action on the request and that it be passed on to both divisions for 50 further study,second by Grimes and carried by a unanimous voice vote. 51 52 PUBLIC COMMENTS 53 54 Alonzo Eubanks of 521 South 10th Street told the Board he had lodged several previous complaints in past 55 years about the vacant lot north of his property, about the upkeep and it being used for a playground, and 56 wanted to know what the current Board is going to do about the situation. Hibner told Eubanks that the Board 57 would consider the problem. 58 59 ADJOURNMENT 60 61 There being no further business, on a motion duly made by Jarvis, seconded by Grimes and carried by a 62 unanimous voice vote,the meeting was adjourned. 63 64 65 Janet Hibner, Chairman ATTEST: Norma Games,Clerk
