JANUARY 14. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 January 14, 1993 in said City.Janet Hibner presided with Earnest Jarvis and Dennis Grimes in attendance.The 3 following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JANUARY 7.1992 6 7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried on a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 No claims were submitted. City Controller Dennis Grimes explained the reason was because of the year end 13 closing process. 14 15 REQUESTS 16 17 A.Jarvis presented to the Board the Traffic Division's report on the request made at an earlier meeting 18 to construct a handicapped ramp at the VFW building at 213 South 8th Street. The initial request 19 asked for that ramp to be located at the front entrance off of South 8th Street. Captain Danny McClure 20 reported that after checking out the area it was his recommendation that the ramp be placed at the side 21 door which opens onto the VFW parking lot. He also presented a drawing of the area. In the absence of 22 a representative of VFW,Jarvis suggested no action be taken until further conversation with that group. 23 Other Board members were in agreement. 24 . 25 B. Requests for renewals of handicapped parking spaces for Norman E. Yoder at 255 South West 26 Third Street and Martha C. Reeve at 16 North 14th Street were approved through a motion by Jarvis, 27 second by Grimes and carried by a unanimous voice vote. Another renewal request made by George 28 D. Allen was tabled until next week due to the expiration date of his handicapped permit which was 29 February 1993. The request was returned to the City Clerk's office which will contact Allen to inquire 30 about the status of his handicapped permit. 31 32 CONTRACTS 33 34 A. Jarvis read a letter from City Engineer Robert Wiwi concerning the work to be done next year on the 35 Twentieth Century Bridge. The work is for engineering services for the design. The actual work,Jarvis 36 said, will be done by the county and state, with federal funds involved. The design work is not to 37 exceed $60,000 for the phase two project which is the development of construction plans and 38 specifications along with the final processing. The work is to be completed within 250 calendar days 39 after receiving notice to proceed. Jarvis moved to sign the agreement with Butler, Fryman and Seufert 40 of Indianapolis, second by Grimes and carried by a unanimous voice vote. Grimes said the funds will 41 be taken from the local road and street fund for the local work done. 42 43 B. Jarvis brought before the Board a contract between the city and county for members to sign, 44 explaining that it also pertains to the Twentieth Century Bridge and has been approved by the City 45 Attorney.Jarvis moved to approve,second by Grimes and carried by a unanimous voice vote. 46 47 OTHER MATTERS 48 49 Captain Danny McClure of the Traffic Safety Division reported on the traffic count on Elks Road and Gravel Pit 50 Road as requested by the Board at its January 7 meeting. The count on Elks Road taken over a 24-hour period 51 from 8 a.m. January 13, 1993 to 8 a.m. January 14, 1993, revealed 291 vehicles traveling south and 254 52 traveling north. The traffic count on Gravel Pit Road taken over a 24-hour period from 12:45 p.m. January 7, 53 1993, to 12:45 p.m. January 8, 1993 revealed 633 vehicles traveling north and 646 traveling south. Jarvis said 54 the Board has no way to know an average count without comparison figures on other through streets in and out 55 of the City. He suggested that additional traffic counts be taken on Garwood and Henley Roads.
