INDIANA.JANUARY 7. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, January 7, 2 1993, in the Municipal Building in said City. Mayor Roger Cornett officiated at the swearing in of the three 3 members: Earnest Jarvis and Dennis Grimes, for the second consecutive year, and Janet Hibner, for the first 4 year. In an election of officers,Jarvis moved to appoint Hibner as Chairman, second by Grimes and carried by a 5 unanimous voice vote. Grimes moved to nominate Jarvis as Vice Chairman, with the chair recognizing its own 6 second and carried on a unanimous voice vote. Hibner presided at the meeting.The following business was had 7 to-wit: 8 9 APPROVAL OF MINUTES OF DECEMBER 31.199Z 10 11 The minutes of the December 31, 1992 meetings were approved on a motion by Jarvis, second by Grimes and 12 carried by a unanimous voice vote. 13 14 CLAIMS FOR PAYMENT 15 16 Claims were submitted by the City Controller's office for $804,618.09 which included $29,762 in insurance 17 premiums, $83,540.02 in the general fund for revenue support from the Cumulative Capital Improvement Fund; 18 $56,810 as final payment on the Central Garage building; and the major portion paid out for payroll and payroll 19 taxes.Also, a claim for$77,022.06, most of which was for supplies and contractural services. Grimes moved to 20 approve the claims,second by Jarvis and carried by a unanimous voice vote. 21 22 REQUESTS 23 24 A. Handicapped parking requests heard and approved by the Board through a motion by Jarvis, 25 second by Grimes and carried by a unanimous voice vote included those from Loammia Walker at 338 26 South 10th Street, Brenda Wilhelm at 30 South 13th Street and Mary Archambault at 308 North 19th 27 Street. Walker appeared before the Board giving the members additional information about a building 28 at the rear of her residence which is inaccessible as a garage. 29 30 OTHER MATTERS 31 32 A.Jarvis moved to approve a curb cut permit issued to Dudley Binford for Lots 2 and 3 for a new home 33 built on Glen Miller Parkway,second by Grimes and carried by a unanimous voice vote. 34 35 B. A report submitted by the Traffic Safety Division of a traffic count taken on Hayes Arboretum Road 36 during a 24-hour period Monday, January 5, revealed 576 vehicles traveling south and 549 traveling 37 north, bringing the total amount traveling on that road from 10:30 on January 5 to 10:30 on January 6 38 to 1,125. Jarvis noted his surprise at the large amount of traffic and asked McClure if there were any 39 other recent traffic counts with which to compare it. McClure said those are not done on a regular basis 40 anymore, but upon request.Jarvis, with the other two Board members agreeing, asked McClure if the 41 Traffic Safety Division could provide a traffic count on Elks Road and Gravel Pit Road. When asked 42 about the possibility of placing speed bumps on the road to slow down the traffic, McClure suggested 43 that the rattle strips much like the ones used on Waterfall Road might be used.The report of the traffic 44 count submitted by McClure was placed on file in the City Clerk's office. 45 46 ADJOURNMENT 47 48 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 49 voice vote,the meeting was adjourned. 50 51 52 53 54 55 Janet Hibner, Chairman 56 57 58 59 60 ATTEST: 61 Norma Carnes, Clerk 62 63 64 65
