DECEMBER 17.1992
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday,
2 December 17, 1992 in said City. Thomas Milligan presided with Earnest Jarvis and Dennis Grimes in
3 attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF DECEMBER 10,1992

7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried by a
8 unanimous voice vote.

10 APPROVAL OF CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office were in the amount of$803,040.80, most of which was for payroll
13 and payroll taxes, and $156,316.79 which included the cost of supplies and contractual services, $699.52 to the
14 Indiana Department of Revenue for diesel fuel excise tax for November and $21,000 for health insurance
15 claims. Grimes made the motion to approve the claims, second by Jarvis and carried by a unanimous voice
16 vote.

18 REQUESTS

20 A. Jarvis brought back the letter written by Sylvia Floyd requesting help with their parking in the 100
21 and 200 block of North 7th Street. It was turned over to the Traffic Safety Division December 10.
22 During the study of the area it was found that two areas of yellow curbing, placed there when buses
23 were bringing in students which is no longer the case, can be discontinued, allowing room for
24 additional parking spaces. It was the recommendation of the Traffic Division that the request for special
25 parking be denied and the yellow restricted zones be removed which might possibly alleviate the
26 problem in that area.

28 Floyd appeared before the Board,saying that wouldn't help because it would only give the people who
29 work downtown more spaces to park. Another neighbor appeared to talk in favor of special parking
30 spaces.

32 Captain Danny McClure suggested that Floyd check with the City Clerk's office and make special
33 arrangements to rent one of the two-hour parking spaces immediately west of North 7th Street and next
34 to her house.Jarvis moved to deny the request for restricted residential parking but made a motion to
35 authorize the removal of the yellow restricted areas, second by Grimes and carried by a unanimous
36 voice vote.

38 CONTRACTS

40 A.Otto Meuser, Director of Administration, reported to the Board the signing of the collective bargaining
41 agreement with Roseview Transit Drivers and the drivers for the Senior Disabled Transit, extending
42 through 1993. The agreement contained no increases in salary but did have a provision for a clothing
43 allowance which is new. After a recommendation by Mouser, Grimes moved to accept the agreement
44 and that the amendments of the Amalgamated Transit Union Local No. 1474 be incorporated and
45 approved,second by Jarvis and carried by a unanimous voice vote.

47 B. Meuser also reported on the signing of the collective bargaining agreement between the City and the
48 Fraternal Order of Police bargaining unit. The three-year agreement includes an option to extend into
49 1996 and provides for an automatic reopener to negotiate salaries in each of the years beyond 1993.
50 Meuser expressed his appreciation to the members of the negotiating committee, noting that working
51 with them was a"profitable and learning experience." Lt. Randy Kolentus, a member of the negotiating
52 committee, responded to Meuer's comments with his own, saying that during negotiations there was a
53 lot of communication. He added that he felt the contract benefits the City and the FOP. Grimes moved
54 to approve the new contract beginning January 1, 1993 and running through December 31, 1995, with
55 the option as indicated by Meuser,second by Jarvis and carried by a unanimous voice vote.

57 C. Jarvis recommended that tho engineering division of the Public Works Department be allowed to
58 hire a consulting engineer to oversee the roof replacement of Fire Station No. 5. It was his
59 recommendation that an industrial roofing service firm be hired for the sum not to exceed $3,000 to
60 ensure the City gets the type of roof needed,second by Grimes and carried by a unanimous voice vote.
61 Jarvis said he hoped to assign one of the young engineers to the project which would give him the
62 background enabling him to handle other similar projects in the future without hiring outside help.

64 D. Grimes said the two bids received by TPS of Indianapolis and Renewed Performance of Tipton for
65 the refurbishing of a fire truck had been reviewed by Valerie Fonzer in the Purchasing Department, Fire

1 Chief Jim Sticco and Assistant Fire Chief Joe Pierce, and the bid was being awarded to Renewed
2 Performance.That bid of$36,818 was the lowest of the two bids received and previous work done by
3 the Tipton company on other fire department vehicles has been satisfactory. Grimes recommended
4 awarding the contract to Renewed Performance with the stipulation that funds be appropriated in the
5 1993 budget from the Cumulative Capital Development Fund, second by Jarvis and carried by a
6 unanimous voice vote.

8 OTHER MATTERS

10 A.Jarvis read the crime report for November 1992 submitted by the Richmond Police Department and
11 moved that it be accepted for filing, second by Grimes and carried by a unanimous voice vote. Chief
12 Rice said the report reflected a negative 12 percent overall crime rate. He added that two of the six
13 officers are completing their quality processing training. He feels that their training can be implemented
14 in making some additional changes which he hopes will reduce the crime rate even more.

16 B. A request was read by Jarvis which had come berfore the Board earlier from Hayes Regional
17 Arboretum asking for a city limit sign to be placed on the Hayes Arboretum Road because of a problem
18 with hunters along the railroad track being very close to the Arboreum property.After checking,the City
19 engineers found that the city limit is 500 feet north of the railroad tracks. Jarvis said the city limit sign
20 could be posted but questioned that if the hunters are in the fields how they would know where the
21 signs are on the road. An additional request from Hayes Arboretum asked about posting speed limit
22 signs on the road to protect groups of people who, from time to time, walk across Hayes Arobertum
23 Road. Jarvis suggested the request be returned to the Traffic Safety Division and once it has been
24 looked at come back to the Board with a recommendation.
