BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA.
DECEMBER 10, 1992
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday,
2 December 10, 1992 in said City. Thomas Milligan presided with Earnest Jarvis and Dennis Grimes in
3 attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF DECEMBER 3.1992

7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried on a
8 unanimous voice vote.

10 APPROVAL OF CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller for payment were $25,483.52, which included $16,000 for health
13 insurance.Also, $57,938.15 which included$39,819.70 to the Water Co.for the fire hydrants.Grimes made the
14 motion to approve the claims,second by Jarvis and carried on a unanimous voice vote.

18 A.Jarvis read a request for the renewal of a handicapped parking space by Keith Hensley at 229 South
19 8th Street. After reading the report of the Traffic Safety Division which stated the residence did not
20 meet the guidelines of the ordinance and hearing comments made by Hensley,the Board unanimously
21 voted to deny the request through a motion by Jarvis and second by Grimes.

23 B. Jarvis also brought before the Board a request for a handicapped parking space in the Wayne
24 County Courthouse area for Carol Sharp, an employee of the County. Jarvis reminded the Board
25 members that they had authorized a number of such spaces earlier in the year and the County had
26 expressed concern about public parking around the Courthouse.Jarvis said he thought the Board had
27 an arrangement with the Commissioners that in the future that group would authorize approval.Jarvis
28 recommended that the request be tabled until the evaluation of the Commissioners could be obtained.

30 C.Jarvis reported that the Traffic Safety Division recommended denial of a request for a four-way stop
31 sign at South West Second and G Streets by Mary E. Russell,a resident of 320 Hazelwood Lane. Her
32 letter was introduced at the December 3rd meeting and turned over tq the Traffic Safety Division which
33 noted that a traffic count did not meet the minimum standards for suc0 signage.Jarvis moved to deny
34 the request,second by Grimes and carried by a unanimous voice vote.

38 A.Grimes reported that the 1993 gasoline and fuel oil bids are still under review.

40 B. Grimes said bid requests for the renovation of a 1980. Ford pumper belonging to the Richmond Fire
41 Department had been submitted to four companies. Bids from TPS Inc. of Indianapolis and Renewed
42 Performance of Tipton were opened by Grimes,checked by Milligan who found them to be in order and
43 read by Jarvis. TPS Inc. submitted a bid for$48,000 and the bid from Renewed Performance was for
44 $36,818. The bids were taken under advisement.

48 There being no further business,on a motion duly-made,seconded and passed the meeting was adjourned.
