CITY OF RICHMOND. INDIANA. NOVEMBER 25. 1992
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Wednesday, November
2 25, 1992, in the Municipal Building in said City. Chairman Thomas Milligan presided with Dennis Grimes and
3 Earnest Jarvis in attendance.The following business was had to-wit:

7 The minutes of the previous meeting were approved on a motion by Grimes, second by Jarvis and carried by a
8 unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims were submitted by the City Controller's office for $627,342.00 most of which was for payroll and payroll
13 taxes; also$30,127.04,which included a claim for $6,853.61 by Butler, Fairman and Associates taken from the
14 road and street fund; and $14,545.13 payable to the Wayne County Foundation for the Friendship Garden.
15 Grimes moved to approve the claims,second by Jarvis and carried by a unanimous voice vote.

19 A. Jarvis read a letter from the Fire Department requesting the use of fire truck No.2 to transport the
20 Richmond High School football team in the Christmas parade from 16th and East Main to 10th at 11
21 a.m. Saturday, November 28. Jarvis moved to approve the use of the truck, second by Grimes and
22 carried by a unanimous voice vote.

24 B.A request for a handicapped parking space for Evelyn Ammon at 418 South 11th Street was read by
25 Jarvis. Ammon appeared before the Board, explaining that she has no automobile but relies on her
26 daughter for transportation.Ammon has a handicapped permit from the state. In discussing the matter
27 with Ammon the Board determined that the street is not wide enough for double parking and there is no
28 off street parking at Ammon's residence. Jarvis moved to approve the request, second by Grimes and
29 carried by a unanimous voice vote.

31 C. Grimes read a request from Sylvia Floyd for creation of a Residential Parking Permit Area under
32 Richmond Code 74.28 in the 100 and 200 blocks of North 7th Street. Floyd appeared before the Board,
33 explaining that the parking spaces on the street during the day are taken by those who work in the
34 downtown area.After some discussion and hearing comments from Major John Farmer the matter was
35 taken under advisement to enable the Traffic Division to make a recommendation.

37 CONTRACTS

39 Grimes proposed that Kottyan Auction Company be hired to conduct the annual auction of City surplus and
40 abandoned property December 5. The contract stipulates the auctioneer will be paid 3 percent of the total sale.
41 Grimes moved to approve the contract, second by Jarvis and carried by a unanimous voice vote. Grimes
42 explained that since this is a professional service it is not subject to bid and Milligan noted that Kottyan has been
43 doing this for the past several years and his services have been satisfactory.

45 OTHER MATTERS

47 Jarvis read the Fire Department report for October 1992 submitted by Fire Prevention Chief Wayne Jackson. He
48 brought the Board's attention to the 155 violations corrected which was an increase from the 113 corrected the
49 previous month. Jarvis moved to accept the report,second by Grimes and carried by a unanimous voice vote.

53 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
54 voice vote,the meeting was adjourned.
