HomeMy Public PortalAbout11-05-1992 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 5, 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, November 5, 2 1992, in the Municipal Building in said City. Chairman Thomas Milligan presided with Dennis Grimes and 3 Earnest Jarvis in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF OCTOBER 29.1992 6 7 The minutes of the previous meeting were not available.The Board will act on them at its next meeting. 8 9 CLAIMS FOR PAYMENT 10 11 Claims were submitted by the City Controller's office for$617,319.12, most of which includes payroll and payroll 12 taxes. Grimes moved to approve the claims,second by Jarvis and carried by a unanimous voice vote. 13 14 REQUESTS 15 16 A. Jarvis read a letter from Greg Stephens,230 South 12th Street, requesting a stop sign be posted at 17 South 12th and C Street because he is concerned about the safety of the students crossing in that area 18 going to and from Vaile School. After studying the area, Traffic Division determined there is not a 19 sufficient volume of either vehicles or pedestrians to warrant such a sign, but because of the students, 20 recommended that a pedestrian crossing sign be installed.That recommendation was sent to the City 21 Engineer Robert Wiwi who also reviewed the site and agreed with the Traffic Division. A motion by 22 Jarvis directed that a crosswalk be painted on the street along with the erection of pedestrian crossing 23 signs,second by Grimes and carried by a unanimous voice vote. 24 25 B. In a letter read by Grimes, New Covenant Life Outreach Ministries requested permission for a 26 street fund-raiser November 7. Grimes made a motion to deny the request, second by Jarvis and 27 carried by a unanimous voice vote. Milligan stated that the Board has not approved any fundraising 28 activity where traffic is stopped on the street and an appeal is made at the window of the vehicle. He 29 said he simply will not vote in favor of any such request. Both Jarvis and Grimes agreed with Milligan. 30 31 C. A request from Lois Miller asking for removal of the two-hour parking sign on the east side of North 32 11th Street in the first block was read by Jarvis. After reviewing the request the Traffic Division stated 33 that removal of the sign would also allow parking by employees of nearby businesses.Jarvis made the 34 motion to remove the signs,second by Grimes and carried by a unanimous voice vote. 35 36 CONTRACTS 37 38 Grimes submitted the final bill from SIECO, Inc. for $1,707.21 for services rendered on the Dana 39 Parkway/Industries Road construction. It had been reviewed by City Engineer Robert Wiwi who recommended 40 payment.Grimes moved to approve,second by Jarvis and carried by a unanimous voice vote. 41 42 OTHER MATTERS 43 44 A.A curb cut request by Dawson Oil Co. at 2105 W. National Road was read by Jarvis who stated that 45 the actual cut will be on South West 21st Street. The request had met the approval of the Engineering 46 Department, Traffic Division, Planning, Council and the Department of Law inspector. Jarvis moved to 47 approve,second by Grimes and carried by a unanimous voice vote. 48 49 B. Appearing before the Board was Mrs. Seldon Albano` of 2627 W. Main Street who said she is 50 concerned about the health of the children living in the federal housing near the HELP the Animals 51 Shelter Inc. located at 2101 W. Main Street. She cited her concern about those walking the dogs from 52 the shelter allowing the dogs to relieve themselves under the benches where the small children wait for 53 the buses. She added that she walks a lot and after a hard rain there is animal feces in the run-off 54 along the area where the dogs are walked. Milligan told her there is no ordinance that requires dog 55 owners to pick up after their dogs, however, he said perhaps one needs to be considered. He assured 56 her the Board would look into the situation now that she has brought it to its attention. 57 58 In light of a complaint received from an individual about a loud car stereo, Jarvis posed a question to 59 Milligan as City Attorney as to whether a private citizen could do anything about the control of loud car 60 stereos. Milligan said a violation of a city ordinance is called an infraction and it is a civil case brought 61 by the City Attorney.Any citizen can file a complaint but needs to provide necessary information giving 62 a physical description of the car and the license number, day, hour and location where the infraction 63 occurred.
