6. On April 25, 2014, the Committee, Interim City Manager Penman, and staff met to
discuss potential uses of the 5800 Temple City Blvd . property. The Committee
directed staff to explore options for future development, work with an architect to
prepare schematic designs, and present options to full City Council.
7. In May 2014, Interim City Manager Penman, requested a proposal from Gonzalez
Goodale Architects for the preparation of conceptual/schematic designs for future
uses of 5800 Temple City Boulevard property. In accordance with the City's
purchasing policy, budgeted expenditures for professional services costing less
than $25,000, the City Manager may negotiate a contract directly with the
contractor without obtaining three quotes.
8. On May 1, 2014, the City issued bids for the abatement of hazardous bu ilding
materials at 5800 Temple City Blvd. mortuary building.
ANALYSIS:
The City has been examining opportunities for potential open spaces, alleviating parking
shortages, and creating economic development opportunities in the downtown area.
While the City originally purchased the 5800 Temple City Blvd. property for a parking
lot, the community has voiced their interest in utilizing the site for other uses. With
commun ity input received from the Strategic Plan and Parks and Open Space Master
Plan, there is an opportunity to utilize the site for a variety of uses other than parking,
including: a pocket park; mixed use project; commercial use; or a combination of the
potential uses (i.e., parking and pocket park).
Currently, the City has two parks, Temple City Park and Live Oak Park. According to the
recently adopted Parks and Open Space Master Plan, the community ranks pocket
parks/ small neighborhood parks among the top ten facility/amenity priorities. During the
Strategic Plan community meetings, residents and businesses also ranked downtown
improvements, business promotion, and outdoor dining at restaurants as priorities for
the City's upcoming projects. Due to the strategic location of the site in the downtown
core and community input received , the Future Development of City Properties Standing
Committee thought it was in the City's best interest to revisit the potential uses of the
5800 Temple City Blvd. site. Once conceptual/schematic designs for future uses of
5800 Temple City Blvd. site are complete, staff will present the conceptual designs to
the City Council for further deliberation on the use of the site.
CONCLUSION:
The City Council is requested to approve use of $14,000 from the Demolition and Site
Preparation budget for 5800 Temple City Blvd. Parking Lot for an Architectural Services
Agreement with Gonzalez Goodale Architects, Inc. to prepare conceptual/schematic

designs for future uses of 5800 Temple City Boulevard property in an amount not to
exceed $14,000.
FISCAL IMPACT:
On June 4, 2013, the City Council approved the Fiscal Year (FY) 2013-14 City Budget
which appropriated $200,000 for the demolition and site preparation for 5800 Temple City
Blvd. parking lot. To date no monies has been expended. However, the City recently
issued a bid for the abatement of hazardous building materials and will be issuing a bid for
the demolition of the mortuary building in late May early June. Since the demolition bid has
not yet been issued, and bids for the abatement of hazardous building materials have not
yet been received, bid estimates for the abatement and demolition are not known at this
time. Should the bid estimates received for the demolition and abatement of hazardous
building materials for the site expend more than $200,000, a budget appropriation will be
requested during a Regular City Council Meeting, however, staff believes there are
adequate funds for the demolition, abatement work and site planning analysis.
