OCTOBER 22. 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 October 22, 1992 in said City. Thomas Milligan presided with Earnest Jarvis and Dennis Grimes in attendance. 3 The following business was had to-wit: 5 APPROVAL OF MINUTES OF OCTOBER 15.1992 6 7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried by a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims were presented by the City Controller in the amount of $677,502.75, most of which was designated as 13 payroll and payroll taxes. Also, $511,280.43 which included $56,891.14 paid to RP & L for electric service for 14 September. Additional claims were presented for$70,000 and $227,000 by Barrett Paving for the recent street 15 paving done in the City. Grimes moved for approval of the claims,second by Jarvis and carried by a unanimous 16 voice vote. 17 18 FIRE DEPARMENT MATTERS 19 20 A. Jarvis read a request from Fire Chief Jim Sticco for approval of the placement of a fire hydrant at 21 North West 11th Street and Progress Drive. He noted that the hydrant would help his department to 22 better serve Amcast and Holland Colors, the City's two newest companies. Jarvis moved to approve, 23 second by Grimes and carried by a unanimous voice vote. 24 25 B. Sticco also advised the Board through a letter of the retirement of Lt. Alfred Bowen noting that he 26 had served the City well during his 21 years of service. Jarvis recommended approval, second by 27 Grimes and carried by a unanimous voice vote. 28 29 APPOINTMENT 30 31 32 Phil Wages, a building inspector who specializes in electrcal constructions and as part of his duties in the 33 Department of Law, was appointed the weights and measures inspector after completing a training course in 34 that area. He will fix the stickers on the gasoline pumps, scales in super markets and other places where you 35 see there has been an inspection. He has assisted in that area in past. Milligan signed the certificate of 36 appointment after Grimes moved for approval,second by Jarvis and carried by a-unanimous voice vote. 37 38 REQUESTS 39 40 A.Grimes read a request by Vivian Thompson asking for the blocking of South B Street between South 41 27th Street and Southeast Parkway from 3 to 8 p.m. Sunday, October 25 for a neighborhood block 42 party.The Traffic Safety Division, after reviewing the area, had no objections to blocking the area since 43 th,e street is not widely traveled but recommended that the party not be extended past 6 p.m. and that 44 the barrier used would permit an emergency vehicle to get through if needed. 45 46 B. A request was made by Richard Francis, member of the Starr District Christmas Open House 47 committee, asking permission to hang a banner across North A Street at North 12th Street from 48 December 1 to December 14, 1992. Francis appeared before the Board and explained that the banner 49 would be secured with ropes and attached to the light poles. Jarvis questioned the placement of the 50 banner since North A Street is a wide street, noting he was concerned about problems presented by 51 the weather, especially the wind. Milligan reminded Francis that the light poles belong to RP & L and 52 that facility would have to be contacted if approval for the banner is given. Milligan suggested the 53 matter be taken under advisement,with Jarvis and Grimes in agreement. 54 55 C. Grimes recited the background of the request for the "No Trucks"signage, noting that it has been 56 before the Board on October 1 and October 15. He said Stephen Smith, a resident of North I Street, 57 had brought the Board's attention to the problem presented by the heavy truck traffic to those residents 58 living on North I Street between Chester Boulevard and North 8th Street.Other streets, including North 59 G and North H, had also been mentioned. Glazer Scrap, operating at 650 North 8th, represented by 60 Attorney Robert Bever did not object to the closing of North I Street but had objections to the closing of 61 either North G or North H Street, noting that they had concerns about how that would affect its business 62 since trucks coming into their business use those routes. A recommendation was made by City 63 Engineer Robert Wiwi and the Traffic Division for signage not only on North I but on North H streets, 64 leaving North G Street as the primary artery for traffic. 65 Board of Works Minutes Cont'd October 22, 1992 Page 2 1 After discussion, Grimes moved that "No Trucks" signs be posted on North I Street and upon 2 completion of the bridge and the building of the new LoBill store on Chester Boulevard the Board review 3 the situation of North G and North H streets. Jarvis seconded the motion and it was carried by.a 4 unanimous voice vote. 5 6 D. Handicapped parking requests approved through a motion by Jarvis, second by Grimes and carried 7 by a unanimous voice vote included those submitted by Bethel A.M.E. Church at 200 South Sixth 8 Street,Janet A.Trimble at 1317 North C Street and Harold Williams at 221 North 17th Street. Requests 9 denied,through a motion by Jarvis,second by Grimes and carried by a unanimous voice vote, included 10 those made by Nora Preston at 217 North 7th Street and Lucille Eubanks at 604 South 10th Street. 11 12 CONTRACTS 13 14 Through a motion made by Grimes, second by Jarvis and carried by a unanimous voice vote a request was 15 granted for the payment of $460 to Beals Surveying Corp. for excess property at the Dana Parkway project. 16 Payment is to be made using the T.I.F.bond proceeds. 17 18 OTHER MATTERS 19 20 A. Grimes read an announcement from Mayor Roger Cornett noting that the city building and related 21 muncipal government operations will be closed Thursday, December 24, 1992. The reason given was 22 that it is in recognition of the season and also a year of exceptional performance on the part of all the 23 employees despite all the disruption of a new administration. 24 25 B. Jarvis read the holiday schedule for 1993, noting there are 10 holidays. Those holidays and the 26 dates are as follows: New Year's Day, Friday,January 1; Martin Luther King Day, Monday,January 18; 27 Presidents' Day, Monday, February 15; Good Friday, Friday, April 9; Memorial Day, Monday, May 31; 28 Independence Day, Monday, July 5; Labor Day, Monday, September 6; Thanksgiving Day, Thursday, 29 November 25; Day After Thanksgiving, Friday, November 26; and Christmas Eve, Friday, December 30 24.Also,added in 1993, employees will be allowed to have their birthdays off.Jarvis made a motion the 31 schedule be approved,second by Grimes and carried by a unanimous voice vote. 32 33 C. Milligan announced a special Board of Works meeting has been set for 9 a.m. Monday, October 26 34 for the sole purpose of dealing with the bids for work on construction of the base and storm sewer 35 facilities necessary for the South 6th Street parking lot commonly referred to as the Color Box lot. The 36 bids will be opened, reviewed by the Board and a contract will be awarded that morning. There will be 37 no other business at that time. 38 39 PUBLIC COMMENTS 40 41 Two representatives of First Federal, John Irvin and Beth Ramey, appeared before the Board requesting 42 permission to start an Adopt a Neighborhood project for 5th to 10th Streets.between North A and South A 43 streets. It is the intention of the group to get involved in the community and to work on that area four times a 44 year. Jarvis was enthusiastic about the idea and commended the two for coming forward. He is hopeful that 45 others will want to follow First Federal's lead. He said the project will involve the entire Public Works and Safety 46 Department working with the group, assisting them as needed. Milligan added his comments noting his 47 appreciation. Jarvis moved that the Board authorize First Federal to start the first "Adopt A Neighborhood" 48 program in Richmond and the Public Works Department to provide the asssistance as needed from 5th to 10th 49 streets between North A and South A streets as well as post proper signage. 50 51 ADJOURNMENT 52 53 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 54 55 56 57 - 58 Thomas Milligan,Chairman 59 60 61 ATTEST: 62 63 Norma Carnes, City Clerk 64 65
