BOARD OF PUBLIC WORKS AND SAFETY OF THE,
CITY OF RICHMOND, INDIANA.
OCTOBER 8, 1992
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday,
2 October 8, 1992 in said City. Thomas Milligan presided with Earnest Jarvis and Dennis Grimes in attendance.
3 The following business was had to-wit:

6 APPROVAL OF MINUTES OF OCTOBER 1.,1992

8 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried by a
9 unanimous voice vote.

11 APPROVAL OF CLAIMS FOR PAYMENT

13 Claims submitted by the City Controller for payment included $257,321.68, the major portion of which was
14 $174,162.10 for the Indiana police and fire pension public employment retirement fund, and $370,351.74 for
15 payroll and payroll taxes. Additionally, a claim for$3,000 paid to Geraldine Smith, a death benefit for her father,
16 Donald Thomas, retired police officer who recently died. Grimes moved for approval, second by Jarvis and
17 carried by a unanimous voice vote.

19 REQUESTS

21 A. Grimes read a request from Terry Donley of Green Acres Rehabilitation Center asking for speed
22 bumps on Mendelson Drive. A recommendation from the Traffic Division suggested either 20 m.p.h.
23 signs or pedestrian crossing signs instead of speed bumps. Grimes made a motion to deny speed
24 bumps but install 20 m.p.h.speed limit signs, second by Jarvis and carried by a unanimous voice vote.

27 B. A request from Frank DeVito, owner of DeVito's Pizza,for two 15-minute parking spaces located on
28 the north side of South I and just east of South 5th Street was read by Jarvis. The letter noted that
29 there is ample parking for the two nearest businesses,The Wheel and Beach Body,because both have
30 parking lots. The Traffic Division opposed the request because of difficulty of enforcement but
31 suggested that the property owner install signs designating those two spots as spaces for customers
32 picking up pizza.Jarvis moved to deny the request but authorize DeVito to install his own signs at the
33 two locations at 514 South L Street,second by Grimes and carried by a unanimous voice vote.

35 C. Handicapped parking requests heard and approved through a motion by Jarvis, second by Grimes
36 and carried by a unanimous voice vote included those made by Hazel Nave at 1405 Boyer Street,
37 Elizabeth Stevens at 200 North 22nd Street, Myrtle Bradburn at 515 South 12th Street and Rick
38 Wadsworth at 531 South 12th Street. A fifth request, made by Lula Mae Balderson at 312 North 18th
39 Street, was denied because the residence did not meet the ordinance guidelines. Jarvis made the
40 motion to deny,second by Grimes and carried by a unanimous voice vote.

42 CONTRACTS

44 A. Grimes made a motion to approve a request for payment of $294,812.91 to Barrett Paving for the
45 Dana Parkway construction which is 99.97 percent complete, second by Grimes and carried by a
46 unanimous voice vote. The completed work had been approved by City Engineer Robert Wiwi and the
47 Board approved the request acting as agents for Star Bank,trustee of the T.I.F. Bond proceeds.

49 B. Milligan announced that the Board will hold a special meeting at 9 a.m. Monday, October 26,for the
50 sole purpose of awarding the contract for the construction of the base and storm sewer facilities for a
51 public parking facility on South 6th Street. It will be leased to Color Box and was established to
52 accommodate the multi-million dollar additional investment on that site.

54 OTHER MATTERS

56 A. Police Chief Dennis Rice appeared before the Board explaining the newly-developed chaplaincy
57 program. He noted that the program had once been in effect but had been dropped. The Rev. Steve
58 Abernathy, minister at Centerville Christian Church and former member of the Police Merit
59 60
Commission, was introduced by Rice as heading up the program. Rice said Abernathy had attended a
school in Ohio to help him set up the program so that it can be run in a professional manner. Rice
61 explained that the purpose of the program is to provide spiritual guidance and confidential counseling
62 for members of the department and their families in time of need.

1 Rice added that a standard operating procedure had been developed. Tice then introduced three
2 ministers who will be assisting in the project, explaining they had been assigned to different shifts so
3 they will be available when needed, Phil Stringer, of Faith United Lutheran Church, Steve Bohai,
4 Williamsburg Nazarene Church, and Francis Daniels, Church of God and Saints of Christ.

6 Milligan expressed the appreciation of the Board. Abernathy said the group is looking forward to
7 working with Richmond's highly professional and hard working police force during this time of increasing
8 crime which makes each officer's job"extremely more pressured."

10 B.Jarvis read a letter from Fire Chief James Sticco requesting the Board's approval of the promotion of
11 probationary Fire Fighter Kevin Nicholson to Fire Fighter I. Jarvis moved to accept the promotion,
12 second by Grimes and carried by a unanimous voice vote.

14 PUBLIC COMMENTS

16 A. Jarvis commented that the maintenance of street trees had been moved from the Street Division of
17 Public Works to the Parks Maintenance Division of the Department of Parks and Recreation. He
18 explained that the change allows those people at the parks who maintain the park trees and the
19 Muncipal Building lawn to trim and cut down trees along the City's right of ways. He announced that as
20 of Monday, October 12, Richmond citizens may call 983-7321 where they may leave their names,
21 addresses,telephone numbers and the nature of their request.

23 Jarvis explained that street trees are those trees located between curbs and sidewalks and are the
24 City's responsibility.This summer, he added,300 new trees have been planted and the City is hoping to
25 get a few more planted this fall. He said the plan is, in the future,that as the park maintenance crews
26 take trees out and grind up the stumps, they can replace the trees with new trees within a couple of
27 days.
