HomeMy Public PortalAbout09-17-1992 / 9( • BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA,SEPTEMBER 17, 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, September 17, 2 1992, in the Municipal Building in said City. Chairman Thomas Milligan presided with Earnest Jarvis and Dennis 3 Grimes in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF SEPTEMBER 3 AND 10,1_992 6 7 The minutes of the September 3 and 10, 1992 meetings were approved on a motion by Jarvis, second by 8 Grimes and carried by a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims were submitted by the City Controller's office for$101,194.91 which included $57,325.31 payable to RP 13 & L for electric utility service and $159,268.01, the major portion of $83,522.55 used to pay into the employee 14 insurance fund.Also, a check to Star Bank for$91,582 for payment of claims to Indiana National Bank. Grimes 15 moved to approve the claims,second by Jarvis and the motion was carried by a unanimous voice vote. 16 17 REQUESTS 18 19 A.Jarvis brought before the Board a request that members reconsider an action made at its September 20 10 meeting designating Trick or Treat night as Saturday, October 31, 1992. In a disucssion with the 21 Richmond Police Department, Jarvis said it was recommended that the day and date be changed to 22 Thursday, October 29, 1992. Major John Farmer appeared before the Board in favor of the request, 23 noting that his department's prime consideration was the safety of the children. He said traffic is 24 significantly increased in the City on Friday and Saturday nights and he felt the children walking the 25 streets on Thursday night would be much safer. Jarvis moved that Trick or Treat night should be 26 changed to Thursday,October 29, 1992, second by Jarvis and the motion was carried by a unanimous 27 voice vote. 28 29 B. Before reading a request for the closing of a street for a neighborhood_block party,Jarvis stated that 30 with the added amount of said parties, the City will probably run short of barricades. He suggested 31 that, in some instances, it may be necessary for residents to use their Rosie Rollers or some other 32 large items to block off the streets. The shortage has come about, he said, because residents have 33 borrowed the barricades in the past and neglected to return them. He read a request from Mrs. Tom 34 Ebbinghouse requesting the closing of Parkway Lane from 4 to 7 p.m. September 27. The Traffic 35 Division had no objections. Jarvis made the motion to approve the request, second by Jarvis and 36 carried by a unanimous voice vote. 37 38 C.A request from Gary Vaughn to block Forest Drive in Glen Hills from 4 to 7 p.m. September 27 was 39 read by Jarvis. The Traffic Division had no objections. Jarvis made a motion to accept the 40 recommendation,second by Grimes and it was carried by a unanimous voice vote. 41' 42 D. Grimes read a request from Carla Metzger for the closing of Locust Lane for a block party from 43 12:30 to 3:30 p.m.September 26.The Traffic Division had no objections. Grimes moved to accept the 44 recommendation,second by Jarvis and the motion was carried by a unanimous voice vote. 45 46 E. Handicapped parking requests heard by the Board included those made by: 47 1. Anni Jackson of 407 S. 4th Street - according to the Traffic Division the request meets the 48 ordinance requirements. Jarvis moved to approve the request, second by Grimes and the motion was 49 carried by a unanimous voice vote. 50 2. St.John Evangelical Lutheran Church - requested two handicapped parking spaces placed on 51 either side of the handicapped ramp that is already there.The request also included the entire area on 52 the east side of South Seventh Street from South E Street which is presently painted yellow at the curb 53 be designated for the handicapped. After its review of the area the Traffic Division recommended the 54 signs for the two handicapped parking spaces and noted that the yellow curb allowed for the loading 55 and unloading of passengers. The report stated, however, if the Church had need of additional 56 handicapped parking it had ample space in its off-street parking area. Grimes moved to approve the 57 handicapped parking spaces on both sides of the ramp and to leave the yellow curb painted,second by 58 Jarvis and the motion was carried by a unanimous voice vote. 59 3. David and Mary Jett of 814 North I Street - Traffic Division report noted the residence did not 60 meet the guidelines. Jarvis moved to deny the request, second by Grimes and the motion was carried 61 by a unanimous voice vote. 62 4. Mary Rasner of 77 N.W. H St. -wanted her handicapped sign moved.from 1126 North D Street 63 to her current address. Grimes moved to approve the request,second by Jarvis and the motion carried 64 by a unanimous voice vote. 65 / / --' Board of Works Minutes Cont'd September 17, 1992 Page 2 1 2 5. Martha Oler of 250 N. 22nd Street - Traffic Division report noted the residence did not meet the 3 guidelines as the garage is accessible and has an automatic door opener. Jarvis moved to deny the 4 request, second by Grimes but before taking the vote Milligan asked if Oler was in the room. She 5 appeared before the Board, explaining that maneuvering her large car to get into the garage was nearly 6 an impossible task. Her daughter asked the Board to reconsider its decision, stating that her mother 7 would be moving to Interfaith Apartments within the next six months.Oler said parking was allowed only 8 on one side of the street which made parking spaces in the front of the houses at a premium and 9 walking is difficult for her. Jarvis's motion was withdrawn. Jarvis moved to grant the request for no 10 more than six months,second by Grimes and the motion carried by a unanimous voice vote. 11 12 CONTRACTS 13 14 A. Grimes opened the first of two bids received for the removal of storage tanks. It was from Petro 15 Technology Inc. of Muncie. He handed it to Milligan who declared all the proper papers accompanied 16 the bid. Jarvis read the bid as follows: Removal of tanks from Fire Station No. 1, $3,421.23, No. 2, 17 $2,240.57, No. 3, $2240.57, No. 4, $3,462.43, No. 6, $2240.57; a 10,000 gallon tank at the street 18 division, $5331.02.Tank testing of the first five tanks, No. 1, $705.16, No. 2, $352.58, No. 3, $352.58, 19 No. 4, two 550 gallon tanks, $705.16, and No. 5, one tank, $352.38. Installation price at central city 20 garage at 401 South Q Street for two 10,000 gallon tanks was $47,453.90; testing price of the 21 underground tanks at the Street Division site at 700 Richmond Ave., $1,234.02;and on-site remediation 22 of contaminated soil, $4.07 per cubic yard. 23 24 The second bid opened by Grimes and checked by Milligan was from Kennedy Equiment Co. of 25 Indianapolis.Jarvis read the following:Tank tightness testing for item No. 1, $1,000, No. 2,$500, No. 26 3, $500, No.4, $1,000, and No.5, $500. Removal of item No. 1, $8,135, No.2, $3,875, No.3, $3,875, 27 No. 4, $6,855, No. 5, $3,875, and No. 6, $10,475. Installation at the garage of two 10,000 gallon tanks, 28 $42,325; tank tighteness testing at 700 Richmond Ave., $1,500; and on-site remediation of 29 contaminated soil $39.50 per cubic yard. Jarvis moved to take the bids under advisement with the 30 possibility of awarding the bid at the next meeting of the Board, second by Grimes and the motion 31 carried by a unanimous voice vote. 32 33 OTHER MATTERS 34 35 A. Richard Robinson explained to the Board his request to move three houses from the 4000 block area 36 of 227 N. in the Middleboro area to North 24th Street. Robinson said the houses will be moved to 37 1014, 1020 and 1022 North 24th Street. Moving dates have been set for September 21 to September 38 24, 1992. The route will include Middleboro Pike, Gaar Road and North 24th Street. He noted that he 39 had received approval from RP & L, TCI,the Parks and Recreation Department and GTE North but he 40 was waiting for state approval to use 227 North. 41 42 Ron Ross of Anderson Home Movers said moving will not take place until after the school buses have 43 finished their routes and traffic diminishes. The only concern voiced by Captain Danny McClure of the 44 Traffic Division was the weight on the bridge and proper supervision. Ross assured him that the weight 45 will not be a problem and that an off duty deputy sheriff will be secured to help with the moving. Milligan 46 noted that Chris Barker, an inspector in the Department of Law, has been involved in the request and 47 has no problem with giving it his approval in supervising the permit issuance from the department. 48 Milligan explained that permission is granted under the building code ordinance which requires Board of 49 Works approval subject to providing the necessary documents for insurance and county engineer 50 approval to the Department of Law at the time application is made for the permit.Jarvis moved approval 51 of the request,second by Grimes and the motion carried by a unanimous voice vote. 52 53 B. Jarvis presented to the Board the request for renewal of the City of Richmond Bus Charter Policy, 54 explaining that the guidelines from the state must be followed so as not to cause problems with the 55 grant received from the state. He said the Policy will be published so that everyone who has a need for 56 a city bus in the future will have guidelines to go by. He also noted that charges have to be made, 57 adding that buses cannot provide transportation without charging or the grant money will be lost. He 58 moved to approve the policy, second by Grimes and the motion carried by a unanimous voice vote. 59 , 60 C. Jarvis brought before the Board a request to approve authorization for the Richmond Parks and 61 Recreation Department to allow a contractor to park a few pieces of equipment temporarily at the north 62 end of North 29th Street which dead ends onto the Muncipal Golf Course. Jarvis made the motion, 63 second by Grimes and it carried by a unanimous voice vote. 64 65 Board of Works Minutes Cont'd September 17,1989 Page 3 1 2 PUBLIC COMMENTS 3 4 A. Milligan recognized James Martin who commented that he was retired and had lived in the City for 5 five months. He offered his skills, talents and abilities in the areas they would be needed. After Martin 6 addressed a few items of concern which included the welfare program and unemployment, Milligan 7 suggested he meet with Jarvis after the meeting and set up an appointment to discuss several of the 8 issues. 9 10 B. Captain Danny McClure reported that the Police Department was continuing its effort to rid the City 11 of abandoned vehicles, noting that 200 had been tagged to date and only about half of the City had 12 been covered. 13 14 C. Alonzo Eubanks appeared before the board to discuss the condition of a sidewalk and curb on the 15 west side of South 10th Street between South E and South F streets. Jarvis said the City has several 16 areas where curbs and sidewalks are broken down but it has neither the time nor money to get to them. 17 However, he suggested, as some residents have done,that they contact someone to put in the forms 18 for the sidewalks and curbs and the City will pay for the material.
