AUGUST 13, 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 August 13, 1992 in said City. Thomas Milligan presided with Earnest Jarvis and Dennis Grimes in attendance. 3 The following business was had to-wit: 4 • 5 6 APPROVAL OF MINUTES OF AUGUST 6,1992 7 8 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried by a 9 unanimous voice vote. 10 11 12 APPROVAL OF CLAIMS FOR PAYMENT 13 14 Claims were presented in the amount of $510,538.22. Major components being $137,000 payable to Wayne 15 County Insurance Service for liability insurance; $246,941.02 for net payroll and the rest for contractual services 16 and supplies. Another list of claims totaling $344,198.97 was presented with the major conponents being 17 $34,536.86 and$11, 623.32 to Star Bank for Federal Income Tax Withholding and additional amounts relative to 18 net payroll. Also claims totaling $285,107.86 including $214,176.85 payable to the City of Richmond Health 19 Insurance Fund. Grimes made a motion to pay these claims, second by Jarvis and carried by a unanimous 20 voice vote. 21 22 23 REQUESTS 24 25 A.Jarvis made a motion seconded by Grimes that the following handicap parking permits be approved: 26 Moore-Irvin Post#359 at 400 North 8th and Walter Dalbey at 322 North 18th Street. The motion was 27 carried by a unanimous voice vote. 28 29 30 CONTRACTS 31 32 A. Grimes presented the bids for 1992 Street Paving Phase II . Bids returned were from Contracters 33 United, Inc. and Barrett Paving.The bid documents were in order and were taken under advisement. 34 B.Grimes presented the bid for the Office area at the bus storage building. The only bid received was 35 from Oberle and Associates for$59,800. This bid wasl taken under advisement. 36 C. Milligan presented another matter concerning the fire protection contracts for Spring Grove and 37 Wayne Township. Grimes had calculated the costs to be shared by the two units. Spring Grove 38 corporation should bear 1.06 percent based upon assessed valuation. Wayne Townshiop should bear 39 10.93 percent based upon assessed valuation. Spring Grove would be required to pay $37,373 and 40 Wayne Township$385,3687. Jarvis made a motion to authorize the Chairman of hte Board to execute 41 contracts for 1993, second by Grimes and carried on a unanimous voice vote. 42 43 44 CURBCUT/DRIVEWAY PETITION 45 46 Jarvis presented a curbcut petition for Clarence Hoffman, Jr. at 1008 South "J" Street. Jarvis made a motion to 47 allow the curbcut if Mr. Hoffman agrees to relocate a tree that was put there by the Street Tree Commission, 48 second by Grimes, and carried by a unanimous voice vote. 49 50 51 OTHER MATTERS 52 Jarvis stated that he had a complaint from a resident on Porterfield Avenue that large trucks are using this 53 street. She is concerned that they will tear up the street. The police department, Capt. McClure, stated that 54 Porterfield Avenue is closed to large trucks based on city ordinance 71.48 which imposes load restrictions on 55 city streets.
