JULY 9. 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 July 9, 1992 in said City. Thomas Milligan presided with Earnest Jarvis and Dennis Grimes in attendance. The 3 following business was had to-wit: 4 5 APPROVAL OF MINUTES OFJUNE 2,1992 6 7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried on a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller for payment were $220,487.96 which included $174,143.64 for public 13 safety pension payments. The remainder was for supplies and contractual services. Grimes made a motion to 14 approve the claims for payment,second by Jarvis and carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A. A request by Nova Gibson which was read by Grimes last week and given to the Traffic Division of 19 the Richmond Police Department for investigation was once again presented to the Board. Grimes 20 reported that Officer Ken Powell had checked out the intersection at North West J and Hunt Streets, 21 reported by Gibson to be a hazardous one, and noted that the area in question had a high speed 22 problem. His recommendation was to install four-way stop signs.Grimes made a motion to approve the 23 recommendation of Officer Powell, second by Jarvis and carried on a unanimous voice vote. Milligan 24 commended the Police Department for its investigation and Gibson for bringing the problem to the 25 Board's attention. 26 27 B. Jarvis reported that progress is being made on the Waverly Drive street light project but no decision 28 _ has been reached.The matter will continue under advisement. 29 30 C. Handicapped parking requests by Mt. Olive Baptist Church at 1108 North H Street, Howard E. 31 32 Farley Sr. at 316 South 13th Street, Thomas Mong at 404 North 17th Street, Loren B. Schube at 421 South 15th Street and Letcher Saylor at 200 South 12th Street were approved on a motion by Jarvis, 33 second by Grimes and carried on a unanimous voice vote. A similar request by Rick Wadsworth at 34 314 North 18th Street was denied on a motion by Jarvis, second by Grimes and carried on a 35 unanimous voice vote. 36 37 CONTRACTS 38 39 A. Grimes opened the sealed bids for the renovation of the Sanitary District garage at 2380 Liberty 40 Avenue, passed them on to Milligan to inspect to see if all the papers were in order and on the 41 appropriate forms, and ended up with Jarvis who announced the amounts of the bids. Grimes 42 announced that all the bids were received by the announced time this morning. 43 44 1. Bids received included those from J.S. Sweet Co. Inc.of Cambridge City in the amount of 45 $75,240;Oberle&Associates Inc.of Richmond for$68,000; Russell&Geier Contracting Inc.of 46 Richmond for$68,320; Builders Tech of Muncie for$49,600;and CMA Corp. of Zionsville for 47 $74,161.Jarvis made the motion to take the bids under advisement,second by Grimes and carried 48 on a unanimous voice vote. No time was set for awarding the bids. 49 50 2. Bids received for two used dump trucks for the Street Department were also opened by Grimes, 51 inspected by Milligan and read by Jarvis.The two received were from Studebaker Buick of 52 Richmond in the amount of$39,525 and Tom Ruble&Sons Truck Sales in Monroeville for$41,400. 53 Jarvis made a motion that the bids be taken under advisement to give the street division manager 54 and senior mechanic an opportunity to visit both places and check the trucks to see if they meet the 55 requirements for the street division, second by Grimes and carried on a unanimous voice vote. 56 Milligan said it would be anticipated that action on the bid would take place at next week's meeting. 57 58 3. Milligan reported on a claim filed by Robert Monger stemming from an incident in 1991 in the alley 59 between North 10th and 11th Streets.While driving in the area, Monger's car dropped into a 60 manhole resulting in physical damage to his car. Monger agreed to a settlement of$250 on his 61 total claim of $270.96. Milligan recommended that the Board's account for small settlements be 62 used to pay Monger$250.Jarvis made the motion to pay the claim,second by Grimes and carried 63 on a unanimous voice vote. 64 65 Board of Works Minutes Cont'd July 9, 1992 Page 2 1 2 D. Jarvis reported on the bids taken for the office addition to the new bus storage building on South Q. 3 He said that after finding the bids considerably higher than anticipated by the City Engineer's office he 4 recommended that the Board reject the bids and direct the Purchasing Department to visit the site with 5 the idea of trying to obtain modular buildings that can be utilized for an office building. Jarvis made the 6 motion,second by Grimes and carried on a unanimous voice vote. 7 8 OTHER MATTERS 9 10 A. Grimes presented additional claims for approval from the City Controller which included payments of 11 $29,000 and $75,000 representing wire transfers for group health insurance claims to Star Bank to 12 Indiana National Bank. Also, an additional claim for $3,000 to the Troy B. Woolf estate as a death 13 benefit for a retired police officer per the state statute. Also payment on the Sanitary District Coupon 14 Bond of $139,393.75, payable to Star Bank. Grimes made a motion to approve the claims, second by 15 Jarvis and carried on a unanimous voice vote. 16 17 B. Bringing to the Board's attention the report of the Richmond Police Department crime trend for the 18 month of June, Grimes noted that overall the crime rate is decreasing by a rate of 22 percent over the 19 same period of time last year in all categories except rape and that is higher. He noted that trends seem 20 to be going in the right direction which he said was indicative of the fine job being done by the Police 21 Department. Grimes made a motion that the Board accept the report into the record, second by Jarvis 22 and carried on a unanimous voice vote. 23 24 PUBLIC COMMENTS 25 26 'A. Francis Daniels reminded the Board that he had appeared before them with his Men's Fellowship 27 group around the first of the year and made a few requests. He said he appreciated the crosswalks 28 which had been placed in the Townsend Center area per the group's request but was still troubled by 29 the speeding cars in the area as well as the broken sidewalks and curbs.
