Sections:
11 -3 -1 TITLE
11 -3 -2 DEFINITIONS
11 -3 -3 Exceptions
11 -34 Noise Disturbance Prohibited
Section 11 -3 -1 TITLE
This ordinance (Section 11 -3 -1 gtt. .) shall be known as the "Noise Control Ordinance for the City of
Tybee Island, Georgia ".
(ORD. 1996-07;4/11/96)
Section 11 -3 -2 DEFINITIONS
The following shall apply in the interpretation and enforcement of this Ordinance; unless otherwise
specifically stated:
1. Definitions of technical terms used which are not herein defined shall be obtained from publications
of acoustical terminology issued by the American National Standards Institute (ANSI) as its successor
body.
a. Ambient sound level. The noise associated with a given environment, exclusive of a particular
noise being tested, being usually a composite of sounds from many sources near and far, exclusive
of intruding noises from isolated identifiable sources.
b. A- weighted sound level. The sound pressure level in decibels as measured on a sound level meter
using the A- weighting network. The level is designated dB(A) or dBA.
c. Con9=Q1ion. Any site preparation, assembly, erection, substantial repair, alteration, or similar
action, for or of public or private rights -of -way, structures, utilities, or similar property.
d. Decibel dBl. A logarithmic and dimensionless unit of measure used in describing the relative
loudness of level of sound.
e. Demolition. Any dismantling, intentional destruction or removal of structures, utilities, public or
private right -of -way surfaces, or similar property.
f. EmTgenv. Any occurrence or set of circumstances involving actual or imminent physical or
psychological trauma or property damage which demands immediate action.
g. Emergency work. Any work performed for the purpose of alleviating or resolving an emergency.
h. Impulsive_ sound. Sound of short duration, usually less than one second, with an abrupt onset and
rapid decay. Examples of sources of impulsive sound include explosions, drop forge impacts, and
the discharge of firearms.
Municipal Code
allowable decibel levels are based on the zoning district as opposed to the use of the receding land.
x. Recreational vehicle. Any race car, motorcycle, or any other motorized vehicle equipped for use
in racing or other recreational events or uses off of public rights -of -way on public or private
property.
y. Residential. Any property on which is located a building or structure used wholly or partially for
living or sleeping purposes.
z. Sound. An oscillation in pressure, particle displacement, particle velocity or other physical
parameter, in a medium with internal forces that cause compression and rarefaction of that
medium. The description of sound may include any characteristic of such sound, including
duration, intensity and frequency.
(1) Sound level. The weighted sound pressure level obtained by the use of a sound level meter and
frequency weighting network, such as A, B, or C as specified in American National Standards
Institute specifications for sound level meters (ANSI S1.41971, or the latest approved revision
thereof.) If the frequency weighting employed is not indicated, the A- weighting shall apply.
(2) Sound level meter. An instrument which includes a microphone, amplifier, RMS detector,
integrator or time average, output or display meter, and weighting networks used to measure
sound pressure levels, which complies with American National Standards Institute Standard 1.4-
1971 as revised.
(3) Sound pressure. The instantaneous difference between the actual pressure and the average or
barometric pressure at a given point in space, as produced by sound energy.
(4) Used or occupied. Either word shall be deemed to include the words "intended, designed, or
arranged to be used or occupied."
(ORD. 1996-07;4/11/96)
(Manual, Amended, 11/10/1999)
Section 11 -3 -3 Exceptions

c. Agricultural activities, exclusive of those involving the ownership or possession of animals or birds.
d. Public mass transportation vehicles.
e. Church or clock carillons, bells, or chimes.
f. The emission of sound in the discharge of weapons or in fireworks displays for which a permit has

3. PRODUCT DESCRIPTION
Viking's FreedomTM Residential Pen-
dent Sprinkler SIN VK430 is a small,
high - sensitivity, glass -bulb residential
sprinkler available in several finishes
and temperature ratings to meet design
requirements.
The orifice design, with a K- Factor of
4.3, allows efficient use of available wa-
ter supplies for hydraulically designed
fire- protection systems. The fast re-
sponse glass bulb and special deflector
combine speed of operation and areas
of coverage to meet residential sprinkler
standards. During fire conditions, the
heat - sensitive liquid in the glass bulb ex-
pands, causing the glass to shatter, re-
leasing the pip cap and sealing spring
assembly. Water flowing through the
sprinkler orifice strikes the sprinkler de-
flector, forming a uniform spray pattern
to extinguish or control the fire.
4. TECHNICAL DATA
Glass -bulb fluid temperature rated to
-65 °F ( -55 °C).
Rated to 175 psi (1 207 kPa) water work-
ing pressure.
Factory tested hydrostatically to 500 psi
(3 448 kPa).
Testing: U.S.A. Patent No. 4,831,870
Thread Size: 1/2" (15 mm) NPT
Nominal K- Factor: 4.3 U.S. (6,2 metric *)
* Metric K- Factor shown is for use when pressure is
measured in kPa. When pressure is measured in
BAR, multiply the metric K- Factorshown by 10.0.
Overall Length: 2 -1/4" (56,2 mm)

5. INSTALLATION
WARNING: Viking residential sprin-
klers are to be installed in accor-
dance with the latest Viking technical
data, the latest edition of applicable
standards of the National Fire Protec-
tion Association and any other similar
Authorities Having Jurisdiction, and
also with provisions of governmental
codes, ordinances, and standards
whenever applicable.
Final approval and acceptance of
all residential sprinkler installa-
tions must be obtained from the
Authorities Having Jurisdiction.
When using Viking Residential Sprinkler
SIN VK450 for systems designed to
NFPA 13D or NFPA 13R, apply the
listed areas of coverage and minimum
water supply requirements shown in the
approval chart on page 143 k.
For systems designed to NFPA 13: The
number of design sprinklers is to be the
four contiguous most hydraulically de-
manding sprinklers. The minimum re-
quired discharge from each of the four
sprinklers is to be the greater of the fol-
lowing:
• The flow, rates given in the approval
chart on data page 143 k for NFPA 13D
and NFPA13R applications for each
listed maximum area of coverage, or
• A minimum discharge of 0.1 gpm /sq.
ft. over the "design area" consisting of
the four contiguous most hydraulically
demanding sprinklers for the coverage
areas being protected by the four
sprinklers. NOTE: The As = S x L
method must be used to determine the
sprinkler protection area of coverage
per NFPA 13.
