HomeMy Public PortalAbout06-04-1992 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA.JUNE 4. 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday,June 4, 1992, 2 in the Municipal Building in said City. Thomas Milligan presided with Earnest Jarvis and Dennis Grimes in 3 attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MAY 28.1992 6 7 The minutes of the previous meeting were approved through a motion by Jarvis, second by Grimes and carried 8 on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Grimes submitted claims as prepared by the City Controller in the amount of $666,260.70 paid out for payroll, 13 payroll taxes and travel expenses. Also, $188,181.06 which included $73,769.40 paid to Russell &Geier on the 14 contract for Central Garage and $11,912 to the law firm of Reller, Mendenhall, Kleinknect and Milligan for 15 contractual services. Grimes made a motion to approve the claims, second by Jarvis and carried on a 16 unanimous voice vote. 17 18 REQUESTS 19 20 A. Jarvis read a letter from Lloyd Dietz, chairman of the Dollars Against Diabetes campaign, in which 21 he explained that the Carpenters Local 912 in Richmond would like to join in the nationwide 22 fund-raising event Saturday, June 20. Dietz requested approval for volunteers to be stationed at 23 various locations around the city to collect contributions. Those locations had been approved by the 24 Traffic Division of the Richmond Police Department and the Board granted the request on a motion by 25 Jarvis, second by Grimes and carried on a unanimous voice vote. Milligan commended the local .26 organization and Dietz for their involvement. 27 28 B. In another letter read by Jarvis, Robert Herbst on behalf of himself and other residents of Pinehurst 29 Drive, asked the Board for permission to block off Pinehurst Drive from the east line where Greenbrier 30 intersects Pinehurst to the end of Pinehurst from 3 to 7 p.m.June 27 for a neighborhood picnic. Jarvis 31 made the motion to approve the request, second by Grimes and carried on a unanimous voice vote. 32 33 C. The Board approved a request from the Wake Up Richmond committee for permission to park in the 34 Muncipal Building parking lot Saturday, June 6, so individuals could attend a concert in the Gorge on 35 that day. Since it is a non-working day for City employees, the Board, after conferring with Captain 36 McClure of the Traffic Division of the Richmond Police Department, saw no problem with granting the 37 request on a motion by Grimes,second by Jarvis and carried on a unanimous voice vote. 38 39 D. Grimes read a request from the Richmond Area Rose Festival for two fire trucks to be in the Rose 40 parade Sunday, June 14, to carry the 1992 Richmond High School boys basketball state champs, an 41 RHS state champion swimmer, a state champion wrestler and the RHS Academic Team. Learning that 42 Fire Chief James Sticco had no objections, Grimes made a motion to approve the request, second by 43 Jarvis and carried on a unanimous voice vote. 44 45 E. Speaking on behalf of the White River games was Matt Stolle who requested the Board's approval 46 for the use of barricades to the entrance of Glen Miller Park where the different courses will be set up 47 on June 27. He also requested a dump truck from the street department to be located inside the park. 48 About 80 to 90 people participate in the games, Stolle said. Lynda Hinshaw, also appearing with Stolle, 49 said Richmond is leading the state in the number of entries. 50 51 F.Jarvis reported on the requests for handicapped parking permits which included one from Sammy R. 52 Maxwell of 1128 Harris Street and Evelyn Gamble of 121 South Fifth Street. Both were approved 53 through a motion by Jarvis,second by Grimes and carried on a unanimous voice vote.Another request 54 from Martin Nolte at 406 Pearl Street was not recommended by the Traffic Division because it did not 55 meet the requirements needed and after learning that Nolte had been notified that the request would be 56 heard at the June 4 meeting and did not appear, Jarvis made a motion to deny the request, second by 57 Grimes and carried on a unanimous voice vote. 58 59 G. Discussing the sidewalk situation on South Sixth Street, for which a public hearing was held at the 60 last meeting of the Board, Grimes and Jarvis both agreed that the Star bricks should be replaced with 61 concrete walks. Grimes said after reviewing the petitions signed by the residents and hearing those 62 who actually live on the street attest to the danger of the present condition of the sidewalks he was 63 concerned about the welfare of the children who live in the area. Jarvis said he had walked the area 64 several times and noted that several large trees will have to be removed. He suggested that the Board 65 put together a project, noting those things that have to be done this fall and winter, and plan to have new concrete sidewalks and curbs laid in the spring. He said the bricks would be salvaged and stored. Board of Works Minutes Cont'd June 4, 1992 Page 2 1 Jarvis made a motion that the Board direct the street division to put together a project for the renovation 2 of sidewalks and curbs and the replacement of trees as necessary in the 600 and 700 block of South 3 Sixth Street. He added that the motion should also include that the sidewalks be concrete and include 4 the removal and retention of the Star bricks. Grimes seconded the motion and it was carried on a 5 unanimous voice vote. 6 7 CONTRACTS 8 9 A. As agent for Star Bank which is trustee on the bond issue proceeds from the Redevelopment 10 Authority the Board acted on a claim from the Sanitary District for sewage charges of two of those 11 residences acquired by the City in the Dana Parkway project.Jarvis made a motion that the charges of 12 $97.65 be paid, second by Grimes and carried through a unanimous voice vote. 13 14 OTHER MATTERS 15 16 A. Police Chief Dennis Rice reported to the Board the activity of the Police Department for the month of • 17 May, noting a 27 percent decrease in the reported crime from last year, the amount of burglaries had 18 decreased as well as the number of larcenies. Cases cleared numbered 43 as opposed to 29 in May 19 1991.The number of burglaries had decreased from 218 in 1991 to 154 for 1992. Rice also noted that 20 one fulltime officer had been assigned to the Enterprise Zone and he reiterated his concern about 21 community policing. 22 23 B.
