MAY 21, 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, May 21, 1992, 2 in the Municipal Building in said City. Thomas Milligan presided with Dennis Grimes and Ernie Jarvis in 3 attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MAY 14,1992 6 7 Jarvis moved that the minutes of the previous meeting be approved, Grimes seconded and the motion passed 8 by unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Grimes submitted claims as prepared by the City Controller in the amount of $637,646.65 which included 13 expenses involving payroll, payroll taxes and group insurance, and $149,633.73 for supplies and other 14 contractual services. Grimes made a motion for approval, second by Jarvis and carried on a unanimous voice 15 vote. 16 17 REQUESTS 18 19 20 A. Grimes read a request from Wilda Jones for a sound permit to allow the Student Activities Board to 21 bring three musical groups to Earlham College from noon to 8 p.m. May 23. Grimes made a motion for 22 approval,second by Jarvis and carried on a unanimous voice vote. 23 24 B. Grimes read another item from Alice Roberts of Earlham College requesting permission to place a 25 table on the Promenade from which she could work on a research project on the subject of public 26 attitudes. Milligan noted that she has an individual right to conduct her survey and it does not take an 27 action by the Board of Works. 28 29 C. A written request from the Richmond Park Department, sponsors of the upcoming Pig-Out Friday 30 and Saturday, May 22 and May 23, was read by Jarvis. The request was for permission to block the 31 alleys east and west of South 10th Street, South B Street between the alleys east and west of South 32 33 10th Street, South C Street between the alleys and South 10th street between South C Street and South A Street. The request was approved through a motion by Jarvis, second by Grimes and carried 34 on a unanimous voice vote. Milligan asked Mark Gasche, Assistant Superintendent of Parks and 35 Recreation, to step to the lecturn and explain where the parking areas would be. He noted that all the 36 public parking areas would be accessible to the public as well as the lot east of the former Radisson 37 Hotel. 38 39 D.Jarvis read a letter from Captain Danny McClure of the traffic safety division of the Richmond Police 40 Department asking about the possible re-instatement of the policy in which the City charged individuals 41 who destroyed street signs. McClure requested the Board to furnish the information as to the cost and 42 how it should be billed.Jarvis recommended the Board take some action,suggesting the item be tabled 43 to enable him to make a study of cost data such as actual cost of sizes of signs and the labor rate. 44 Milligan suggested Grimes take part in the project since the City Controller's office would be handling 45 the money and receipting it. 46 47 E. Handicapped residential parking permits submitted by Jarvis for approval included those from: 48 1. Della Sanders of 19 North West 16th Street; Carrie Havens at 122 South 12th Street,Apt. 1;and 49 Myrtle Sparks at 2309 Glen Court. He also read a request for an additional designated parking space 50 for a handicapped employee at the Wayne County Courthouse. In checking with Major Farmer, Jarvis 51 said this could be done simply by adding a visitor handicapped parking space and making the current 52 visitor space into a spot for the employee. That would make four handicapped spaces on the west side 53 of the Courthouse. All of the handicapped parking permits were approved on a motion by Jarvis, 54 second by Grimes and carried on a unanimous voice vote. 55 56 CONTRACTS 57 58 A. Acting as agent for Star Bank, Trustee for the Redevelopment Authority bond issue, the Board 59 approved payment of an invoice submitted by Barrett Paving for $72,850.50, representing 11 percent 60 completion on the contract. Grimes recommended approval, second by Jarvis and carried on a 61 unanimous voice vote. 62 63 B. Grimes read a request for payment of $500 to Thomas A. Dickman, real estate appraiser for 64 easements on properties owned by Richard J. Brown, Tom Raper, and Paul Mullins. Again, acting as 65 Trustee for the aforesaid, Grimes made a motion the bill be paid, second by Jarvis and carried on a unanimous voice vote. Board of Works Minutes Cont'd May 21, 1992 Page 2 1 UNSAFE BUILDING REVIEW 2 3 A. Milligan asked if Carl Napier was in the audience and finding that he was not, explained that Napier 4 had been asked to appear before the Board because of the unsafe building status of a property owned 5 by him at 306 North 15th Street. As the property owner, Napier was asked to either repair the building 6 or face a demolition order by the Board of Works. Milligan noted that the City had spent a total of 7 $1,459.50 over the last two years sealing the house, cleaning up the foundation and removing debris, 8 doing a title search and various other things. Milligan said he had personally met with Napier on two 9 occasions and Napier had been personally advised by letters of March 26 and May 7,that he would be 10 asked to appear at the May 21 meeting but he had chosen to ignore the request. Therefore, Milligan 11 said, he had no other alternative than to recommend demolition and solicit bids for the demolition 12 asking the purchasing manager,Vicki Stevens,to bring the bids to the Board. 13 14 OTHER MATTERS 15 16 A. In explaining the May 28 public hearing on the sidewalk on South Sixth Street,Jarvis said that during 17 the past administration work on the sidewalks had been halted by intervention of the Historic 18 Preservation Society because of the Star bricks. Now the sidewalk is not suitable for walking nor riding 19 a bicycle because the trees roots have raised the bricks to the point they are dangerous.Jarvis said the 20 Street Division is prepared to brief the Board and the public about the time and cost involved which will 21 entail removal of all the bricks and replacing them with concrete. 22 23 B. Captain McClure advised the Board of the beginning of an extensive traffic enforcement program in 24 which the Richmond Police Department will be involved beginning May 22 and running through August 25 17. A $2,500 grant received from the Governor's Task Force to Reduce Drunk Driving will be used to 26 place additional officers out on specific weekends. McClure said the objectives of the program are to 27 reduce injuries and reduce traffic accidents. Child restraint and seat belt violations are to be a major 28 concern in this program but other areas targeted for strict surveillance include school bus violations, 29 disregarding stop signs, equipment violations, residency violations, motorcycle and moped law 30 violations and center lane violations. 31 32 .ADJOURNMENT 33 34 There being no further business, on a motion duly made by Grimes and seconded by Jarvis and passed with a 35 unanimous voice vote,the meeting was adjourned. 36 37 38 39 40 Thomas Milligan, Chairman 41 42 43 44 45 ATTEST: 46 Norma Carnes, City Clerk 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
