HomeMy Public PortalAbout04-16-1992 e BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 16. 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, April 16, 1992, 2 in the Municipal Building in said City. Ernie Jarvis presided with Dennis Grimes in attendance. Thomas Milligan 111 3 was absent. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF APRIL 9.1992 6 7 Jarvis stated that the minutes of April 9, 1992 were still in the typewriter and would be approved at the next 8 meeting. 9 10 CLAIMS FOR PAYMENT 11 12 Grimes submitted claims as prepared by the City Controller in the amount of $137,836.16 of which major 13 categories were $39,105.00 progress payment to Geier for the Central Garage; $58,588.36 to Richmond Power 14 and Light for the Electric bill for the city; and the remaining balance for supplies, repair parts and contractual 15 services. Also $45,000 in transfer of funds for City Employee Health Insurance and $200.00 for Richmond 16 Sanitary District coupon bond payment. Grimes made a motion that claims be approved for payment, Jarvis 17 second. motion carried by unanimous voice vote. 18 19 REQUESTS 20 21 A. Jarvis presented the request for the approval of the Whitewater Valley Vertical Challenge Biathlon 22 for the closing of the"G"Street bridge and Hub Etchison Parkway from 4:30 a.m.to noon Sunday, May 23 17, 1992. They would also like to use a light pole to put up a banner. Jarvis made a motion to approve 24 on a recommendation from the police department,seconded by Grimes and a unanimous voice vote. 25 26 B. Handicapped parking permit applications: 27 1. Everett Mayer at 1012 Northwest "D' Street, requested renewal of his permit. The Police 28 Deparrtment advised that Mr. Mayer has ample parking in the rear of his residence. Mr. Mayer spoke 29 to the board explaining reasons why he needed the handicapped parking space. Grimes' motion to 30 table the request was unanimously approved. Jarvis said he would personally investigate the parking 31 request and report to the Board on April 23, 1992. 32 2.John Sweitzer at 223 College Avenue, approved by a motion by Jarvis, second by Grimes and a 33 unanimous voice vote. 34 3. Christ Tabernacle Church at 248 Pearl Street, approved by a motion by Jarvis, second by Grimes 35 and a unanimous voice vote. 36 37 OTHER MATTERS 38 39 A. Police report for March 1992. Jarvis asked Capt. McClure to comment on the report since he was 40 the senior officer present. The decreases in larceny and burglaries were significant in this report. 41 Grimes commended the Police Department on the report stating that they are making the city a safer 42 place. 43 44 B. Grimes reported on an update on code enforcement of a propery owned by Michael Basso located 45 at 415 South 10th, property that orginially was to be torn down. Mr. Basso is to report to the board 46 next week. Grimes gave an interim report given to him by Dana Leas, an inspector for the city. The 47 house has new dry wall in three rooms, plumbing in the bath room is operable and the furnace is also 48 operable. There is a newly installed hot water heater in the basement. Base cabinets are in the 49 kitchen ready to be mounted and the kitchen area has appliances. All of the rooms have been rewired 50 and are ready for final inspection. Mr. Basso is planning to move in Saturday or Sunday or the week 51 beginning April 20th. The board had given Mr. Basso 90 days in which to improve the property and that 52 period of time is up April 23. 53 54 55 56 57 PUBLIC COMMENTS 58 59 Jarvis recognized that Edward Cordell and Jo Makela from the Rose Festival were present and commented 60 that the board is still reviewing the street closings and security they have requested. The concern is that it will 61 cost the taxpayers a heavy load of overtime in the police department and the street department. There are also 62 other concerns about the sand for volleyball and the bales of straw that will be put out for the Go-Kart race. The 63 board will get back to the Rose Festival by April 20 on the Go-Kart race. 64 65 Board of Works Minutes Cont'd April 16, 1992 Page 2 1 Jarvis asked about the concerts in the park, particularly Henry Summers, stating that he was not familiar with 2 him and wanted to know if he is a rock star. The last concert is a gospel concert and is still tentatively 3 scheduled. Jarvis stated that the rock concerts cause a few problems in that they have to double up on the 4 police and if Summers is in that category, it will cost considerably more than $8,500 in overtime. Since the 5 Rose Festival was held at Kuhlman Center last year, there were no provisions in the budget this year for these 6 items.
