APRIL 9. 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, April 9, 1992, 2 in the Municipal Building in said City. Thomas Milligan presided with Dennis Grimes and Ernie Jarvis in 3 attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF APRIL 2,1992 6 7 Jarvis moved that the minutes of April 2, 1992, meeting be approved, Grimes seconded and the motion passed 8 by unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Grimes submitted claims as prepared by the City Controller in the amount of $137,836.16, payroll; also claims 13 totaling 342,109.15 of which major categories were $173,644.38, Ind. police and fire pension;34,246.26 for fire 14 protection for March (monthly water bill); and $24,583.94, state income tax withholding; and 89,352.57,supplies 15 and contractual services. Grimes made a motion that claims be approved, Jarvis seconded the motion and it 16 was carried by unanimous voice vote. 17 18 19 REQUESTS 20 21 22 A. Grimes presented the request for the approval of a parade route, which had been prepared by the 23 Chief of the Richmond Police Department, for the City to show its appreciation to the Richmond High 24 School boys basketball state champions to be held April 18. Grimes recommended approval of the 25 route in celebration of the victory that he said was long overdue in Richmond, adding that he hoped 26 there would be other such victories and celebrations in the future. Jarvis seconded the motion and it 27 was carried by a unanimous voice vote. 28 29 B.Grimes also read a letter from Chief Jim Sticco noting that Mayor Cornett had requested the use of a 30 fire truck to transport the champions in the victory parade. Designated riders will be the basketball team 31 members, cheerleaders, coaches, school officials and city officials. On a motion by Jarvis, second by 32 Grimes, it was carried on a unanimous voice vote. 33 34 C. Jarvis presented a request from Fred Harvey, builder for Otto Realty, for a curb cut for a driveway 35 at 4200 South A Street. The area had been checked and approved by the City Engineer Bob Wiwi and 36 Danny McClure of the Richmond Police Department. On a motion by Jarvis, second by Grimes, the 37 motion was carried by a unanimous voice vote. 38 39 D. Handicapped parking permit applications: 40 1.Tami Williams, 430 Pearl Street, approved by a motion by Jarvis, second by Grimes and a 41 unanimous voice vote. 42 2. Charles to tis, 331 Lincoln Street, approved by a motion by Jarvis, second by Grimes and a 43 unanimous voice vote. 44 3. Lowell Nesbitt, 245 South West 3rd Street, approved by a motion by Jarvis,second by Grimes 45 and a unanimous voice vote�� 46 47 E. Discussion centered around a request by Olde Richmond Inn, 138 S. Fifth Street, for an additional 48 restricted zone parking to include the curb around the corner from the crosswalk on Fifth Street onto 49 South B. Painting the curb yellow in'that area would allow vehicles to stop and let customers out and 50 still allow one parking space beyond the canopy for the handicapped ramp. On a motion by Grimes, 51 second by Jarvis,the motion carried by unanimous voice vote. 52 53 F. Jarvis noted that at the April 2 meeting;_the Board heard a request made by Francis Daniels, 54 representing the Christian Men's Fellowship, to look at crosswalks in the Townsend Center area.Jarvis 55 said Sgt. Hopkins of the Richmond Police Department spent time in that area, observing whether or not 56 there was a need. He recommended that a crossing sign be posted for the south bound traffic in the 57 900 block of North 12th Street and a crosswalk at North 12th Street be painted at the intersection of 58 North H and I streets. He also offered another suggestion that Children At Play signs be placed there 59 along with the pedestrian crossing signs. On a motion by Jarvis, second by Grimes, it was carried by a 60 unanimous voice vote. 61 62 63 64 65 l Board of Works Minutes Cont'd April 9, 1992 Page 2 1 CONTRACTS 2 3 A. Acting as agent for the Redevelopment Authority, the Board approved attached Exhibit A being 4 Resolution No. 1 - 1992 which amends Resolution No. 5 - 1991. The motion was made by Jarvis, 5 seconded by Grimes and carried on a unanimous voice vote. By separate motion, the purchase and 6 sale agreement between Charles A. Paul, Edward Mullins and Georgia Mullins for Tract 13 was 7 approved by a motion by Grimes, second by Jarvis, and carried on a unanimous voice vote. 8 9 OTHER MATTERS 10 11 A. The Board approved attached Exhibit B, being a recommendation to Common Council for the 12 expansion of the residential parking permit area around Richmond High School, on a motion by Jarvis, 13 second by Grimes, and carried by a unanimous voice vote. 14 15 B. Jo Makela of the Richmond Area Rose Festival outlined the various events and times for the 16 upcoming Rose Festival requesting closing of streets and additional manpower. Milligan commented 17 that the Rose Festival Committee was obviously working hard but noted that Captain Danny McClure of 18 the Traffic Division in the Richmond Police Department needed to study the request. Milligan said Jarvis 19 and Bill Smith would be willing to work with McClure, Chief Dennis Rice and Sgt.
