CITY OF RICHMOND, INDIANA. MARCH 26. 1992
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session at 4 p.m.
2 Thursday, March 26, 1992 in McGuire Hall on Hub Etchison Parkway in said City. Thomas Milligan presided
3 with Earnest Jarvis and Dennis Grimes in attendance.The following business was had to-wit:

8 The minutes of March 19, 1992 were approved on a motion by Grimes,second by Jarvis and carried by a
9 unanimous voice vote.

12 APPROVAL OF CLAIMS FOR PAYMENT

14 Claims submitted by the City Controller for approval included $150.00 for Abstracts of Richmond Inc.,
15 $147,237.01 for insurance premiums, and $824,356.73 for payroll, taxes and other contractual services, and
16 were approved on a motion by Grimes,second by Jarvis and carried by a unanimous voice vote.

21 A request for approval of a canopy on the south side of The Olde Richmond Inn, located at 138 South Fifth St.,
22 was taken under advisement and tabled until the next meeting when the petitioners will be represented. Jarvis
23 made the motion, second by Grimes and carried by a unanimous voice vote.

28 The Board chose to change its regular meeting site from the City Building to McGuire Hall to accommodate the
29 Richmond High School students and residents of the areas in question. No students attended but in attendance
30 at the public hearing were several residents of the area where the Traffic Division of the Richmond Police
31 Department recommends the expansion of the residential restricted parking area.The expansion included South
32 West 2nd Street from South West C Street to South West D Street, both sides; South West 2nd Street from
33 South West E Street to South West G Street on the east side; South West D Street from South West 1st to
34 South West 3rd Street on the north side of the street;South West D Street from South West 2nd Street to South
35 West 3rd Street on the south side of the street; and South West G Street from South West 1st Street to South
36 West 2nd Street on the north side of the street.

39 Milligan distributed copies of the map of the neighborhood with the designated areas marked. Captain Danny
40 McClure, head of the Traffic Division of the Richmond Police Department, explained that those areas had been
41 pinpointed after surveying the situation and talking with residents in the areas.

44 Those voicing their concerns included Bill and Margaret Selkirk at 101 South West G Street; Terri and Mike
45 Widau at 9 South West G Street; Don Liebschutz at 104 South West G Street; Cindy Hill at 103 South West G
46 Street; and Mrs. Ralph Smith at 640 South First Street. Difficulty in finding a spot to park upon returning to their
47 homes, students parking in huge piles of leaves, litter and obscured vision when backing out of their driveways
48 were a few of the issues addressed by the residents. All attending questioned why the students didn't park in
49 the student parking lot provided on the east side of Hub Etchison Parkway.

52 Captain McClure said there had been some reports of vandalism in the student parking lot and many of the
53 students were guilty of parking improperly. Principal Dennis Renshaw said the school can issue stickers and
54 patrol the lot as much as possible to make the lot safer. He also expressed a desire to work with the residents,
55 noting that RHS wants to be a good neighbor. He said the lot has about 175 spaces but only about 100 to 110
56 spaces are used every day. Captain McClure said the Police patrol the lot on a regular basis but do not issue
57 citations for improper parking. Milligan pointed out that the students should understand that the student parking
58 lot is a city parking facility and parking violations can be ticketed by the Police Department.

60 Margaret Selkirk, who, along with her husband, Bill, initiated the petition for the restricted parking, asked the
61 Board to consider adding the south side of South West G Street where they live,to the areas to be considered.
62 Milligan said the Board would take her request under consideration.

64 The hearing was closed and Milligan explained that the Board would announce its conclusion at its meeting on
65 April 2, 1992.

3 A. As agent for the Redevelopment Authority, Jarvis moved that the David and Nancy Smith property
4 needed for the Dana Parkway project, be purchased for $1,400 and the title, closing and recording
5 costs be paid. Grimes seconded the motion and it passed by unanimous voice vote.

7 B. Part of the lawn at the Army Reserve site, appraised for $510 is needed for the Dana Parkway
8 project. Upon motion by Grimes to pay the $510 plus title, closing and recording costs, second by
9 Jarvis, it was passed by unanimous voice vote.

11 C. The purchase of 725 South 6th Street from Patricia A. Sloan for the average appraisal price of
12 $10,000 for the Color Box parking project was moved by Jarvis, second by Grimes and passed by
13 unanimous voice vote.

18 There being no further business, on a motion duly made,seconded and passed the meeting was adjourned.
