MARCH 12. 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, March 12, 2 1992, in the Municipal Building in said City.Thomas Milligan presided with Earnest Jarvis and Dennis Grimes in 3 attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MARCH 5,1992 6 7 After explaining that the Board of Works was meeting for the first time in the original Board of Works room 8 known more recently as the Community room, Jarvis made amotion to approve the minutes of the March 5, 9 1992 meeting, second by Grimes and carried by a unanimous voice vote. 10 11 CLAIMS FOR PAYMENT 12 13 Claims were submitted by the City Controller in the amounts of $90,000 to Star Bank for health insurance 14 premiums, $611,626.79 for wages and payroll taxes, $98,111.02 for group insurance; $34,246.26 for fire 15 protection and water bills; and $221,230.90 for gasoline, supplies and other contractual services; $6,265.62 for 16 insurance premiums; and $5,008 for insurance services. Grimes made a motion to accept the claims as 17 presented,second by Jarvis and carried by a unanimous voice vote. 18 19 REQUESTS 20 21 22 A. On a motion by Grimes, second by Jarvis, the Board approved the recommendation of the police 23 department to appoint the new animal control officer, Doyle Nichols. The motion was carried by a 24 unanimous voice vote. Major John Farmer reported that Nichols had been detained but was expected 25 before the end of the meeting. He said Nichols will replace a regular police officer but will be a civilian 26 employee of the police department. 27 28 B. Handicapped parking requests approved on motions by Jarvis, seconds by Grimes and carried by a 29 unanimous voice vote included: 30 31 1. Frank Walter at 404 S.7th St. 32 2. Kenneth Cuneo at 309 N. 18th St. 33 3. Mr. and Mrs. Palmer Walter at 2215 Grand Blvd. 34 4. Buster Poindexter at 521 S. 11sth ST. 35 5. Earl C. Miller at 216 N.W.3rd St. 36 37 C. The request to approve the St.Jude Children's Hospital Bike-A-Thon April 4, 1992,was taken under 38 advisement and turned over to the Richmond Police Department. 39 40 41 REPORTS 42 43 A.The Board recognized the monthly report submitted by the Richmond Police Department. 44 45 CONTRACTS 46 47 A. Acting as agent for the Redevelopment Authority Dana Parkway project the Board,through motions 48 by Jarvis, seconds by Grimes and carried on unanimous voice votes, approved payment for several 49 tracts of land which included: 50 1.Tract 3-Lucille Weatherly -1,400.00 51 2.Tract 4-Dana Corporation- Exchange for ground of equal value 52 3.Tract 5-Fred& Mary Daniels-$186.00 53 4.Tract 6-Fred& Mary Daniels-$780.12 54 5.Tract 7-Fred & Mary Daniels-$20,500.00 55 6.Tract 14-Tom Raper-$201.50 56 7.Tract 16A-Tom Raper-$5,718.75 57 8.Tract 16A-Tom Raper-$722.50 58 9.Tract 15-Richard Brown-$395.00 59 60 OTHER MATTERS 61 62 A. After reviewing the contract for legal services with the law firm of Reller Mendenhall, Kleinknecht & 63 Milligan, City Controller Dennis Grimes asked that the invoices be paid as rendered in order to know 64 where the account stood each month. Milligan excused himself as a member of the Board for 65 consideration of the matter. Jarvis presided as vice-chairman. Jarvis made a motion to accept the suggestion by Grimes,seconded by Grimes and carried on a unanimous voice vote. /1° . Board of Works Minutes Cont'd March 12, 1992 Page 2 1 - B. Doyle Nichols made his appearance and was introduced to the Board by Major Farmer. 2 3 C.
