BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA. FEBRUARY 20. 1992
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session at 9 a.m.
2 Thursday, February 20, 1992 in the Municipal Building in said City. Thomas Milligan presided with Earnest
3 Jarvis and Dennis Grimes in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF FEBRUARY 13.1992

7 The minutes of February 13, 1992 were approved on a motion by Jarvis, seconded by Grimes and a unanimous
8 voice vote.

10 APPROVAL OF CLAIMS FOR PAYMENT

12 Claims for payment, submitted by the City Controller in the amounts of $93,429.75 and $31,530.76 for
13 contractual services and salaries were approved by a motion by Grimes,second by Jarvis and with a unanimous
14 voice vote carried.

16 PUBLIC REQUESTS AND COMMENTS

18 A. The Board heard requests for five handicapped parking applications which had been inspected by
19 the Traffic Division of the Richmond Police Department:
20
21 1. Renewal of the application from Barbara Ponder at 314 S. 11th St.was approved by a motion
22 by Jarvis,second by Grimes and carried by a unanimous voice vote.
23 2. Renewal of the application from Clarence Myers at 307 N. 17th St. was approved on the
24 condition his handicapped status is renewed when he reapplies to the state June 15, 1992. Jarvis
25 noted that when he reapplies for an extension that no additional charge be made. That motion was
26 made by Jarvis,seconded by Grimes and carried by a unanimous voice vote.
27 3. Renewal of application from Mary Jeffers at 736 S. Sixth St. was tabled after the Board
28 learned her state permit expires the end of February. Captain Danny McClure said he will look into the
29 matter and contact Jeffers.
30 4.A new application from Alonzo Eubanks at 521 S. 10th St. was approved with a motion from
31 Jarvis,second by Grimes and a unanimous voice vote.
32 5. After being informed by Captain McClure that Marilyn Helms at 217 N. 20th St. did not meet
33 the guidelines for the approval of handicapped parking, the Board heard Helms who was in the
34 audience. She identified herself as a householder for Dunn Mental Health Center and said it was her
35 responsibility to see that a 70-year-old woman with severe arthritis was transported from the home to
36 church, doctor and other places. After listening to her reasons for asking for the handicapped parking
37 the Board made an exception and granted approval through a motion by Grimes, second by Jarvis and
38 a unanimous voice vote.

40 PENDING MATTERS

42 Addressing the pending matter of the unsafe building ordinance violation at 111 - 113 N. 14th St. , the Board
43 heard comments by Connie Andecover of Hagerstown, the daughter of the Doolins who are the owners of the
44 property. She said she had received the letter sent by the Board February 14, 1992, asking that the stairways
45 be boarded up so that children could not play in the area. Jarvis made a motion that Andecover present plans
46 and the name of a contractor to do the repair work to the Board in two weeks. The motion was seconded by
47 Grimes and it was carried with a unanimous voice vote.

51 RICHMOND POLICE DEPARTMENT

53 Police Chief Dennis Rice gave the Board a brief overview of the 1991 annual report which included the number
54 of juvenile arrests, number of accidents and their locations and the amount of traffic tickets written. He explained
55 that 4,304 calls had been answered on civil disturbances and a total of 1,604 family calls had been investigated.

58 MISCELLANEOUS ITEMS

60 Milligan noted the sheltering contract entered into between HELP the Animals Inc. and the City as of December
61 16, 1991, stating that the shelter shall develop and administer a mandatory low-cost spay and neuter program
62 for all adult animals that are adopted from the shelter. He further noted that the contract states that owners shall
63 be able to choose the veterinarian. HELP will also submit quarterly reports to the Board of Works accounting for
64 the disposition of each animal impounded by the city, giving the opportunity to monitor the number of animals
65 involved. Milligan directed the Clerk to show in the minutes that HELP had complied with the terms of the
contract in submitting the arrangement for the contracted service.

1 Speaking to an additional miscellaneous item, Milligan noted that the Board of Public Works and Safety in the
2 previous administration had invited bids for the towing service contract of city vehicles.Three wrecker services,
3 Pardo's, Stamper and H & H, had submitted bids. According to the previous purchasing director, various bids
4 had been reviewed and proposals from each bidder checked and only one of the three bidders met all the
5 specifications. That bidder, H & H, which had the contract for 1991 was awarded the contract for the calendar
6 year of 1992 on a motion made by Jarvis,seconded by Grimes and carried by a unanimous voice vote.
