BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA. FEBRUARY13 .1992
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, February 13,
2 1992, in the Municipal Building in said City.Thomas Milligan presided with Earnest Jarvis and Dennis Grimes in
3 attendance. The following business was had to-wit:

5 APPROVAL OF MINUTES OF FEBRUARY 6,1992

7 The minutes of the February 6, 1992 meeting were approved on a motion by Jarvis after moving to correct the
8 last page, line 32 from second to seconded and page 2 line 14 the same. The motion was seconded by Grimes
9 followed by a unanimous voice vote.

11 PRESENTATION OF CHECK FROM TCI

13 Rich Cody of TCI Cable presented Milligan and the City of Richmond with a check in the amount of$81,572.35.
14 Cody explained that the check did not cover installation and converter rental revenue and a check for that would
15 be forth coming.

17 CLAIMS FOR PAYMENT

19 Claims in the amounts of $955,436.00, $192,501.35 and $3,984.18 representing contractual services and
20 salaries were presented by the Controller's office. Grimes made a motion to approve, seconded by Jarvis and
21 passed by a unanimous voice vote.

23 Milligan presented a claim from the controller's office for the renewal of the Police Department Radio License
24 Federal Licensing Division, Gettysburg, Pa. in the amount of $175.00, signed by Police Chief Dennis Rice and
25 the Board of Works. Jarvis made a motion, seconded by Grimes and it was approved by a unanimous voice
26 vote.

28 REQUESTS

30 A. The Richmond Area Rose Festival requested a parade route and street closings for the 1992
31 Festival. Major Farmer and Sgt. Hopkins in the past week had the opportunity to investigate the route
32 and recommended that it be approved. Jarvis made a motion, seconded by Grimes and carried by a
33 unanimous voice vote.

35 B. LaForsch Labs, 700 Promenade requested additional handicapped parking. It was determined that
36 there are presently two handicapped parking spaces in that immediate area and the police department
37 recommended that the request be denied. Jarvis made a motion, seconded by Grimes to deny the
38 request.The motion was passed by unanimous voice vote.

40 C. Renewal of residential handicapped parking for Eugene Jim Morrow at 520 South "H" St. was
41 moved by Jarvis made a motion,seconded by Grimes, and carried by a unanimous voice vote.

43 D. Renewal of residential handicapped parking for Ronnie Davidson at 1225 South 8th St. was moved
44 by Jarvis, seconded by Grimes, and carried by a unanimous voice vote.

47 CONTRACTS

49 Milligan explained that the City is in the process of acquiring properties to extend Dana Parkway to the west.
50 City Engineer Robert Wiwi has spoken to theTom and Deborah Adams family in the past week. The agreed
51 purchase is $35,500. They are asking for $2,500 relocation costs, making the total acquisition cost $38,000.
52 There are adequate funds in the bond issue. Jarvis made a motion, seconded by Grimes and approved on a
53 unanimous voice vote to pay the Adams family$2,500 in relocation costs.

55 The City of Richmond and Tom and Deborah Adams have an agreement for $38,000 signed by Tom and
56 Deborah Adams. Jarvis made a motion to authorize Chairman Milligan to sign for the City of Richmond,
57 seconded by Grimes and approved with a unanimous voice vote. Mr. Wiwi also presented expenses for the
58 Dorothy Havens property adjacent to the Adams property. Additional relocation expenses were incurred in the
59 amount of $142.20 for the transfer of utilities. Grimes made a motion seconded by Jarvis and carried by a
60 unanimous voice vote to approve payment for the additional$142.20.

62 PENDING MATTERS

64 The continuation of the Elza and Lucille Doolin hearing regarding an unsafe building ordiance violations at
65 111-113 North 14th was re-opened.The Doolins'daughter has been working with Dana Leas and is compiling a
list of expenses and asked for an extension for one week. Jarvis made a motion, seconded by Grimes, and
approved by a unanimous voice vote to continue the hearing until February 20, 1992.The Doolins were ordered
to secure the rear steps of the building, so children cannot play on them on motion by Jarvis, seconded by
Grimes and passed by unanimous voice vote.

6 Police Chief Dennis Rice presented a report from the Richmond Police Department for the month of January.
7 He reported crime is down 12% from January 1991. The cases that are cleared are well above the national
8 average.

10 PUBLIC COMMENTS

12 Alonzo Eubanks spoke about a property located at 517-519 South 10th owned by Carl Lindley. At one time
13 there was a vacant house on the property and pit bulls were being kept there. Now it is being used as a
14 playground for teens and children and Mr. Eubanks says it is a real nuisance. Mr. Lindley has been sent letters,
15 but has not responded. Milligan will review the matter for possible legal action.

19 There being no further business, on a motion duly made by Grimes and seconded by Jarvis and passed with a
20 unanimous voice vote,the meeting was adjourned.
