FEBRUARY 6. 1992 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session at 9 a.m. 2 Thursday, February 6, 1992 in the Municipal Building in said City.Thomas Milligan presided with Earnest Jarvis 3 and Dennis Grimes in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JANUARY 30,1992 6 7 The minutes of January 30, 1992 were approved on a motion by Jarvis after moving to correct the rank of John 8 Farmer of the Richmond Police Department to Major from Captain as reported. The motion was seconded by 9 Grimes followed by a unanimous voice vote. 10 11 APPROVAL OF CLAIMS FOR PAYMENT 12 13 A claim for payment of annual membership of $4,099 to the Indiana Association of Cities and Towns was 14 approved through a motion by Grimes, second by Jarvis and unanimous voice vote. Approval of a claim from 15 Star Bank to transfer$70,000, a payment of premium for group health insurance for city employees, was made 16 on a motion by Grimes, second by Jarvis and unanimous voice vote. A bill for computer services from Sage 17 Information System totaling $506.23 was approved through a motion by Grimes, second by Jarvis and 18 unanimous voice vote. 19 - 20 PENDING MATTERS 21 22 Further discussion of a pending request from Pamela Fales for a residential handicapped parking space resulted 23 in the Board's denial with Grimes making the motion,a second from Jarvis and unanimous voice vote. 24 25 After hearing comments by Bill Selkirk and Cindy Hill, both residents in the 100 block of South West G Street, 26 about the on-street parking by Richmond High School students and Major John Farmer of the Richmond Police 27 Department,the Board tabled Hill and Selkirk's request for restricted parking in their area. City Engineer Robert 28 Wiwi said the school's parking lot has ample parking area since the work on the new South G Street Bridge is 29 completed. Major Farmer said the problem of parking in that area has been an ongoing one in the 21 years he 30 has been with the Police Department. The Board instructed Major Farmer and Wiwi to work together on an 31 overall plan to resolve the problem and bring it back to the Board. Jarvis made a motion to strike the request 32 made by Selkirk and Hill, a second by Grimes and a unanimous voice vote. 33 34 A request for a residential handicapped parking space from Frances Witte at 40 S. 16th St.was denied through 35 a motion by Grimes, second by Jarvis and a unanimous voice vote. A request for a residential handicapped 36 parking space from Everett Downing at 311 S. 7th ST. was read with comments from Downing's son, James, 37 noting that his father has health problems and is unable to walk any distance. The Board granted the request 38 taking into consideration the extenuating circumstances through a motion by Jarvis, second by Grimes and a 39 unanimous voice vote. Requests by Francis Boughner at 442 S.W.2nd St. and Clarence Taylor at 238 S.4th St. 40 were approved through a motion by Grimes,second by Jarvis and unanimous voice vote. 41 42 A letter received by the Board from Richmond Area Rose Festival Inc. containing a notice of a parade route 43 change and street closings for the 1992 Festival was turned over to the Traffic Division at the request of Major 44 Farmer who wanted to review it. A motion to table any action was made by Grimes, second by Jarvis and a 45 unanimous voice vote. 46 47 DEPARTMENT MATTERS 48 49 The Mayor's appointment of Earnest Jarvis as head of Department of Public Works, Sanitation and Aviation was 50 approved by a motion from Grimes,second by Milligan and unanimous voice vote. 51 52 CONTRACTS 53 54 Approved the lease agreement with Tom Brookbank Chevrolet, Inc. and the Board of Economic Growth and 55 Development for a 1992 Chevrolet Caprice to be used by Director Jim Kinnett. The three-year agreement calls 56 for a $323.20 monthly payment. A bid from Fred First Ford was the only other bid. Jarvis made a motion to 57 approve the agreement,Grimes seconded it and a unanimous voice vote followed. 58 59 A motion was made by Grimes to enter into a contract for the acquisition of 731 South 6th St., the property of 60 Libby Sue Brim, as a part of the Color Box expansion. It was followed by a second by Jarvis and carried on a 61 unanimous voice vote. Milligan noted the total capital acquistion will be for $10,000 plus the necessary legal 62 expenses. He added that the city is fairly close to acquiring all of the four properties and is about three-fourths of 63 the way to completing the agreement. 64 65 C/ Board of Works Minutes Cont'd February 6, 1992 Page 2 1 In requesting a change order for site work at the Central Garage location, City Engineer Robert Wiwi noted that a 2 drainage tile had been discovered on the south end of the property and water from the tile has created a 3 situation where the construction cannot take place until some action is taken. Wiwi said he has contacted 4 Richmond Power & Light because the water partially comes from their property and they have agreed to help 5 pay for half of the work needed. Wiwi asked for the appropriation of $3,115 for increased drainage installation. 6 Grimes made a motion to approve the expenditure, a second by Jarvis and a unanimous voice vote. 7 8 Wiwi asked for another change order involving the bus building at the Central Garage location for the insulation 9 of the entire building and installing a fire wall in the west wall at a cost of$7,615 to be paid to Russell & Geier 10 Contracting Co. Jarvis made the motion to approve the change order, a second by Grimes and the motion was 11 carried by a unanimous voice vote. 12 13 Approved the request of the Redevelopment Authority project to approve the issuance of a check by Star Bank 14 to INSTY - Prints of Indianapolis for $1,392.63 to cover the printing costs of the issuance of bonds and 15 transcripts in the expansion of Industries Road west to Williamsburg Pike. 16 17 LITIGATION REPORT 18 19 Milligan explained that a complaint received by the Mayor and Major John Farmer involving the arrest and 20 improper force used by Richmond Police Department officers is being handled by legal council hired by the city's 21 insurance company. 22 23 The enforcement of housing codes is the subject of three other court proceedings. 24 25 ADJOURNMENT 26 27 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 28 29 30 31 32 Thomas Milligan, Chairman 33 34 35 36 37 ATTEST: 38 Norma Carnes, City Clerk 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
